Whether your employer can require your camera depends on the law where you work, why the camera is needed, how often it must be on, whether the video is recorded, and your individual circumstances. A request to appear briefly in a particular meeting is different from continuous or recorded monitoring.
If you are unsure, ask what the camera is for, whether anyone records or stores the video, and whether background blur or audio-only participation would work. The guidance below covers the UK, France, Greece and US disability-accommodation rules; it is not a substitute for advice about your specific location, contract or workplace policy.
What makes a camera requirement more or less intrusive?
The key question is not simply whether an employer asked you to turn on your camera. It is what the employer is collecting, for what purpose, and for how long. A short live appearance for a specific work meeting generally raises different privacy concerns from a camera that stays on throughout the workday or a feed that is recorded.

A camera can reveal household members, private surroundings or other details of life at home. Background blur, a virtual background, or choosing a suitable room can reduce what appears in the frame, but these options do not by themselves determine whether a requirement is lawful.

What do the rules say in different places?
Official guidance differs by jurisdiction. The examples below are specific to the places named; they should not be treated as a single rule for all workers or countries.
United Kingdom: monitoring must be justified and fair
The UK ICO says data-protection law does not prohibit worker monitoring, but it must be lawful and fair. Employers should explain the purpose, balance business interests against workers’ rights, and use the least intrusive method that can achieve the aim. The ICO notes that privacy expectations are likely to be significantly greater at home than at work.

In an ICO example, automatically taking webcam images to check whether remote staff are working is likely to be disproportionate if system login times and a chance for workers to explain discrepancies could meet the employer’s aim. A clause in an employment contract alone does not justify productivity monitoring where less intrusive methods are available.
The employer also needs an appropriate lawful basis to process monitoring data. The ICO says consent is usually unsuitable in employment because workers may not feel free to refuse. For video or audio surveillance, its guidance advises employers to consider necessity and impact, carry out a data protection impact assessment (DPIA), explain the monitoring’s nature, extent and purpose, and notify other people who may be captured. Continuous monitoring of particular workers is likely to be justified only rarely; continuous audio and video recording is unlikely to be justifiable in most circumstances. These are UK data-protection principles, not a complete answer to every employment-law question.

France: meeting cameras and background blur
France’s data-protection authority, CNIL, treats camera use as processing personal data that can reveal intimate information. It recommends video-meeting tools that blur the background so a worker’s home and people passing by are not shown. When background blur is in place, CNIL says an employer may ask workers to turn on their cameras during a meeting.
If blurring is unavailable or unsuitable, CNIL says systematic camera activation should not be imposed and should in principle be left to the worker, since microphone participation is sufficient in most cases. It identifies some situations—such as an HR interview, an external client meeting or introducing new colleagues—in which an employer may require the camera. Where possible, workers should be warned in advance so they can prepare.

Greece: a specific telework restriction
The Hellenic Data Protection Authority’s telework FAQ says, in principle, a data controller should not use systems that capture and record a remote worker’s moving image during a teleconference or require the worker to activate a camera unless the legal conditions in the relevant Greek law are met and necessity and proportionality have first been documented and assessed. This is Greek-specific guidance, not a rule for other jurisdictions.
United States: disability accommodation is a separate issue
US Equal Employment Opportunity Commission (EEOC) guidance says working from home may be a reasonable accommodation for a worker with a disability in some circumstances. The employer and employee should discuss needs through a flexible interactive process. The EEOC says an employer may offer an effective alternative rather than the employee’s preferred accommodation. Its telework guidance does not decide whether a particular camera-on rule is lawful.

What should you ask your employer?
Before refusing a request or agreeing to ongoing monitoring, find out what the employer is asking for and what purpose it serves. Review any video-meeting, privacy or monitoring policy, then ask your manager or HR for the details that are not clear.
- Is the camera required for one meeting, every meeting, set periods, or the whole workday?
- What work purpose does the camera serve, and could audio, login records or another less intrusive method meet it?
- Is the feed visible only live, or is it recorded, stored or analyzed?
- Who can view any recording, how long is it retained, and what safeguards apply?
- Can you use background blur or a virtual background, change the camera angle, or join audio-only?
- What policy or legal basis does the employer rely on?
Keep the request and response in writing. If you raise a privacy concern, state it calmly and propose a workable alternative. For example: “I can participate by audio and share my work updates. Could you let me know why video is needed for this meeting and whether background blur or audio-only participation would meet the same need?”
What if a disability or medical issue affects camera use?
If a disability-related limitation makes camera use difficult, explain the work-related issue and ask to discuss an accommodation. You can suggest an alternative, such as audio participation or a different way to demonstrate engagement, while recognizing that the employer may propose another option if it is effective. The US EEOC guidance describes this discussion for disability accommodations in the United States; obligations elsewhere depend on local law.
What if you are threatened with discipline?
Do not assume that every camera request is lawful—or that refusing one is automatically protected. The answer depends on your jurisdiction, the purpose and scope of monitoring, applicable policies and your circumstances. Save the written policy and messages, document what was requested and how you responded, and seek advice specific to your location before treating a refusal as legally protected. A union representative, local worker-rights organization or qualified employment lawyer can help assess a concrete dispute.
