Yes, companies can make some electronics in the United States, but current evidence does not show that complex consumer electronics can be produced entirely here at globally competitive cost. A Consumer Technology Association (CTA) study with Kearney, published October 6, 2026, modeled production costs 41% to 152% higher for full U.S. production across ten popular consumer technology product categories. That is a modeled production-cost increase, not a prediction that store prices will rise by the same amount. CTA sees selective U.S. final assembly, using imported components and allied-country suppliers, as a more viable path than making every part domestically.
What does “entirely in the United States” mean?
The answer depends first on what counts as U.S.-made. A product designed by a U.S. company is not necessarily manufactured here. A device assembled in a U.S. factory may still contain components made abroad. And a product with some U.S.-made parts does not establish that its materials, equipment, or every step of production are domestic.

For this question, “entirely” sets a demanding standard: domestic production of the finished device and its component supply chain, rather than just design, final assembly, or selected high-value parts. That distinction matters because a company can announce a U.S. factory or assemble a product here without relocating every supplier and production step.
There is also no single universal definition of “affordable.” A company might mean that a product can be made at a competitive cost, while a household might mean that the retail price remains within reach. The available cost study addresses modeled production costs for selected product categories; it does not establish a universal price threshold for consumers or report how much a particular device would cost at retail.

What the available cost estimate says—and does not say
CTA’s October 2026 study with Kearney estimated that full U.S. production would increase production costs by 41% to 152% across ten popular consumer technology product categories. CTA says its modeling includes the cost of building enough domestic capacity, including infrastructure and facilities, energy, and workforce. The range applies to those modeled categories; it is not a single premium for every electronic product.
CTA also reported that partial U.S. reshoring could raise modeled production costs by up to 67%. The public announcement does not establish one uniform increase for every product or every degree of reshoring. “Up to” is a ceiling in the reported estimate, not a result that should be assigned to all partially reshored products.
Neither range is a forecast of the change in a shopper’s checkout price. Production costs are one input into a finished product’s economics; the study announcement does not specify how a modeled increase would pass through to retail prices. Nor does its public summary provide a product-by-product cost matrix. Without those details, it would be misleading to claim, for example, that every laptop, television, or phone would cost a particular amount more.

CTA Executive Board Chair Gary Shapiro said: “As policymakers across the political spectrum push for more U.S. manufacturing, this study provides new data on what it would cost to actually produce popular technology products in the United States.” The statement describes the study’s purpose; the reported figures remain a CTA/Kearney model rather than observed costs from a set of completed domestic production programs.
How the three sourcing approaches differ
Companies can pursue different levels of domestic production. The trade-off is not simply “made here” versus “made elsewhere”: each approach changes the capital needed, the components a company must source, the domestic work performed, and the time needed to establish production at scale.

Domestic value added can differ substantially between final assembly and a fully domestic supply chain, even when both involve production work in the United States.

Why moving a factory is not enough
Electronics production depends on more than a building and an assembly line. A company trying to make more of a device domestically needs suitable production capacity, equipment, energy, skilled workers, component suppliers, and enough throughput to support the intended volume. CTA’s modeling explicitly accounts for building sufficient capacity, including facilities, infrastructure, energy, and workforce. That helps explain why the cost question includes the expense of establishing a production base, not just the wages or operating expenses of an existing factory.

Semiconductor Industry Association (SIA) describes semiconductor manufacturing as relying on materials, equipment, and components that pass through several global supplier layers. SIA says that bringing every material and equipment input onshore is not practical or economic, while identifying selected critical inputs as possible candidates for added U.S. capacity. This is SIA’s industry assessment, not an independent cost estimate for a finished electronics product.
That distinction also explains why a domestic chip plant, on its own, does not make a finished device wholly domestic. A chip is one part of a broader chain; other components, materials, equipment inputs, or production steps may still have foreign origins. More U.S. capacity in one stage can strengthen that stage without establishing that every device component can already be sourced in the country.

What semiconductor investment figures tell consumers
There is substantial activity intended to expand U.S. semiconductor capacity, but investment and project announcements should not be confused with current output. The Government Accountability Office (GAO) reported that, as of July 2025, the Commerce Department had awarded $30.9 billion across 40 semiconductor facility projects involving 19 companies. Those projects were for constructing, expanding, or modernizing facilities. GAO reported that companies expected to complete the projects by 2033; that was an expectation at the time, not a guarantee that every project would finish on schedule.
SIA’s tracker, updated September 22, 2026, counted more than 160 semiconductor ecosystem projects across 30 states and over $828 billion in announced private investments since 2020. Those are industry-tracked announcements, not verified spending totals or proof that all planned capacity is operating. The figures cover semiconductor ecosystem projects, not a count of fully domestic consumer-electronics supply chains.

They do not establish current domestic output for every chip type, packaging step, material, or other electronic component. A company assessing a U.S. supply chain still has to ask what is available for its particular product, at what scale, and when.

Why selective assembly may be more practical
CTA argues that selected domestic final assembly, access to components subject to lower tariffs, and sourcing from allied countries offer a more viable route than making every component in the United States. This approach can bring a defined portion of production closer to the U.S. market while retaining suppliers that are not yet available domestically. It is a compromise, not a claim that the entire product chain is U.S.-made.
For a company, the choice is therefore not binary. It could keep most production global, shift selected components or stages, assemble a finished device domestically, or try to build a deeper domestic supply chain over time. The appropriate level depends on the product’s components, production scale, supplier availability, capacity requirements, and the company’s willingness to pay for the transition. The public cost figures do not reveal a single best choice for every category.
For a consumer, the label on the finished product may not answer all of those questions. “Assembled in the USA” signals something different from “all components made in the USA.” Buyers who care about domestic sourcing need the manufacturer to clarify which production steps and parts are domestic, rather than infer a complete supply chain from a final-assembly claim.

Because the evidence gives modeled production-cost ranges rather than a retail-price forecast, a buyer should avoid treating “U.S.-made” as a reliable shorthand for either a particular price or a particular share of domestic content. A practical assessment starts with the product and the exact claim being made.
- Identify the production claim. Determine whether the company is describing U.S. design, assembly, selected domestic components, or production of the full supply chain. Those are materially different claims.
- Ask which costs are being compared. A production-cost estimate that includes new facilities and capacity is not directly interchangeable with a retail price. Look for an explicit description of the costs included and the product categories covered.
- Check whether the comparison is product-specific. CTA’s public summary gives a range across ten categories, not a complete product-by-product table. Do not apply one end of that range to a specific device without product-level evidence.
- Separate plans from operating capacity. An announced investment, a government award, or a facility project may indicate future expansion, but it does not by itself show that a supplier is producing the parts a device needs today.
- Compare the price and sourcing information for the device you would actually buy. The evidence cited here does not establish what a named product would cost if made entirely in the United States, so a household should use an actual product price and a clear sourcing disclosure rather than assume a precise premium.
What is established, and what remains uncertain
The clearest current conclusion is limited but useful: making some electronics in the United States is possible, while the available modeled evidence indicates a sizable production-cost penalty for full domestic production across the selected consumer technology categories. The evidence supports a stronger case for selective reshoring and domestic final assembly than for a broad claim that complex consumer electronics can all be made domestically at globally competitive costs.
It does not establish a universal added price for consumers, a single affordability threshold, or a verified unit cost for any named fully domestic finished device. The exact outcome depends on the product, production scale, definition of domestic content, time horizon, and which costs are counted. For now, investment growth shows that capacity is being pursued; it does not erase the difference between announced projects and a complete, operating domestic supply chain.
