On June 27, 2025, Canada ordered Hikvision Canada Inc. to wind up its Canadian business and cease operations after a national-security review under the Investment Canada Act. The order targets the Canadian company’s operations—not automatically every Hikvision camera already installed in a private home or business.
What Canada ordered
The Governor in Council concluded that Hikvision Canada’s continued operations would be injurious to Canada’s national security. The legal authority was the federal Investment Canada Act, which permits national-security reviews of foreign investments of any size where sensitive technology, infrastructure, goods or personal data may be involved.
The order requires Hikvision Canada Inc. to wind up its Canadian business and cease operations. The court application materials describe termination of Canadian employees and certain contracts within 120 days. The affected activities include the subsidiary’s sales, marketing, technical support and related Canadian business functions.
Ottawa has not released the classified or confidential intelligence behind its conclusion. The government’s official record confirms the outcome, but not a public, model-by-model technical finding.

Why national security was invoked
The government said it reviewed information from Canada’s security and intelligence community before deciding that continued Hikvision Canada operations posed a national-security injury. The public record does not establish a specific backdoor, espionage incident or compromised camera model.
Depending on a system’s design and deployment, the relevant risk questions can include:
- Whether video feeds, metadata or account information could be accessed remotely.
- Whether cloud services, peer-to-peer access or remote administration create dependency on external infrastructure.
- Whether cameras reveal sensitive facilities, critical infrastructure, homes, workplaces, health information or children.
- How firmware updates, replacement parts and third-party technical support are delivered.
- Where footage is stored, how long it is retained and who can administer the system.
- Whether reliance on a foreign supplier creates supply-chain or influence risks.
Those are risk categories, not findings that every Hikvision product has been compromised. The government has not publicly detailed which intelligence led to the decision.
Is every Hikvision camera banned in Canada?
No blanket nationwide removal order for all privately owned cameras is established by the public record. In its parliamentary briefing, the government said the national-security review did not extend to existing Hikvision products owned and operated by Canadians. That is different from the shutdown of Hikvision Canada’s business.

Hikvision also said after the stay ruling that its hardware and software could continue to be used and could remain available through other entities while Hikvision Canada suspended operations. Availability, however, is not the same as reliable Canadian support or a security endorsement.
Hikvision’s court challenge
Hikvision sought judicial review in Federal Court. Its application argues that the process was procedurally unfair, the government’s conclusion was unreasonable, the decision relied on incorrect assumptions and the order was disproportionately broad. Hikvision also disputes the government’s characterization of the threat.
The Federal Court dismissed Hikvision’s request to stay the order in September 2025, so the shutdown order remained operative while the legal challenge continued. A stay ruling is not a public confirmation of every allegation behind the national-security decision. As of August 16, 2026, the materials available for this article do not establish a final disposition of every possible judicial or appellate proceeding.

Quebec acted earlier
In December 2023, Quebec issued a provincial measure concerning video-surveillance and telecommunications equipment manufactured by Hikvision. Hikvision’s January 2024 partner letter described it as applying to Quebec public bodies, requiring risk assessments and restricting installation or use of equipment acquired after December 21, 2023.
The letter also said the Quebec measure did not apply to the federal government or Quebec municipalities. It provides context, but the federal shutdown followed its own Investment Canada Act review and should not be described as an automatic consequence of the Quebec order. See the Quebec partner letter.
Privacy findings are not the same as a national-security finding
In 2024, the Office of the Privacy Commissioner of Canada said it had begun a technical analysis of selected Hikvision network video recorders, cameras and desktop and mobile applications. The OPC also said it had not been consulted by federal departments about Hikvision deployments and had not received privacy impact assessments for those uses at that point.
That work is important context, but it is not a declaration that every product is unlawful or compromised. A privacy analysis, a cybersecurity vulnerability disclosure and a national-security review use different mandates and standards. The OPC’s materials are available through its technical-review briefing and privacy-impact-assessment response.

What existing owners should do now
Do not unplug a security system blindly if doing so would remove safety coverage, violate retention obligations or leave a site unprotected. Instead, use a documented, staged review.
1. Build an accurate inventory
- Record every camera model, serial number and firmware version.
- Identify each network video recorder, video-management system, mobile app, desktop client and cloud subscription.
- List installers, distributors, warranties, replacement-part arrangements and administrator accounts.
2. Measure exposure
- Check for public port forwarding, UPnP, peer-to-peer cloud access and internet-facing interfaces.
- Find default, shared or former-installer credentials and determine whether multifactor authentication is available.
- Identify any vendor, installer or third party with remote administration.
- Classify footage by sensitivity and legal obligations, including personal, health, child-related or critical-facility information.
3. Reduce unnecessary connectivity
- Place cameras and recorders on a dedicated VLAN or security network.
- Restrict outbound traffic to what the system genuinely needs.
- Disable unused cloud and remote-access functions.
- Use unique administrator credentials, multifactor authentication where supported, and verified firmware sources.
- Preserve logs and document every configuration change.
Isolation reduces internet exposure but does not prove that device-level, firmware or supply-chain risks have disappeared.
4. Choose retain, isolate or replace
- Retain temporarily: A lower-sensitivity private site with segmented networking, acceptable maintenance and no contractual prohibition.
- Isolate: An internet-connected or poorly supported system where immediate replacement would create an operational gap.
- Replace promptly: Government, critical-infrastructure, regulated or highly sensitive environments, or systems with uncertain firmware and support provenance.
5. Plan the migration as a whole system
Replacing only cameras may leave a Hikvision recorder, cloud account or management platform as the control plane. Replacing only the recorder can create ONVIF, analytics, firmware and support limitations. Test recording, playback, retention, exports, low-light performance, failover and evidence handling before switching off the old system.

Potential alternatives
Brand origin alone is not a security assessment. Require model-specific answers on update practices, vulnerability response, remote access, cloud architecture, data location, logging, authentication, warranty and long-term availability.
- Axis Communications: Professional cameras, access control and analytics, generally positioned at a higher enterprise cost.
- Hanwha Vision: Broad camera and recorder range with on-premises options.
- Avigilon: Enterprise video management and analytics for larger integrated-security operations.
- Verkada: Cloud-managed administration suited to multi-site simplicity, but requiring review of licensing, cloud dependency and data location.
- Ubiquiti UniFi Protect: A more budget-oriented integrated ecosystem whose support, compliance and feature depth should be tested before sensitive deployment.
Enterprise pricing is often quote-based. Compare total cost of ownership, including per-camera licensing, storage, connectivity, support, replacement hardware and contract length. No universal current price applies across these categories.
What remains unresolved
- The detailed intelligence supporting the federal conclusion remains confidential.
- The final outcome of every judicial-review or appellate step was not established in the materials available for this article as of August 16, 2026.
