What “unlocking” Greenland’s rare earths actually means
“Unlock” can describe several different milestones, and they are not interchangeable:
- Exploration funding and a credible resource estimate.
- An exploitation licence and an impact-benefit agreement.
- A definitive feasibility study (DFS) that validates metallurgy, costs and engineering.
- Binding construction finance, insurance and offtake contracts.
- Roads, ports, power, water, housing and communications.
- Separation and refining capacity outside China.
- Commercial production of saleable rare-earth oxides or metals.
- Durable Greenlandic economic benefits without breaching environmental or radioactive-material rules.
A project can clear the early milestones and still fail at construction, processing or production. The strategic value of an unbuilt mine is therefore very different from the value of an operating supply chain.
Why Greenland has become a strategic prize
Greenland sits at the intersection of North American and European security, Arctic surveillance and shipping, U.S. military infrastructure, and the Western effort to reduce dependence on China for rare-earth mining, separation, refining and permanent magnets. That context explains the attention from Washington, Brussels, Copenhagen and Beijing, but attention is not supply. Greenland’s deposits are remote and undeveloped, while China remains highly concentrated across much of the downstream processing system. The practical question is not whether Greenland has geological potential. It is whether rock can be converted into a consistent, separated product at a cost and risk that customers will accept.
Greenland, not foreign capitals, controls the licence
Greenland is self-governing within the Kingdom of Denmark. Mineral-resource decisions are primarily made through Greenlandic institutions; Denmark retains responsibilities including foreign affairs and defense. External governments cannot simply treat Greenland’s resources as available for strategic extraction.
That gives Greenland bargaining power. Its 2025–2029 mineral strategy emphasizes responsible development, diversification, local participation and investment. Impact-benefit agreements can cover Greenlandic employment, training, education, local enterprises and annual monitoring. The government lists Tanbreez as holding an agreement for eudialyte and rare earths (IBA listings).
A foreign-backed mine that appears imposed on communities can lose its social licence even when it is attractive to Washington or Brussels. Jobs, training, revenue distribution, fishing, hunting, tourism, land use and the balance between Nuuk and remote settlements are strategic variables, not afterthoughts.

Tanbreez is the clearest test case
What is established
Tanbreez, also called Killavaat Alannguat, is in southern Greenland and contains eudialyte-bearing ore with a notable heavy-rare-earth component. Greenland’s regulatory listings identify exploitation licence 2020-54 and an impact-benefit agreement; the licence concerns eudialyte and rare earths (licence listing).
Critical Metals Corp. reported in 2026 that it owned 92.5% after a transfer and appointed NIRAS to complete a DFS for a proposed 500,000-metric-tonne-per-year run-of-mine operation. Those are company and filing disclosures, not proof that the transaction is legally complete in every respect or that the DFS will support construction (SEC filing).
What the economics do—and do not—say
The company’s 2025 preliminary economic assessment reported an estimated pre-tax net present value of approximately $3 billion and an internal rate of return of approximately 180% (PEA filing). These are preliminary, company-reported scenario outputs. They are not independently proven returns, a bankable feasibility result or a financing guarantee. They can change materially with rare-earth prices, recoveries, construction costs, energy, transport, processing and by-product assumptions.
The technical report describes an initial 0.5-million-tonne-per-year run-of-mine rate and requirements involving exploitation and closure plans, financial security and commencement obligations (technical report). An authorized rate or target is not the same as a guaranteed production date.

What U.S. backing adds
The U.S. Export-Import Bank issued a letter of interest for up to $120 million for a potential 15-year term loan (company announcement). A letter of interest is a signal and an initial screening step—not a final financing agreement, disbursement or completed mine. The sequence is normally:
- Public statement or memorandum.
- Letter of interest.
- Conditional commitment after diligence.
- Binding loan and security documents.
- Disbursement against construction milestones.
- Commissioning and production.
U.S. support could also include offtake, stockpiling, technical assistance, political-risk insurance, processing partnerships and defense-related procurement. But mining in Greenland alone would not create a complete U.S. supply chain. Concentrate still needs chemical separation, refining and potentially magnet manufacturing.
Kvanefjeld shows the hard legal limit
Kvanefjeld, or Kuannersuit, is associated with rare earths, zinc and uranium and has been linked to Energy Transition Minerals and Chinese company Shenghe Resources. Its development was effectively blocked after Greenland’s uranium law entered into force in December 2021. The law bans uranium prospecting, exploration and exploitation and restricts other mineral projects where uranium exceeds the statutory threshold (Greenland government explanation).
Energy Transition Minerals has pursued arbitration against Greenland and Denmark. The dispute illustrates the difference between a large, attractive resource and a mine that is legally permissible. Diplomatic pressure or strategic finance from Washington or Brussels cannot simply override Greenlandic legislation and the licensing process (SEC filing; Le Monde analysis).

