Rollins announced $152 million for 19 USDA Rural Development projects in Iowa. The projects include healthcare, water and wastewater, streets, rural businesses and jobs, and electric infrastructure—not only farming. USDA describes a mix of loans and grants; its announcement lists planned work and projected local benefits, not independently verified results.
What USDA announced at the Iowa State Fair
The USDA Office of Communications said the 19 projects would receive a combined $152 million. Its release describes projects across more than a dozen counties and separately lists “20 sectors/counties impacted” in its by-the-numbers summary; those are USDA’s own summary figures, not a precise count of counties. The awards include loans, grants, and a loan through USDA’s Electric Infrastructure Loan and Loan Guarantee Program. The release does not establish whether the work has since been completed.
This is distinct from a separate USDA release issued the same day about presidential appointments and nominations to department leadership. The investment announcement is the one covering Iowa rural-development projects.
Which Iowa communities and organizations were listed?
The amounts and planned uses below are those reported by USDA in its August 9, 2025 release. A listed loan is not the same as a grant, and project purposes or job figures should not be read as confirmed outcomes.

Healthcare
- Guthrie County Hospital: A $37 million loan for expansion and renovation, including a 16,000-square-foot addition with a behavioral-health room in the emergency department, MRI room, examination rooms, and lab space. The release also describes technology, ventilator, fire-suppression, dining-hall, and kitchen upgrades.
Water and wastewater
- Bondurant: A $2.5 million grant for a one-million-gallon elevated water tower and water main. USDA says the work is intended to prevent pressure loss for 7,365 residents.
- Churdan: A $500,000 grant and $2.5 million loan for wastewater lagoon and related upgrades.
- Eldora: A $1 million grant for wastewater improvements and data acquisition.
- Emmetsburg: A $5 million grant and $39 million loan to replace its 1970s wastewater treatment facility.
- Ida Grove: A $1 million grant and $9.5 million loan for wastewater improvements and dry-sludge storage.
- Linn Grove: A $319,000 grant and $282,000 loan to connect to a regional water supply and replace aging infrastructure.
- Mediapolis: A $2 million grant for wastewater treatment equipment.
- Moulton: A $1.4 million loan to replace 35 lead service lines and upgrade water mains.
- Southern Sioux County Rural Water System: A $27.7 million loan for wells, a treatment plant, and transmission lines.
- Southwest Regional Water District: A $2 million loan to replace pipe and increase capacity.
- Sioux Rapids: A $477,000 emergency community water assistance grant to replace a flood-damaged well.
- Shenandoah: A $1 million grant and $8.8 million loan for water supply and distribution improvements.
- Ute: A $30,000 SEARCH grant to evaluate its system and prepare a preliminary engineering report.
Transportation and streets
- Halbur: A $500,000 loan for street repaving and accessibility and safety improvements, including ADA-compliant curb ramps and crossings.
Rural businesses and jobs
- Butler County Rural Electric Cooperative: A $1 million loan to make a pass-through loan to Shell Rock Soy Processing LLC for equipment intended to increase processing capacity. USDA describes two jobs associated with the project.
- Northwest Iowa Power Cooperative: A $350,000 loan to make a pass-through loan to Trackside Storage LLC to renovate a vacant building for a veterinary clinic. USDA describes ten jobs associated with the project.
- North West Rural Electric Cooperative: A $300,000 grant to replenish a revolving loan fund for renovations and equipment at Life Skills Training Center Inc. USDA describes six jobs associated with the project.
Electric infrastructure
- Southern Iowa Electric Co-op: $8.5 million through USDA’s Electric Infrastructure Loan and Loan Guarantee Program for distribution-system improvements. USDA says the project is intended to connect 180 new consumers, build 15 miles of lines, and upgrade 84 miles of existing lines. The release says the cooperative serves 4,807 residential and commercial consumers across 1,676 energized line miles in four southeast Iowa counties.
How to interpret the funding and projected benefits
The release identifies funding forms and describes what recipients plan to build, upgrade, or finance. It does not provide an independent evaluation of the projects, final costs, completion status, or measured changes in service or employment. For example, the job totals are project-level figures USDA associates with three business initiatives; they are not a verified aggregate employment outcome.
USDA describes Rural Development as providing loans, grants, and loan guarantees for rural infrastructure, business growth, healthcare, education, housing, and other community needs. That agency-wide description explains the program context, but does not establish the eventual results of these particular Iowa awards.

What Rollins and Reynolds said
Rollins framed the announcement as an investment in rural communities, saying: “Rural communities across America are the backbone of our nation and President Trump is committed to investing in these communities so they continue to be productive and fulfilling places to live for generations to come.”
Iowa Governor Kim Reynolds called the announcement good news for communities receiving grants and said she looked forward to efforts to make rural communities stronger and more prosperous. These are statements accompanying the announcement, rather than an assessment of project outcomes.
