Talks about Black Sea security and grain shipments are being arranged, but no revived or signed Black Sea Grain Initiative has been confirmed. The United Nations says negotiations are underway and that the parties must decide whether to make a new agreement. A 1 October 2026 report said Türkiye and the UN were arranging Russia-Ukraine talks on a Black Sea ceasefire intended to protect grain shipments; it did not confirm that the talks took place or produced a deal.
What is happening with the Black Sea Grain Deal?
The UN’s current position is that “Negotiations are underway and it is for the parties to decide on a new agreement.” Its FAQ gives no meeting date, draft agreement, or outcome. Ukrainska Pravda reported on 1 October 2026 that Türkiye and the UN were arranging talks between Russia and Ukraine about a Black Sea ceasefire and protecting grain shipments. That report concerns planned talks, not a confirmed meeting or agreement. UN FAQ · Ukrainska Pravda, 1 October 2026
Accordingly, “revival talks” should not be read as proof that commercial shipping has resumed under the former arrangement. The sources available do not confirm who will attend, where or when the talks will occur, what terms are under discussion, or whether either side has accepted a ceasefire framework.
What was the original Black Sea Grain Initiative?
Russia, Türkiye, Ukraine, and the United Nations launched the initiative in Istanbul on 22 July 2022. It enabled commercial exports of grain, related foodstuffs, and fertilizer, including ammonia, from three Ukrainian ports: Odesa, Chornomorsk, and Yuzhny/Pivdennyi. The UN says the initiative’s third term expired on 17 July 2023 and was not renewed. UN: Black Sea Grain Initiative

How did the shipping arrangement work?
A Joint Coordination Centre (JCC) was established in Istanbul on 27 July 2022 under UN auspices, with senior representatives from Türkiye, Russia, Ukraine, and the UN. The mechanism organized a monitored maritime humanitarian corridor for vessels leaving the designated Ukrainian ports.

- Ukrainian vessels guided cargo ships away from mined areas toward international waters.
- Ships followed the agreed corridor toward Istanbul.
- JCC teams monitored movements and inspected vessels. Movement requests came from Ukrainian port authorities, while shipping companies decided whether to sail based on commercial considerations and procedures.
Under the former arrangement, shipping companies arranged their own insurance; the JCC did not assess insurance compliance, and the UN FAQ says companies paid no fee for JCC movement facilitation. None of these historical operating details establishes what a future agreement would require. UN FAQ
Why are renewed talks significant for food shipments?
In a 22 September 2026 UN Security Council meeting transcript, a speaker warned that renewed escalation was disrupting supply chains and that there was no fully effective alternative to Black Sea grain shipping. This is an attributed assessment in the meeting record, not an independently measured statistic. UN Security Council meeting, 22 September 2026

The scale of the former initiative helps explain the stakes. The reported commodity mix was corn 51%, wheat 27%, sunflower meal 6%, sunflower oil 5%, barley 4%, rapeseed 3%, and other commodities 4%. These figures describe exports under the initiative, not Ukraine’s total exports by all routes. UN operational update, July 2023

The UN’s general statement that negotiations are underway does not establish any specific terms. The reported talks could concern a Black Sea ceasefire and protection of grain shipments, but the sources do not confirm that a new 2022-style initiative is being negotiated or that shipping will restart under the same mechanism.
