Cadence Design Systems announced a plan in December 2001 to invest $50 million in China, expanding its local sales, support and services for electronic design automation (EDA). The announcement described an intended expansion—not proof that Cadence ultimately spent the full amount.
What Cadence planned to do
EE Times reported on December 18, 2001, that Cadence would move to direct sales in China beginning in January 2002 and planned to double its local workforce to about 80 employees. The company said the expanded team would handle technical support, sales and marketing.
The plan also included offices in four cities and a wholly owned subsidiary, Beijing Cadence Electronic Technology Company Ltd., as well as expanded training and development facilities.

Why Cadence said it was expanding
Cadence CEO Ray Bingham said the steps would help the company build closer relationships with existing customers and attract new business. Matthew Chan, then president of Cadence’s Asia Pacific business unit and a corporate vice president, said direct sales would help Cadence understand local customer needs and provide tailored solutions more quickly.

The EE Times report also said Cadence was developing partnerships with several high-tech companies in China, but it did not name those companies.
What the 2001 market figures meant
To support the business case, the report cited figures attributed to Dataquest through Cadence. It said China’s EDA market was estimated to have grown 67% in 2000. It also reported Cadence’s forecast that the industry would reach $100 million by 2004 and become the largest EDA segment in Asia Pacific.

Those were estimates and forecasts reported in 2001, not current market data. The figures were not independently confirmed against a Dataquest publication in the sources available here, and the forecast does not establish what the market actually reached by 2004.
What the announcement does—and does not—establish
The announcement documents Cadence’s intended investment and operating changes. It does not verify whether the full $50 million was spent, whether every planned office or facility opened, or whether the workforce reached about 80. The available sources also do not provide a later, like-for-like figure for China’s EDA market.

Cadence is an enterprise technology company, not a consumer hardware seller. In its 2025 Form 10-K, it described its portfolio as Core EDA, Semiconductor IP, and System Design and Analysis. The filing characterizes Core EDA as software, hardware and services for semiconductor design and verification, and System Design and Analysis as solutions and services for designing and verifying electronic systems.

A later filing is relevant to any account of Cadence’s China operations today, but it should not be read as applying to every product or transaction. Cadence said in a Form 8-K that the Bureau of Industry and Security (BIS) informed it on May 23, 2025, that a license was required for exports, re-exports or in-country transfers of specified EDA software and technology when a transaction party was located in China or was a Chinese military end user wherever located. Cadence also described uncertainty about interpreting the requirements, whether licenses would be granted, and potential effects on its business.
Cadence’s Form 10-Q for the quarter ended March 31, 2026, reported that it completed the acquisition of Hexagon’s design and engineering business on February 23, 2026. The filing also refers to settlements with BIS and the Department of Justice and ongoing obligations; the cited passages do not provide enough detail to characterize their terms.
