Broadcom’s AI Growth Depends on Capital, Deployment Readiness and Memory

Broadcom CEO Hock Tan’s AI growth outlook depends on financing, site and power readiness, and component supply—including HBM memory.

Broadcom CEO Hock Tan’s AI growth outlook is not a simple case of capital replacing memory as the main constraint. His comments point to a layered infrastructure challenge: customers need financing, sites and power ready, construction and equipment on schedule, and components including high-bandwidth memory (HBM). Broadcom’s revenue figures are management forecasts, not results.

What Tan’s AI revenue outlook says—and does not say

At the September 8, 2026 Goldman Sachs Communacopia + Technology Conference, Tan outlined an AI revenue outlook of $115 billion for 2027 and $230 billion for 2028, according to Investing.com’s conference report. These are forward-looking figures, not revenue Broadcom has already earned. They depend on customers being able to build and operate the infrastructure needed to support AI workloads.

The conference report says Broadcom works closely with six frontier-model developers and names OpenAI, Google and Anthropic. That concentration matters: the outlook relies in part on a relatively small group of large AI developers continuing to fund and deploy substantial computing capacity.

Why capital is one constraint, not the only one

Large AI infrastructure projects require substantial financing. Investing.com reported that Broadcom discussed an infrastructure financing vehicle with Apollo and Blackstone, with $35 billion in initial financing for more than 20 gigawatts of compute capacity. The arrangement was described as a way to help selected customers finance infrastructure; it should not be read as funding available to every customer or project.

CORSAIR Vengeance LPX DDR4 RAM 32GB (2x16GB) Up to 3200MHz CL16-20-20-38 1.35V Intel XMP AMD EXPO Computer Memory – Black (CMK32GX4M2E3200C16)
  • Disclaimer: Maximum Speed requires overclocking/PC BIOS adjustments. Maximum speed and performance depend on system components, including motherboard and CPU
  • Hand-sorted memory chips ensure high performance with generous overclocking headroom
  • VENGEANCE LPX is optimized for wide compatibility with the latest Intel and AMD DDR4 motherboards
  • A low-profile height of just 34mm ensures that VENGEANCE LPX even fits in most small-form-factor builds
  • A solid aluminum heatspreader efficiently dissipates heat from each module so that they consistently run at high clock speeds

Financing can make a planned buildout possible, but money alone cannot make a data center operational. A project also needs suitable land, access to power, grid capacity, permits, construction, equipment and semiconductor components. Delays in any of these can push back deployment and the revenue associated with it.

Power and site readiness shape deployment timing

Tan reportedly estimated that preparing power sites for use by 2028 can take about two years. That timeline illustrates why customers must plan well ahead: securing financing does not instantly deliver grid connections, completed facilities or installed compute equipment.

Capacity figures therefore need to be understood as plans for infrastructure, not proof that all of that compute is already running. The relevant question is whether customers can turn funded projects into operational systems on schedule.

Memory and other components still matter

Tan’s Q3 fiscal 2026 earnings-call comments do not support the idea that memory has stopped being a constraint. In the Q3 call transcript, he said customers must secure HBM memory as well as leading-edge wafers and substrates. He described supply bottlenecks as multidimensional and subject to change over time.

That distinction helps reconcile the financing discussion with the component discussion. Capital concerns whether a customer can fund infrastructure; component availability concerns whether the equipment can be built and populated. Neither removes the need for the other, and a funded project can still wait on power, construction or parts.

Enterprise AI has a separate return-on-investment hurdle

Infrastructure supply is only part of AI growth. Organizations also need uses for AI that justify the expense. Tan said Broadcom had engaged 15,000 of its 30,000 engineers in a year-long evaluation of AI tools, and described finding a clearly meaningful return on investment as difficult. The conference transcript quotes him saying, “The biggest issue is finding use case that generates what you call a return on investment that is clearly meaningful and significant.”

  • Disclaimer: Maximum Speed requires overclocking/PC BIOS adjustments. Maximum speed and performance depend on system components, including motherboard and CPU

For businesses weighing AI adoption, the practical question is not simply whether a tool can improve productivity. It is whether the improvement is large and measurable enough to warrant implementation and ongoing costs. Tan also said AI “helps very smart people become smarter,” while noting that value goes where intelligence continues to improve.

How to read the headline claim

The exact wording “capital, not memory chips” is not verified as a direct quotation from Tan in the available conference report or call transcript. The documented comments support a more qualified conclusion: financing and deployment readiness are central to scaling AI infrastructure, while memory and other components remain necessary inputs. The most useful way to assess the outlook is to watch whether capital, physical buildout and component supply converge in time for customers to deploy the capacity they have planned.
