The system generally reports aggregated account information, not a transaction-by-transaction list of Pix transfers. The rule does not create a tax on Pix.
What the current rule requires
Instrução Normativa RFB nº 2.278, dated August 28, 2025, brought payment institutions and participants in payment arrangements under the same e-Financeira ancillary reporting obligations that apply to financial institutions. Receita Federal guidance says the relevant account concept includes payment accounts, not only conventional bank deposit accounts. The obligation turns on an entity’s legal role in Brazil’s financial and payments systems; it does not automatically cover every technology company or software provider. This is an expansion of the entities covered by an existing reporting system, not the creation of a Pix-specific tax or a new per-transfer ledger. e-Financeira was established under IN RFB nº 1.571/2015. SPED’s legislation page identifies that original framework.
What changed—and what did not
The legal chronology matters because the 2024 measure that generated much of the public controversy was revoked before the current 2025 framework was issued.

What Receita receives about account activity
Receita Federal describes e-Financeira reporting as aggregated financial information. In general, the relevant account movement is expressed as totals entering and leaving an account, alongside account-holder and account information required by the framework. Pix can contribute to those totals because it is one way money moves into or out of an account; the reporting described by Receita is not ordinarily an itemized Pix ledger showing every transfer’s date, amount, sender, recipient, message or purpose. Aggregation should not be confused with anonymity or a claim that financial information is unavailable to tax authorities. Receita describes the format of e-Financeira data; applicable statutory information-sharing rules and safeguards still govern its use. Nor should e-Financeira be conflated with separate anti-money-laundering, fraud-prevention or law-enforcement reporting channels, which may have different requirements.

There is no Pix tax, but the underlying transaction still matters
Receita Federal says there is no tax on Pix and no tax on financial movement created by this reporting rule. A report about account movement is not itself a tax charge, an audit finding or a determination that a particular receipt is taxable. Receita describes e-Financeira as useful for identifying possible omitted income and inconsistencies, rather than as a mechanism that taxes every inflow. Its January 2026 statement on Pix and tax misinformation rejects claims of a Pix tax.
Tax treatment depends on what the payment represents, not merely on its use of Pix. A sale or service receipt may be business income; salary has its own treatment; a loan should be supported by records establishing that it is a loan; reimbursement and pass-through funds need documentation; and a transfer between a person’s own accounts is not automatically income. Gifts and asset sales can also have separate tax consequences. A large Pix payment does not, by itself, create a tax bill, but an underlying taxable transaction remains subject to the rules that already apply to it.

- Keep invoices, receipts, contracts, loan agreements and reimbursement records that explain unusual or significant deposits.
- If you operate a business, separate business receipts from personal spending where practical and reconcile collections to your books.
- Do not stop accepting Pix because of claims that every receipt is automatically taxed. Receita’s guidance for people receiving Pix for services likewise rejects that conclusion.
- Ask an accountant about the tax treatment of income, sales, compensation, loans or gifts when the facts are unclear.
How fintechs should prepare
For a covered institution, the central implementation question is not how many Pix transactions it processed. It is whether the entity falls within a covered legal category and what account and data obligations apply to its role. A regulated payment institution maintaining customer payment accounts has a different position from a company that only supplies software.
- Determine scope. Assess whether the entity is a payment institution, participant in a payment arrangement or another covered declarant under IN RFB nº 2.278 and the applicable e-Financeira rules.
- Inventory accounts and data owners. Include payment accounts and identify the systems that hold account, customer and movement information.
- Map the operative data requirements. Use the current legislation and e-Financeira manual to identify required fields and aggregation logic; avoid assuming a historic threshold or prior file layout remains in force.
- Build and reconcile totals. Define consistent treatment for inflows, outflows, linked or subaccounts, dormant and closed accounts, and reconcile output to ledger and settlement records.
- Validate identifiers and submission files. Check customer and account data, run file controls, and retain submission evidence and an audit trail.
- Plan for exceptions and corrections. Establish procedures for rejected, inaccurate or replacement files and document how corrected totals are derived.
- Handle no-movement periods explicitly where required. Receita implementation material discusses an explicit “sem movimento” declaration where no covered operation or situation exists; confirm when the current manual requires it rather than assuming silence is sufficient.
- Track the applicable deadline. The first-semester 2025 transition filing was due at the end of October 2025 and the second-semester 2025 filing was scheduled for February 2026. Later filing dates should be taken from the operative rule and current manual.
Because Receita describes aggregated reporting, institutions should not export transaction-level Pix descriptions into the regulatory file unless the current specification requires them. They still need adequate source records to support calculations and correct submissions. Late, omitted or inaccurate filings may create ancillary-obligation or regulatory exposure; the specific consequences depend on the provision and version in force, so a penalty should not be inferred from the reporting rule alone.

How to treat the R$5,000 and R$15,000 figures
Official Ministry of Finance material lists monthly figures of R$5,000 for individuals and R$15,000 for legal entities in connection with the 2025 framework, contrasting them with R$2,000 and R$6,000, respectively, for 2024. See the Ministry’s explanation of the figures.
Those amounts should not be presented as a universal current threshold for every person, account or fintech. The figures were associated with the 2024 reporting changes, and IN RFB nº 2.219 was revoked in January 2025. For a live filing decision, a covered institution must check the operative version of IN RFB nº 1.571, IN RFB nº 2.278 and the current e-Financeira manual. Crossing a stated movement figure also does not mean the account holder owes tax on that amount.

Keep Receita and Banco Central requirements separate
IN RFB nº 2.278 concerns tax-information reporting through e-Financeira. Banco Central rules concern matters such as authorization, participation in Pix and supervision of payment institutions. The Central Bank has separately announced requirements affecting Pix participants; see its Pix participation notice. Those rules are a separate compliance layer, not another name for Receita’s e-Financeira reporting. Anti-money-laundering duties and fraud controls are also distinct obligations.
