BrightSource’s “largest solar deal yet” was a planned 900-megawatt solar-thermal electricity contract with Pacific Gas and Electric Company (PG&E), reported on April 1, 2008. The contemporary report estimated construction would require $2 billion to $3 billion, but those figures described a proposal—not verified final costs, completed plants, or electricity actually delivered.
What did BrightSource and PG&E agree to?
VentureBeat reported in April 2008 that BrightSource had signed an agreement to supply PG&E with 900 MW of solar-thermal power from several planned plants in California’s Mojave Desert. The article called it the biggest solar project planned at that time. VentureBeat’s April 1, 2008 report estimated that constructing the plants would require $2 billion to $3 billion.
Those were announced capacity and cost estimates. They should not be read as proof that the plants were completed, that the estimated amount was ultimately spent, or that PG&E received 900 MW of operating generation.
How was the planned solar power to be made?
The deal concerned concentrating solar power (CSP), not rooftop photovoltaic panels. In the system described in the 2008 report, mirrors concentrated sunlight onto a central tower’s boiler chamber. The heat produced steam, which could drive a turbine to generate electricity.

Why did later reports cite larger BrightSource deals?
BrightSource announced separate agreements with California utilities after the 2008 PG&E deal. Their larger capacities changed what contemporary coverage could call the company’s biggest deal, but they do not change the terms reported for the original 900 MW agreement.

The later 1,310 MW figure describes a broader reported PG&E power-sale total that included the Coyote Springs agreement; it is not a revised capacity for the 2008 900 MW contract. The 2009 SCE and PG&E reports also describe planned projects and agreements, not verified operating output. The SCE report explicitly noted the need for regulatory approval.

What should a reader take from the headline?
“Largest solar deal yet” was a time-specific description of a project plan in April 2008. The reliable takeaway is the distinction between an announced contract capacity and delivered electricity: contemporary reports document the agreements and projections, but the figures cited here do not establish final costs, project completion, or realized generation.
