BOM’s $96.5 Million Website Cost: What the $4.1 Million Figure Left Out

BOM’s $4.1 million figure covered the visible redesign. Its later $96.5 million total included the underlying platform, integrations, security work and launch preparation—making the budget-blowout claim more complicated than the headline suggests.

The Bureau of Meteorology (BOM) later put the cost of its new website and associated technology at about $96.5 million. The $4.1 million figure first highlighted publicly covered the redesign of the visible interface—not the platform, integrations, security work and launch preparation behind it. That distinction matters: the available evidence does not establish a formal $4.5 million budget for the whole project that then rose to $96.5 million.

What did BOM’s $96.5 million cover?

BOM’s published breakdown allocates the approximately $96.5 million to three parts. It describes the total as the website and associated backend technology, rather than a charge for visual design alone.

BOM’s cost explanation sets out those categories. In plain terms, the $4.1 million figure describes what users see; the much larger platform and build category covers technology needed to connect the public site to Bureau data and services.

Was the initial budget really $4.5 million?

That wording overstates what the available figures establish. BOM initially publicised approximately $4.1 million for the front-end redesign, which could leave the impression that the whole website project cost about that much. ABC reported that documents and later explanations pointed to a much broader technology build. The initial communication was incomplete in effect, but the evidence cited here does not show that BOM formally approved a $4.5 million budget for the complete website project and then spent $96.5 million instead. In May 2026 Senate evidence, BOM officials described an early website estimate of about $34 million, before later market processes and scope development. They said it was an estimate based on expressions of interest, not an original approval for the website at that amount. That makes “budget blowout” dependent on which baseline is meant: the public-facing redesign, an early project estimate, or the whole Robust modernisation program. How did the website fit into the wider Robust Program?

The website was part of the Robust Program, a much larger Bureau modernisation effort covering infrastructure, systems, cybersecurity and observing-network capabilities. Parliamentary material puts the program’s final expenditure at approximately $866 million, with a $78 million difference from its original budget funded from departmental funding. That is a program-level comparison, not a website-only overrun. A separate Robust Transition Program cost $47 million; it should not be added to the website figure without evidence establishing that the costs are separate and non-overlapping. Parliamentary evidence describes the broader work as including stronger cybersecurity and resilience, modernised devices and operating systems, cloud migration, improved connectivity between Bureau sites, protection against data loss or corruption, decommissioning more than 20 legacy applications, rebuilt international data-sharing connections and observing-network modernisation. BOM has said the website drew on shared enterprise, data and integration platforms, licensing and infrastructure that also support other Bureau products and services. That shared use makes a simple website-only cost attribution harder, but it does not make the reported total equivalent to the cost of the entire Robust Program. What do the approval and contract figures show?

Approval and timing

BOM chief executive Stuart Minchin told ABC the project was scoped, funded and approved by Cabinet under the Turnbull government in 2017, and that the overall work had been intended to be in the order of $80 million. That is Minchin’s account of the approval history. Later Senate evidence described the website as entering the relevant budget period in 2018–19, with costs building over subsequent years. Delivery and scrutiny therefore span multiple governments and agency administrations; neither a single government nor the public launch date alone explains the full project history. The Accenture contract

Senate evidence says the main Accenture contract supporting the website platform began at about $31 million and later grew to about $78 million. The latter figure includes build and ongoing run costs; February 2026 evidence said the contract was due to expire in June 2027. The $78 million contract value and BOM’s approximately $96.5 million website-and-technology total are different measures. Why did the launch draw criticism?

The new site launched on 22 October 2025, after a public beta that ran from June 2024 to October 2025. Its arrival during severe weather put the changes under immediate pressure from people who rely on the Bureau for timely information. Users complained about finding familiar information, the presentation of radar and weather maps, visibility of place names and access to rainfall data. Farmers and other frequent users were among those affected. BOM acknowledged that the rollout caused difficulties and said it needed to help people adapt while making adjustments. For a public-safety service, usability is part of the practical value: a technically modern platform still has to let people find warnings, rainfall information and radar quickly. The launch criticism does not, by itself, establish that the backend investment delivered no security or resilience benefit. Conversely, citing those benefits does not answer whether the new interface was adequately tested with farmers, emergency managers, people with disabilities and other high-frequency users.

What has changed since launch?

BOM revised the site in response to feedback, so the October 2025 launch should not be treated as a description of the current interface. Its updates restored a more familiar rain display as the default, improved access to radar and maps, made map labels and locations easier to see, refined warning text and radar image processing, and changed the time slider to display day, date and time. Later changes added place names, improved map search and recently visited locations, and reduced the clicks needed to reach Doppler wind and estimated rainfall radar images. In its June 2026 update, BOM said further radar improvements were planned, including clickable radar-site icons, quick links to radar locations and range rings. The Bureau also reported that incremental improvements since December 2025 had cost about $1.15 million by February 2026. That is a period-specific figure for improvements, not an established lifetime total for post-launch work or a complete measure of ongoing maintenance. (February 2026 Senate estimates material)

What remains unclear about value for money?

The figures establish a large gap between the initially highlighted interface cost and the later total attributed to the website and associated technology. They also show a growing contract, a difficult launch and subsequent remediation. They do not, on their own, settle whether the total was good value or whether governance failures caused avoidable costs.

  • Scope and approvals: The early estimate, formal approval history and successive changes in scope need to be read together; the $4.1 million design figure is not a comparable whole-project baseline.
  • Contract discipline: Explaining the Accenture contract’s growth requires change orders, extension rationales and a clear separation of build, run and shared-platform costs.
  • Benefits: Security, resilience and infrastructure improvements should be assessed against measurable outcomes, not assumed to justify the expense simply because they were part of the program.
  • User outcomes: Published usability and accessibility testing, including evidence from emergency and high-frequency users, would help show whether the service now meets its public needs.
  • Lifecycle cost: The contract’s reported expiry in June 2027 does not establish what operating, licensing, security patching and further development will cost after that date.

The strongest conclusion is narrower than either “$4.5 million became $96.5 million” or “$96.5 million bought a homepage.” BOM attributed approximately $96.5 million to the website and its supporting technology, while the public first heard a figure for the interface alone. The troubled launch and incomplete early explanation warrant scrutiny; judging the underlying value requires clearer project-level costs and evidence of what the modernisation achieved.
