The plea was not a sentence, and it should not be read as a guilty plea to every charge in the 2017 indictment.
What Vinnik pleaded guilty to
The U.S. Department of Justice announced that Vinnik pleaded guilty to conspiracy to commit money laundering connected to his operation of BTC-e from 2011 to 2017. The announcement describes the case as involving the exchange’s operations; it does not say that Vinnik pleaded guilty to every charge in the indictment filed in 2017. Read the Justice Department’s May 3, 2024 plea announcement.
A guilty plea establishes the offense to which the defendant pleaded guilty. It is distinct from sentencing, which is a later court decision. The Justice Department said a federal district judge would determine Vinnik’s sentence under the Sentencing Guidelines and other statutory factors.
What BTC-e was and how large it became
BTC-e was a cryptocurrency exchange that operated from around 2011 until law enforcement shut it down in or around July 2017, according to the Justice Department. Its announcements describe the scale using two different measures:
| Measure | What the Justice Department reported | Source and qualification |
|---|---|---|
| Transactions processed | Over $9 billion | Justice Department, 2024 plea announcement; the release describes transactions processed. |
| Users | Over one million worldwide | Justice Department, 2024 plea announcement. |
| Bitcoin received | More than $4 billion worth | Justice Department, 2017 indictment announcement; an allegation in that earlier release, described as bitcoin received over the course of BTC-e’s operation. See the 2017 indictment announcement. |
The $9 billion and $4 billion figures should not be treated as interchangeable or as competing estimates: one release describes transactions processed, while the earlier release describes bitcoin allegedly received. Both are government figures, not independently audited measurements identified in the cited announcements.
What the government said about BTC-e’s compliance
In its plea announcement, the Justice Department said BTC-e conducted substantial business in the United States without registering with the Financial Crimes Enforcement Network (FinCEN) as a money services business. DOJ also said the exchange had no anti-money-laundering (AML) or know-your-customer (KYC) processes and policies and collected virtually no customer data.

- Used Book in Good Condition
The government described BTC-e as using shell companies and affiliate entities to move fiat currency into and out of the exchange. It said Vinnik set up shell companies and accounts across the globe. These are descriptions in the Justice Department’s account of the case; they should be attributed to the government rather than presented as an independent compliance audit. DOJ’s 2022 extradition announcement provides earlier procedural context.
How the case progressed
- 2011: BTC-e began operating around this year, according to the Justice Department.
- July 2017: Law enforcement shut down BTC-e in or around this period, and Vinnik was arrested in Greece.
- August 2022: Vinnik was extradited to the United States from Greece after more than five years of litigation, according to DOJ.
- May 3, 2024: Vinnik pleaded guilty to conspiracy to commit money laundering.
The Justice Department’s plea release also reported a loss amount of at least $121 million for which Vinnik was responsible. That figure is a stated loss amount, not an amount the release says was paid in restitution or recovered.

Related proceedings and what remains unconfirmed
On February 1, 2024, DOJ announced that Aliaksandr Klimenka had been indicted and alleged that he controlled BTC-e with Vinnik and others. That was a separate indictment-stage allegation, not a finding of guilt; the DOJ announcement describes that case.
The official materials cited here do not establish a sentence for Vinnik as of October 8, 2026. That means the sentence is unconfirmed from these sources, not that no sentence exists. Deputy Attorney General Lisa Monaco said in the May 3, 2024 announcement: “Today’s result shows how the Justice Department, working with international partners, reaches across the globe to combat cryptocrime.”