What the European Union can contribute
The EU and Greenland’s raw-materials memorandum covers exploration, extraction, processing, refining, research, investment and industrial integration (memorandum). Europe offers geographic proximity, industrial customers in automotive, wind, electronics and defense, project-finance tools, and expertise in environmental regulation and processing.
Execution is the test. In an April 22, 2026 answer, the European Commission described technical assistance, investor matchmaking and work on a broader Greenland investment package. That answer cited support for molybdenum and graphite projects; it did not confirm EU project finance for Tanbreez (Commission answer). A partnership document or policy statement is not a port, a mine or a binding offtake contract.

Ore grade is only one variable. Mineralogy determines whether rare earths can be recovered and separated economically. Eudialyte is chemically complex; lower-grade material can require more excavation, energy and waste handling. CSIS compares Kvanefjeld’s reported 1.43% ore grade with higher-grade deposits such as Mountain Pass and Mt Weld, while IEEE Spectrum highlights the energy and cost implications of processing Greenlandic ore. Those comparisons are not a complete project ranking because recoveries, by-products, infrastructure and product mixes differ.
The decisive chain is:
- Mine and haul ore.
- Crush and process it into concentrate or intermediate material.
- Separate individual rare-earth elements chemically.
- Refine oxides or metals to customer specifications.
- Make magnets or other components.
A Greenland mine that produces concentrate but depends on a delayed or politically unavailable foreign refinery has not solved supply-chain vulnerability. The commercial product—not the headline tonnage—is what matters.

The infrastructure bill is part of the geopolitical bargain
- All-season roads or haulage systems.
- Bulk-handling port facilities and ice-season shipping plans.
- Power generation, transmission and fuel storage.
- Water, tailings and waste-management systems.
- Worker housing, medical services and communications.
- Explosives, maintenance, consumables and emergency response.
- Export, separation and refining facilities.
Government-backed capital can reduce this gap, but it raises the question of who pays. Infrastructure might be developer-financed, publicly funded by Greenland or Denmark, supported by the EU or United States, shared among mines, or designed for civilian and security uses. Public money committed before metallurgy and costs are proven can turn strategic enthusiasm into an expensive stranded asset.
China is the downstream problem
China matters as a competitor, a potential technology or investment partner, and a source of geopolitical concern. The relevant questions are practical:
- Who owns and controls the project?
- Where is concentrate shipped?
- Who controls separation technology and intellectual property?
- Who buys the separated oxides?
- Who provides debt and insurance?
- Can the project remain viable without Chinese processing?
- Do contracts contain change-of-control or national-security restrictions?
Western governments may resist Chinese control of a strategic Greenlandic asset, but excluding Chinese expertise can also narrow the pool of investors, processors and customers. No single Greenland mine can replicate China’s integrated mining, separation, refining and magnet ecosystem.
The commercial test for any Greenland project

| Is finance binding? | A memorandum or letter of interest is not disbursed construction capital. |
| Is there a binding offtake? | Shows who will buy the precise product and under what terms. |
| Can costs withstand lower prices? | Tests resilience after strategic premiums or subsidies fade. |
| Is closure funded? | Prevents environmental liabilities being left to Greenlandic taxpayers. |
Verdict: geopolitics is an accelerator, not a substitute
Geopolitics can materially improve Tanbreez’s chance of reaching construction by supplying finance, customers, infrastructure coordination and political-risk support. It can also help build a Western processing network. The U.S. EXIM letter, Greenlandic licence and IBA, and the move toward a DFS are meaningful steps.
They do not establish a final investment decision, completed financing, economic production or a non-Chinese end-to-end supply chain. Kvanefjeld remains blocked under current uranium rules unless Greenland’s legal and political position changes. The milestone that would prove “unlocking” is not a presidential statement or partnership document; it is a permitted, financed project producing separated rare-earth products with durable local consent.
