U.S. Agriculture Secretary Brooke Rollins defended President Donald Trump’s tariffs as a route to better trade deals during a central Pennsylvania visit on April 14, 2025. She called the market adjustment disruptive but expected it to be short term, and said farmer relief could be available if negotiations caused damaging consequences. Those were administration forecasts, not proof of how the policies ultimately affected Pennsylvania farms.
What happened during Rollins’s Pennsylvania visit
Rollins made three stops in central Pennsylvania on April 14, 2025, including Talview Dairy Farm in Lebanon County and remarks at Martin’s Family Farm in Myerstown. At Talview, Brent and Stacey Copenhaver hosted Rollins, U.S. Senator Dave McCormick, U.S. Representative Glenn “GT” Thompson and U.S. Representative Dan Meuser, according to the Pennsylvania Capital-Star’s report. The report’s published URL is not established in the supplied material, so no link is included.
The visit put national trade policy alongside immediate local concerns. Talview owner Brent Copenhaver said, “I think tariffs definitely are on people’s mind,” adding, “How that will impact us locally is still, I think, yet to be determined.”
Rollins’s argument for tariffs—and the limits of her forecast
Rollins said the administration was pursuing tariffs to obtain better trade deals. She described the realignment as disruptive and transformative and said, “We believe it will be a short term adjustment.” She also said the administration would make farmer relief available if trade negotiations had damaging consequences, while adding, “The hope and the goal is that it won’t be necessary.”

These comments described the administration’s rationale and expectations at the time. They did not establish that the adjustment would in fact be short, that the negotiations would produce benefits for Pennsylvania producers, or that any relief would offset potential losses. The Capital-Star report did not measure the effects on the farms visited.
Food-purchasing funds and other farm concerns raised
The visit also took place amid a dispute between Pennsylvania and the U.S. Department of Agriculture over food-purchasing funding intended for schools and food banks. The Capital-Star reported that state officials were contesting $13 million in planned funding over three years. Rollins said money remained available and that USDA had released almost $1 billion to food banks. Those are competing descriptions in the report; the available account does not reconcile them.

These issues affect different parts of the food and farm economy, and the visit report does not quantify their consequences for the farms involved.

USDA later said Pennsylvania was among 15 states Rollins visited in her first 100 days, describing the itinerary through the agency’s farmer-first framing. In June 2026 Senate testimony, Rollins continued to defend the administration’s trade approach and pointed to trade agreements and market access as reasons to expect a decrease in the agricultural trade deficit. That expectation is a policy argument, not a measured result for the Pennsylvania farms discussed here.

At an oversight hearing that month, Senator Amy Klobuchar criticized tariffs for adding costs to farm inputs and creating uncertainty. Her June 10, 2026 opening remarks cited nearly $1 billion in added costs to critical farm inputs from February through October, referring to IEEPA tariffs; that figure is her claim, not an independent finding established here. She called the tariffs “terrible for farmers,” a political characterization.
The two positions frame the dispute differently: Rollins emphasized expected gains from trade deals and market access, while Klobuchar emphasized input costs and uncertainty. Neither statement establishes the net effect on the Pennsylvania farms visited in 2025. The local impact Copenhaver described as unknown remains unresolved in the cited accounts.
