Some fishers have attempted to fish despite the restrictions and risks, but those attempts do not mean fishing is officially permitted or safe. The consequences reach beyond fishers: before the October 2023 escalation, the sector supported boat owners, traders, retailers, restaurants, transport workers and suppliers as well as fishing households.
Can Gazans fish in the sea now?
FAO reported in 2026 that sea access remained prohibited. That is the clearest current status established by the available reporting. It does not provide an operational maritime map or an exact enforcement boundary, so a precise current limit should not be inferred.
Reports of people attempting to fish describe activity under risk, not authorized access. Earlier rules and permissions also should not be mistaken for the current situation: the permitted area changed repeatedly over time and varied along the coast.
How have Gaza’s fishing limits changed?
The distance a fisher could travel from shore was not governed by one unchanging limit. The Oslo-era arrangements outlined a fishing zone extending up to 20 nautical miles offshore, but practical access was narrower and shifted in later years.

| Period | Reported limit or change | Qualification |
|---|---|---|
| Oslo-era arrangements | Up to 20 nautical miles offshore | A framework limit, not a description of the area fishers consistently had access to. |
| From 2006, as described by OCHA in 2017 | Generally six nautical miles | Access was temporarily extended to nine nautical miles during some sardine seasons. |
| 2019, as described in a fisheries paper | Expanded to 15 nautical miles in parts of the coast | The expansion applied to parts of the coast, not as a uniform limit everywhere. |
| 2022, as described in the same paper | Reduced, with an irregular boundary | The paper describes a change, not one simple distance applicable to all areas and dates. |
| FAO reporting in 2026 | Sea access remained prohibited | This is the reported current condition; the exact operational boundary is not established in that reporting. |
These figures refer to different periods, locations and circumstances. A single number without a date and geographic qualification can therefore give a misleading account of what fishers were allowed to do.
What did restricted access mean for fishing income?
A shorter permitted range could affect both the amount and the mix of fish available to catch. In an account published by OCHA in 2017, fishers said fish within the six-nautical-mile area tended to be smaller and that larger, more valuable fish lay beyond the permitted zone. That testimony illustrates a possible income squeeze; it should not be taken to mean that every valuable species is found only outside a particular boundary, or that every fisher had the same experience.

The cost side mattered too. OCHA’s account described fuel and repair expenses alongside reduced catch and access to more valuable fish. When a boat can travel a shorter range or catch less, those outlays can absorb a greater share of a household’s earnings. The fisheries paper likewise describes restrictions as affecting fishing opportunities, production quantity and variety, and fleet activity.
FAO’s pre-escalation assessment, cited in its 2024 reporting, put the sector’s reach at more than 6,000 people, including 4,200 registered fishers and boat owners, and around 110,000 people supported by the sector. These are estimates of a broad livelihood footprint, not counts of licensed fishers alone. They include the wider chain of work tied to fishing and fish sales.

How severe was the disruption to catches and production?
FAO estimated that Gaza’s average daily catch between October 2023 and April 2024 was 7.3% of its 2022 level. This is a period-specific comparison, not a current catch estimate. FAO also estimated US$17.5 million in production losses associated with the decline in average daily catch over that same period.
In December 2024, FAO reported that fish was nearly unavailable. It connected the collapse of the sector to the loss of fishing access and production inputs. The catch and loss figures describe the disruption during the stated period; they should not be projected forward as measurements of conditions in 2026.

What happened to boats, landing sites and other fishing capacity?
The loss of access was accompanied by extensive reported damage to the assets and infrastructure needed to fish and sell a catch. FAO reported destruction of aquaculture farms and a hatchery. OCHA’s 2025 update described damage to fishing assets, infrastructure and landing sites, as well as damage to fish-health laboratories.
A 2024 fisheries paper reported that no port was functional and that landings were only occasional at the time it described. This matters economically because reopening access alone would not restore a working sector if boats, nets, landing facilities, aquaculture operations or related services are unavailable.

What safety and food-inspection risks have been reported?
OCHA’s 2025 update summarized OHCHR reporting on attacks against fishers and fishing sites, including reported deaths and injuries, with figures tied to stated reporting cut-off dates. It also described damage that left authorities unable to carry out necessary checks in fish-health laboratories. OCHA said that this raised health risks from uninspected fish sold in local markets; it did not establish that all fish on the market was unsafe.
For a fishing household, this means the question is not only whether a boat can reach the water. The reported danger to fishers, damage to equipment and disruption of inspection capacity all affect whether fishing and selling a catch can be done safely.
What would recovery require?
FAO identified peace, safe access to fishing waters and the resumption of imports of essential fishing inputs and tools as conditions for recovery. Its reporting on broken boats, torn nets, damaged equipment and aquaculture facilities points to needs across the productive chain, not just permission to go to sea.
FAO Deputy Director-General Beth Bechdol described the damage as a contrast with an industry that had supported thousands of fishers for generations, and said the sea had been a source of food, livelihood and identity for Gazans. FAO’s recovery conditions make clear why restoring income would require more than a change in the access rule: people would also need functioning equipment and infrastructure, dependable inputs and safe conditions.
