Capital One’s Discover Deal: What It Means for Banking Customers

The Capital One–Discover deal closed in 2025, but deposit accounts are moving in stages. Here’s what changes for Discover checking and savings customers—and what remains account-specific.

Capital One completed its acquisition of Discover on May 18, 2025, and Discover Bank merged into Capital One, N.A. But that legal change did not move every customer account at once. Discover checking and savings accounts are transitioning in stages, with Capital One notifying customers when each account is ready. For banking customers, the most immediate questions are when access changes, what happens to account and routing numbers, and how checking rewards and savings rates are handled.

What the deal changed—and what it did not change immediately

The Federal Reserve and the Office of the Comptroller of the Currency (OCC) approved the transaction on April 18, 2025. Capital One announced that it had completed the acquisition on May 18, 2025. Under the approved structure, Discover Bank merged into Capital One, N.A., which survived as the national bank.

Those dates mark regulatory approval and the bank merger, not a single date when every customer had to switch apps or account details. Capital One’s current transition guidance says Discover deposit accounts are being migrated in stages. Customers are contacted when each account is ready, and different accounts belonging to the same customer may transition at different times.

Why the banking side of the deal is significant

Discover was not only a card network and credit-card issuer: it also had a substantial deposit-taking business. In its April 18, 2025 transaction review, the Federal Reserve reported approximately $107.2 billion in Discover consolidated deposits and approximately $362.7 billion in Capital One consolidated deposits. The Board projected approximately $469.9 billion in combined deposits and approximately $637.8 billion in combined assets for the proposed organization.

These are review-time and projected figures, not current 2026 balances. The OCC separately said the resulting national bank was expected to have $660 billion in assets. That was the OCC’s contemporaneous estimate and uses a separate source and framing from the Federal Reserve’s projection; the two asset figures should not be combined or treated as one current balance.

The OCC’s April 2025 conditional approval also addressed corrective action tied to outstanding Discover Bank enforcement matters. Separately, the Federal Reserve said it assessed Discover a $100 million fine over specified interchange-fee overcharges from 2007 through 2023. The Board said the practices had ended and Discover was repaying affected customers; Capital One’s compliance with the action and remediation was a condition of the approval. This enforcement matter is distinct from the mechanics of moving deposit accounts.

What happens to Discover checking accounts

Account number, routing number, and access

Capital One says Discover checking accounts become Capital One 360 Checking accounts after conversion. The account number stays the same, but the routing number changes. Until Capital One tells you the account is ready there, you can continue using Discover’s site and app for the account that remains there.

Capital One says existing scheduled checks, transfers arranged through Discover, and direct deposits will continue. It nevertheless advises customers to update routing information to avoid delays. The new routing number is required for wire transfers, and third-party payment apps may need to be relinked. Follow the instructions and timing in your account-specific notice rather than changing details before your transition.

Cashback Debit rewards

Capital One 360 Checking does not offer Discover Cashback Debit rewards. Capital One says it will credit unredeemed rewards before conversion and make a one-time rewards deposit for eligible customers, based on Cashback Debit rewards earned during the 12 statements before the account’s conversion month. The bank says qualifying dates and timing will be communicated separately, so the transition guidance does not establish a universal deposit amount or date.

What happens to Discover savings accounts

Capital One says Discover Online Savings becomes 360 Performance Savings. The account number and variable interest rate remain the same at the time of transition, while the routing number changes. “The same” rate at transition is not a promise that the rate will stay fixed: the rate is variable and can change later.

Capital One says existing Discover scheduled transfers and direct deposits continue after the transition. Wire transfers require the new Capital One routing number. As with checking, accounts can move at different times, and access shifts to Capital One when the particular account is set up there.

What customers should do during the transition

  1. Watch for your account-specific notice. Capital One says it will contact customers when an account is ready to manage through Capital One. Do not assume that one account’s transition date applies to your other Discover accounts.
  2. Keep using the service that currently holds the account. Until the account is ready in Capital One, Capital One says you can continue using Discover’s website and app for it.
  3. Check the routing details before sending or receiving a wire. The routing number changes, and Capital One says wires require the new number. Follow the notice for the effective date and details.
  4. Review linked payment services. Existing scheduled transfers and direct deposits are described as continuing, but Capital One says third-party apps may need to be relinked. Update routing details where needed according to the account notice.
  5. Review rewards and account terms in the notice. The checking rewards deposit is limited to eligible customers and its amount and timing are account-specific. Do not assume that every Discover account has identical terms.

FDIC insurance after the merger

Capital One’s savings transition guidance says Capital One and Discover deposit accounts have been jointly insured by the FDIC, up to applicable limits, since November 18, 2025. FDIC coverage depends on ownership category and the depositor’s balances across accounts, among other rules; the joint-insurance statement is not a blanket assurance that every combined balance is fully covered. What is still account-specific

Capital One’s transition pages do not state one final date by which every deposit account will migrate, and they do not establish that all customers have identical personalized terms. Your bank notice is the source for your conversion date, routing details, reward eligibility, and any account-specific instructions. Also check current account disclosures for fees, overdraft eligibility, and other terms instead of assuming a transition summary covers them all.

The deal also came with a company-announced Community Benefits Plan described as mobilizing more than $265 billion over five years. That is a commitment announced by Capital One and Discover in 2025, not evidence that the amount has already been disbursed or that particular outcomes have been achieved.
