Yes. AI investment can create jobs and eliminate jobs at the same time, but the effects may reach different workers, industries and places. AI can reduce the labor needed for some tasks, while productivity gains, business growth and new tasks can create demand for other work. There is no settled, reliable figure for the net effect of current AI investment across the whole economy.
What it means for AI to create or eliminate jobs
AI investment is spending on technology and the work needed to put it to use: for example, developing or buying AI systems, connecting them to business processes, and adapting how employees work. The employment effect is not determined by the technology alone. It depends on what tasks a firm automates or supports, whether it expands as a result, how customers respond, and who receives the productivity gains.

It is useful to separate three things that are often treated as interchangeable: a task that AI could affect, a job that changes because AI is used, and a job that disappears. A tool might draft a first version of a document, for example, while a worker still reviews it, handles exceptions and communicates with a customer. That changes the task mix without necessarily eliminating the role. A job is more likely to disappear only if an employer adopts a system, reorganizes work, and decides it can meet its needs with fewer people in that role.
There can also be new work within an existing job, or new demand for other occupations. A business might need people to check AI outputs, integrate systems, manage customer relationships, or perform work that becomes more valuable when routine tasks take less time. Those possibilities do not guarantee that affected employees will qualify for or get those jobs.

How AI investment can reduce labor demand
Automating tasks
When AI can perform a task that employees previously handled, a firm may need fewer labor hours for that task. If the task made up a large share of a role and the firm can reliably automate it, the employer may reduce hiring, reassign staff, or cut positions. The change may be gradual: some employers may first use AI to handle peaks in workload or avoid adding staff, rather than laying off current workers.
Whether this becomes job loss depends on the surrounding work. Many occupations combine tasks that are easier to automate with tasks requiring judgment, accountability, physical presence or human interaction. Automating one component can change a job without replacing the whole occupation. Conversely, if a firm redesigns a process so that fewer workers are needed across many tasks, the employment effect can be larger than the effect of automating any one task.
Changing hiring and work organization
Employment can be affected without an announced layoff. A company might leave vacancies unfilled, hire fewer entry-level workers, shift responsibilities to existing staff, or increase output without increasing its headcount. AI may also change the pace, monitoring or autonomy of work. A count of layoffs alone therefore cannot capture all the ways investment affects workers and job quality.
How the same investment can create jobs
Making workers more productive
If AI helps employees complete some work faster or at lower cost, a business may be able to produce more with the same team. It may also use the savings to expand, lower prices, improve service or develop new offerings. If that growth creates enough additional work, hiring can rise even while some tasks require fewer labor hours. Productivity gains are a possible route to job creation, not a guarantee of it.

The outcome depends partly on demand. If customers buy more when a service becomes cheaper or faster, businesses may expand and employ people in areas that AI does not replace. If demand does not grow, or the firm keeps the savings without expanding output, higher productivity may not lead to more hiring. How businesses distribute the gains—through investment, wages, lower prices, profits or reduced staffing—also matters.
Creating new tasks and related work
New systems can bring new responsibilities: selecting and integrating tools, checking their outputs, managing data and security, and redesigning processes around them. These needs may create work inside a company or for outside suppliers. AI-enabled products can also support new services or business models that were previously impractical.
However, new roles need not appear in the same company, occupation or location as jobs reduced by automation. They may require different skills, arise after a delay, or be concentrated in a different industry. That mismatch is why a region or economy can gain jobs overall while some workers face a difficult transition.

The available evidence points to different outcomes because studies measure different technologies, periods, places and results. A task-exposure estimate is not a count of jobs lost; a regional association is not proof that AI alone caused an employment change. The findings below help explain what is known without implying there is one universal answer.

| Source and scope | Finding | How to interpret it |
|---|---|---|
| OECD, 2024, across OECD countries | Around a quarter of workers were exposed to generative AI under the OECD’s definition: at least 20% of their job tasks could be completed at least 50% faster with AI. | This measures potential task impact, not the share of jobs expected to disappear. OECD report (PDF) |
| OECD, 2024, regional analysis of historical automation trends | A 10% increase in a region’s share of jobs at high risk of automation was associated with 5.6% higher labor productivity over five years. | This is a regional association, not proof that AI investment caused the productivity change or that the change caused job creation. OECD report (PDF) |
| ILO, review published 1 June 2026, evidence from multiple countries and methods | The review found large-scale job displacement limited in the evidence it covered. Worker-reported time savings were a few per cent of working hours; these savings had not yet translated consistently into measured output, earnings or employment gains. | The reported time savings are not an economy-wide productivity estimate. The review covers experiments, firm data, platform studies, and worker and firm surveys. ILO review (2026) |
| IMF working paper, US commuting zones, 2010–2021 | Areas with higher measured AI adoption experienced a stronger decline in the employment-to-population ratio. The paper reports more pronounced effects in manufacturing and low-skill services, among middle-skill and non-STEM workers, at both ends of the age distribution, and for men. | This is a context-specific finding from a working paper, not a universal estimate or proof that AI caused every observed decline. IMF working papers describe research in progress and do not represent the views of IMF management or its Executive Board. IMF working paper (2024) |
The OECD’s regional work also found that, in most of the regions it studied where automation-led displacement occurred, job creation outpaced job losses. But the report does not establish that displaced workers themselves received the new jobs, and it notes that the exact local effects of generative AI remained to be seen. OECD report overview (2024)
For a concise statement of the ILO’s 2026 findings, its research brief says: “Large-scale job displacement remains limited, and worker-reported time savings of a few per cent of working hours have not yet translated into higher measured output, earnings or employment.” This describes the evidence covered by that review; it is not a forecast that future displacement will remain limited. ILO research brief (1 June 2026)
Why apparently conflicting findings can all be true
The OECD’s historical regional analysis, the ILO’s review of recent empirical studies, and the IMF paper on US commuting zones are not three estimates of the same quantity. They differ in their period, geographic coverage, technology measures and outcomes. One can find net job creation across a set of regions over a period while also finding employment declines in particular places or groups. A review can find limited large-scale displacement so far while a regional study detects adverse associations in its specified population.

