The answer depends on more than the destination country: the goods, people and businesses involved, ownership, end use, route, services and risk of onward diversion can all matter. A shipment cannot be cleared without checking its specific facts against current rules.
Why there is no universal yes or no
Sanctions may restrict dealings with a country, listed person or entity, a particular industry, specified goods or services, or a transaction financed or supported in a particular way. Export controls can apply alongside sanctions, including to goods or technology that are controlled even when the destination itself is not comprehensively restricted.
More than one jurisdiction may be relevant. Consider where the business and relevant personnel are based, where the goods originate, where counterparties or service providers are located, and whether a payment or other part of the transaction connects to another jurisdiction. Do not assume that checking only the destination country’s rules is enough.
A third-country destination does not automatically remove the risk. Restrictions on indirect supply, diversion or end use may still apply, and a shipment can raise concerns if the stated buyer, route or use does not fit the goods or the commercial circumstances.

What to check before a shipment
Use this sequence for an export, import or freight movement. If a check produces a possible match, unclear restriction or credible diversion concern, pause the transaction and resolve it before proceeding.
- Map the jurisdictions. Identify plausible links through the business, personnel, goods’ origin, counterparties, services, route and payment channels. Check the current official sanctions and export-control rules for each relevant jurisdiction.
- Identify and classify the goods. Describe what is actually being shipped and determine whether the goods or related technology are controlled, restricted, dual-use or covered by a sanctions measure. Check that commodity codes and descriptions match the real items.
- Screen the parties and resolve possible matches. Check the shipper, consignee, intermediaries, relevant owners and other parties against applicable lists. A name-only result is not conclusive: investigate whether the identity and ownership details match the listed person or entity.
- Trace the route and intended use. Review the destination, transit and transshipment points, end user, stated end use and plausible onward movement. Ask for more information if the route or intended use does not make commercial sense.
- Check the documents and changes. Compare invoices, export declarations, packing lists, shipping instructions, labels and bills of lading. Investigate inconsistencies and any request to change the route, consignee or description after booking, or to obscure the cargo or its final recipient.
- Determine whether a restriction applies. If the transaction appears prohibited, check whether the relevant regime provides an exception and whether every condition is met. If not, find out whether a licence is available and obtain it before carrying out the restricted activity. A pending application is not permission.
- Escalate unresolved risk. Do not proceed while a material sanctions match, legal uncertainty or credible diversion concern remains unresolved. For an actual shipment, seek qualified legal advice when the facts or rules are unclear.
How to understand an exception, licence or end-use notice
An exception is conditional
An exception is not a general approval for a type of business or shipment. UK guidance published in 2026 describes an exception as applying automatically only when the activity meets the defined circumstances in the relevant regime. Check the applicable regulation and confirm that the transaction satisfies its conditions.

A licence is permission for specified restricted activity
If an activity would otherwise be prohibited and no exception applies, a licence may be required. The licensing authority depends on the restriction: UK responsibilities differ for financial sanctions, strategic export controls, other trade sanctions, import sanctions and transport restrictions. Confirm which authority handles the particular measure and secure any required licence before acting.
A third-country shipment can be caught by targeted end-use controls
UK Sanctions End-Use Controls address a specific diversion risk. They can require a licence for exports to a non-sanctioned third country when the government has informed the exporter that the goods or related technology may ultimately be diverted to a sanctioned destination or person. According to the UK guidance, the notice identifies the shipment or transaction; this is not a blanket licence requirement for all exports to third countries. Once informed, the exporter must not proceed without the required licence. Other controls and indirect-supply prohibitions may apply independently.

Freight and shipping warning signs
UK government freight guidance published on 3 November 2025 lists warning signs such as:
- Goods or capabilities that do not fit the consignee’s business, unusually large quantities, or repeated small shipments.
- Vague cargo descriptions, unusual packaging or labels, unexplained weights or dimensions, or reluctance to allow inspection.
- A destination or route inconsistent with normal trade, transit through a higher-risk country, or a last-minute change to the route or consignee.
- Requests for blind shipping or switch bills, or circumstances suggesting goods could reach Russia through an intermediary.
These indicators call for further investigation; none, on its own, proves illicit activity. Assess the full transaction, including the parties, documents, goods and route. The guidance is Russia-focused. It says much of its advice may translate to other UK sanctions regimes, including Belarus, Iran and North Korea, but the applicable rules must be checked separately. Do not apply a Russia-specific goods list or rule to another destination without verifying it.

This comparison describes the cited guidance, not a country-by-country comparison of substantive restrictions. The rules that govern a shipment depend on its facts and the current measures in each relevant jurisdiction.

List screening is one control, not a complete clearance process. UK guidance warns that relying only on outside screening databases is not a defence if a company facilitated a sanctions breach. Screening cannot, by itself, establish that goods are correctly classified, a buyer’s intended use is credible, a route is safe, ownership is understood or a licence condition is satisfied. Keep transaction-specific diligence and investigate warning signs.

When to stop and get transaction-specific advice
Do not dispatch while you are waiting for an answer to a material legal or factual question. Pause and seek qualified advice if you cannot resolve a possible listed-party or ownership match, establish who will use the goods, explain an unusual route or document change, determine whether an exception covers the activity, or confirm whether a licence is needed. Sanctions lists, regulations, licensing policy and diversion patterns change, so recheck current official sources immediately before acting.
