Biodiesel’s Economic Impact in 2025: Policy, Feedstocks and Trade

U.S. biodiesel imports and consumption fell in early 2025 as incentives shifted and producer margins tightened. Feedstocks and Indonesia’s blending policy show why outcomes differ by market.

In 2025, biodiesel’s economic impact was shaped less by a simple rise in renewable-fuel demand than by changing incentives, tight producer margins, competition for feedstocks and different national policies. In the United States, biodiesel imports and consumption fell sharply in the first half of the year as a production-based tax credit replaced the former blender’s credit. Indonesia showed a different model: a high blending requirement backed by a subsidy. These developments affected fuel producers, importers and feedstock markets, but they do not by themselves establish biodiesel’s total effect on the wider economy or household fuel bills.

How did biodiesel affect the U.S. market in 2025?

U.S. Energy Information Administration (EIA) figures show a sharp first-half contraction in both biodiesel and renewable diesel imports, alongside lower consumption. The distinction matters: biodiesel and renewable diesel are different fuels, even though market reports often discuss them together.

These are EIA-reported first-half comparisons, not full-year results. The agency linked the import decline to the changed tax-credit rules, weaker consumption, uncertainty about blending requirements and negative blending margins. The parallel decline in renewable diesel is useful market context, but should not be mistaken for a biodiesel-only result.

What changed in U.S. incentives and producer economics?

The credit shifted from blending to production

Previously, imported and domestically produced biodiesel and renewable diesel could benefit from a $1-per-gallon blender’s tax credit. In 2025, the Inflation Reduction Act’s Section 45Z Clean Fuel Production Credit replaced that credit and applied only to domestic production. EIA described the change as putting imports at a relative economic disadvantage. A production credit can therefore influence where fuel is made as well as whether it is blended, although the observed fall in imports also coincided with weaker consumption and uncertain blending economics.

Margins were under pressure

The International Energy Agency (IEA) reported that several biodiesel, renewable diesel and sustainable aviation fuel producers faced tight to negative margins in 2025. It identified low credit values, higher feedstock costs, policy uncertainty and uncertainty about implementation of the new 45Z credit as pressures. Some North American facilities had idled or reduced output.

The IEA also forecast that U.S. biodiesel and renewable diesel use would fall 20% in 2025 compared with 2024, with production down nearly 15%. Those are forecasts, not final annual observations. Separately, the IEA reported that U.S. biodiesel output fell 40% from the first quarter of 2024 to the first quarter of 2025, while renewable diesel output fell 12% over the same comparison.

Why do feedstocks matter to biodiesel prices and production?

Feedstock costs and availability affect whether producers can operate profitably. USDA Economic Research Service identifies vegetable oils, animal fats, waste oils and greases as inputs for biodiesel and renewable diesel. Soybean oil, distiller’s corn oil, used cooking oil and other fats, oils and greases are not an unlimited, interchangeable pool: they are also sought by renewable diesel and biojet producers. The IEA says stronger biofuel growth would require additional feedstock, amid high demand for vegetable oils, waste oils and residue fats across these uses.

U.S. Environmental Protection Agency (EPA) analysis published in 2026, using 2025 data, estimated that U.S. distiller’s corn oil output was 627 million gallons in 2025, of which an estimated 560 million gallons went to biomass-based diesel. The same EPA analysis estimated soybean oil availability at more than 3.85 billion gallons for the 2025/26 marketing year, following 3.79 billion gallons for 2024/25. These figures describe different measures and periods: corn oil output and estimated use are calendar-year 2025 figures, while soybean oil availability is reported by marketing year.

How do blending mandates affect fuel imports?

Mandates can create demand, but their effect on imports depends on the surrounding policy and supply conditions. The United States and Indonesia illustrate different approaches; the figures below describe the policies and effects reported for 2025, not a like-for-like estimate of total economic impact.

Indonesia’s case shows how a mandate paired with subsidy support can sustain blending demand while pursuing an energy-security aim. It does not establish that mandates always reduce imports by the same amount elsewhere; feedstock supply, domestic production capacity, infrastructure and policy design also matter.

What can be concluded about broader economic and environmental effects?

The available evidence supports a specific conclusion about market channels: tax-credit design, blending economics and feedstock competition affected producers, fuel trade and output in 2025. It does not isolate a complete net effect on GDP, consumer fuel costs or the wider economy.

Environmental attribution also requires care. EPA’s 2025 Third Triennial Report says the Renewable Fuel Standard’s effects vary over time. It found a modest positive effect on biofuel production and consumption, and thus a modest negative environmental effect, while noting that RFS effects overlap with the more significant effects of the biofuels industry overall. That finding concerns the RFS and biofuels broadly; it does not isolate biodiesel’s effect.

USDA ERS’s U.S. Bioenergy Statistics portal, updated July 20, 2026, includes downloadable data on production, capacity, utilization, feedstock demand, prices, consumption and trade. EIA says it no longer publishes the Monthly Biofuels Capacity and Feedstocks Update and directs readers to its Petroleum & Other Liquids data page for current series.