- Technology and period: Is it about generative AI, earlier automation, or a broader measure of AI adoption, and what years does it cover?
- Exposure or use: Does it estimate that AI could affect tasks, or measure employers’ actual adoption and use?
- Outcome: Does it count tasks, hiring, employment rates, wages, productivity or job quality? These outcomes are related but not interchangeable.
- Population and place: Does the result describe an industry, group of workers, commuting zones, OECD countries or another population?
- Type of evidence: Does the analysis establish a causal effect, or report that outcomes moved together? An association can be informative without proving what caused it.
These distinctions matter for household decisions. An estimate that a role contains automatable tasks is not a personal prediction of unemployment, just as a national job-creation trend cannot assure a particular worker that their job is safe.

Effects vary with the tasks a person performs, their sector, local labor demand and their ability to move into other work. The OECD emphasizes regional differences in exposure and historical automation effects. The IMF’s US findings identify more adverse associations in certain industries and worker groups, but they should not be generalized to workers in other countries or periods.
Age deserves attention because the ILO’s 2026 review highlights risks to younger workers’ employment opportunities. If AI changes or reduces some entry-level tasks, a possible concern is that people have fewer openings through which to gain experience. The evidence in the review does not mean every young worker will encounter this outcome, or that AI is the only cause of any change in early-career hiring.

AI may alter how much discretion workers have, what they are expected to produce, how their work is monitored and how tasks are divided. A headline about the number of jobs created or lost may miss these changes in the work itself.

What workers can do when their work is changing
Workers can make more useful plans by looking at tasks and local opportunities rather than treating an occupation label as a prediction. The goal is not to assume that every exposed task will be automated, or that a short course can guarantee a new job. It is to identify where work is changing and which options are realistic in a particular field or region.
- List the tasks that make up your work. Note which tasks are repetitive or information-heavy, which require judgment or relationships, and which depend on physical presence, accountability or handling unusual cases.
- Separate observed changes from speculation. Look for concrete signs in your workplace: tools being adopted, workflows changing, vacancies being altered, or new responsibilities being assigned. A general exposure estimate is not evidence that your employer has decided to replace a role.
- Check where demand is moving locally. Consider roles and employers in your industry or nearby sectors that use skills you already have. The new work created by AI investment may be elsewhere, so local vacancies and actual job requirements matter.
- Choose training against a defined need. If a local role requires a specific tool, qualification or complementary skill, compare training options with those requirements. Training can help with a transition, but no course alone ensures employment.
- Revisit your plan as adoption becomes clearer. The evidence on current generative AI is still developing. Treat a plan as something to update when your employer, profession or local job market changes.
What employers and policymakers influence
Employers influence whether productivity gains support expansion or reduced staffing, and whether workers share in the gains. Decisions about training, redeployment, hiring and the pace of workflow changes can shape who benefits. Adoption can increase output without increasing headcount, but growth in demand or new services can also lead to additional hiring. There is no automatic employment result built into the investment itself.
For policymakers, the central challenge is not only the aggregate job count but the distribution and timing of costs and gains. The OECD and ILO evidence supports attention to worker transitions, training and unequal effects. Support is most useful when connected to real opportunities and the needs of affected workers; training should not be presented as a promise that every displaced person can move easily into newly created work.
How to judge claims that AI will cause a jobs boom or jobs collapse
Claims about a dramatic net gain or loss often compress several uncertain steps into one confident forecast. To assess them, ask whether the claim is about potential task exposure or realized job changes; whether it identifies the technology, geography and period; and whether it distinguishes gross jobs created from jobs eliminated. Then check whether it accounts for the workers who would have to move between them.
Most importantly, ask what evidence connects the investment to the claimed outcome. Productivity could enable a firm to expand, but that depends on demand and business choices. A task could be technically automatable without being adopted. A regional employment decline could coincide with AI adoption without proving that AI alone caused it. Keeping these links visible is more informative than treating a single headline number as a forecast for every worker.
The best-supported conclusion as of the ILO review published in June 2026 is conditional: AI investment can both displace labor and create demand for work, but current evidence does not establish one causal, economy-wide net employment figure. The effect on any worker depends on which tasks change, how employers use the technology, what happens to demand and where new work appears.
