The Social Security Administration (SSA) protects its records, and its official materials describe limited disclosure routes—not a public search service. If you have a legitimate safety or legal concern, contact the appropriate authority. If you are worried someone is using your own SSN, report the suspected misuse through the channels below.
Why an SSN is not a public people-search tool
The SSA maintains confidential records. Its Privacy Program explains that the Privacy Act governs records federal agencies retrieve by personal identifiers and restricts disclosure without consent, subject to legal exceptions. SSA policy generally does not allow the agency to disclose a number holder’s SSN or confidential enumeration-record information unless disclosure is authorized by regulation or the person consents.
That means an SSN is not a legitimate shortcut for finding someone’s address, whereabouts, or identity through SSA. The official sources do not describe a public consumer lookup process. Do not assume a people-search site or reverse-lookup service can access SSA records or reliably reveal someone’s location.
When information may be disclosed through official channels
Disclosure is limited and depends on the type of request and its legal basis. SSA describes routes involving the number holder’s consent, qualifying legal process, and certain law-enforcement investigations. These procedures are not interchangeable, and a subpoena or police inquiry does not automatically guarantee access.

Consent from the person
For a living person’s records, SSA says consent may be provided using Form SSA-3288 or another consent that satisfies the applicable regulation. A person seeking records about someone else should ask that person to authorize the request rather than trying to obtain information by using their SSN.
Law-enforcement investigations
SSA’s process is for qualifying official investigations, not private searches. Its guidance calls for a written request from an appropriate agency, enough identifying information to locate the records, an explanation of which records are needed and why they are necessary, and an appropriate supervisory signature. The Social Security Act also provides for certain written requests by federal, state, or local law-enforcement officers under specified investigative conditions, including when locating or apprehending a person falls within official duties.

Requirements vary with the kind of request. SSA discusses court orders and subpoenas separately and generally will not respond to subpoenas unless they meet its court-order requirements. If you are an officer or have a legal-process question, consult SSA’s current legal-process guidance and your agency’s legal counsel; this is not legal advice about whether a particular order qualifies.
Choose the right next step for your concern

If you think someone is using your SSN
SSA says it does not handle identity-theft issues itself and directs people to the agency that fits the suspected misuse. Start with the FTC’s identity-theft reporting and recovery guidance. If the concern involves wages, employment, or taxes, contact the IRS as well.

- Review your Social Security Statement for earnings you do not recognize.
- Check your credit reports for accounts or activity you did not authorize.
- Report a suspected crime to local police or to police where the identity theft happened.
- Use SSA OIG for suspected fraud involving SSA, SSI, or Medicare programs—not as a general route to locate a person.
