The legal limits on interest and fees are ceilings, not signs that a loan is affordable. Review the written contract, confirm the lender against the Ministry of Law’s current licensed list, and borrow only what you need and can repay.
What should you consider before taking up a loan?
Check alternatives and affordability first
Consider available assistance or other options before borrowing. Then compare the proposed instalments and due dates with your take-home income, essential spending, and existing obligations. If making a payment would leave you short for essentials or another debt, the loan may not be manageable even if it falls within the legal borrowing cap.
Work out the total scheduled repayment, not just the amount you expect to receive in cash. An upfront fee can reduce the cash disbursed while the contract still states a principal amount. Borrow only the amount needed, and do not treat the maximum interest rate as a recommended rate.
Verify the lender and understand the contract
Check the moneylender against the Registry of Moneylenders’ current official list of licensed moneylenders before proceeding. MinLaw says: “The law requires moneylenders to explain the terms of a loan to you in a language you understand and to provide you with a copy of the loan contract.” Do not sign until you understand the repayment schedule, interest rate, fees, and consequences of missing a payment.

Keep your signed contract, receipts, and account statements. Check that the amount disbursed and each payment recorded match your documents. A lender’s licensed status does not establish that a particular offer is affordable or that its terms comply with the law; assess the actual contract.
Check for a real-estate caveat clause
Read carefully for any term allowing the lender to lodge a caveat against proceeds from the sale of real estate following default. Such a caveat could prevent a sale from proceeding without full repayment and reduce the proceeds available to you. Consider this consequence before agreeing to the clause.

How much can you borrow?
The unsecured borrowing limit is cumulative across all licensed moneylenders, not a separate allowance from each lender. MinLaw’s borrower guidance sets these limits:

These are legal caps, not affordability recommendations. Your own repayment capacity may be far lower once essential costs and existing obligations are included.
What interest rates and fees can moneylenders charge?
MinLaw’s current borrower FAQ states the following maximums. The interest and fee limits were introduced with effect from 1 October 2015, according to the Ministry’s announcement on controls on borrowing costs.

Aggregate interest, late interest, and specified fees cannot exceed an amount equal to the loan principal. The Ministry also identifies court-ordered legal costs for a successful recovery claim as chargeable. Check how each charge is described in your contract; do not assume a cap makes the loan manageable.

How to compare offers and repayment schedules
If you are comparing more than one offer, put the terms side by side before signing. Focus on the money you receive, what you must repay, and when payments fall due.
- Eligibility and remaining cap: Check the applicable income and residency band, and account for unsecured borrowing you already have from licensed moneylenders.
- Cash received versus principal: Compare the principal in the contract with the amount disbursed after any upfront fee, then calculate the total scheduled repayment.
- Instalments and timing: Set each instalment and due date against take-home income, essential spending, and existing obligations.
- Late charges and overall ceiling: Understand the late-interest basis, monthly late fee, and aggregate cap before deciding whether you can handle a disrupted month.
- Security consequences: Check whether the contract contains a real-estate caveat term and what it could mean if you default.
- Alternatives: Compare the loan with any assistance or other practical option available to you.
A simple budget worksheet can help you list income, essential expenses, current obligations, proposed instalments, and due dates. It is an optional planning aid, not a lender requirement or a way to improve creditworthiness.

For an eligible unsecured loan other than a business loan, disbursed on or after 15 September 2026, MinLaw’s announced cooling-off framework permits cancellation within three business days from disbursement. The disbursement day does not count; Saturdays, Sundays, and Singapore public holidays are excluded. The framework was developed in consultation with the Credit Association of Singapore. See the Ministry’s announcement on the mandatory cooling-off period.
During cancellation, no interest is charged. You repay the remaining principal disbursed after deduction of the upfront fee, plus only the allowed retained portion of the approval fee; total repayment cannot exceed principal. The cooling-off framework does not cover every loan: the stated eligibility excludes business loans and applies to qualifying unsecured loans disbursed on or after the commencement date. Check MinLaw’s borrower FAQ and your loan documents for the applicable cancellation steps and calculation.
What the rules do—and do not—tell you
The Moneylenders Act 2008 provides the statutory authority for the rate cap; see section 36 of the Moneylenders Act. MinLaw has described its approach as balancing borrower protection with access to licensed credit: “MinLaw will continue to maintain a balance between protecting borrowers and ensuring that there is reasonable access to credit from licensed sources.” That policy balance does not determine whether an individual loan suits your finances. Your decision should rest on the written terms and a realistic repayment budget.
