Bill Gates did meet Chinese President Xi Jinping in Beijing on June 16, 2023. China’s Foreign Ministry confirmed the meeting, which was also reported by the Associated Press and Reuters. The earlier “reportedly meeting” phrasing reflected news ahead of the meeting; it is no longer uncertain whether it happened.

What was confirmed about the meeting?

China’s Foreign Ministry said Xi met Gates in Beijing on June 16, 2023. The public readout confirms the date, city and participants, but does not name a venue. Reuters reported that the meeting took place at the Diaoyutai state guest house.

The Foreign Ministry’s readout is an official account of the meeting, not a verbatim transcript. It described Xi praising Gates and the Gates Foundation’s work in poverty reduction, health, development and philanthropy. It also said Gates discussed cooperation with China and identified foundation priorities such as innovation, global poverty reduction, public health, medicine research and development, rural areas and agriculture. The remarks were reported with differing English translations. Reuters, describing a CCTV video, rendered Xi’s remarks as: “I often say the foundation of U.S.-China relations lies with its people. I place my hopes on the American people,” followed by a call for activities benefiting both countries and humanity. Reuters also reported Gates saying they had “great conversations,” had important topics to discuss, and that it was “very exciting to be back”; he said he was “honoured” to meet Xi. Were AI or Microsoft discussed?

Reuters reported, citing two sources familiar with the talks, that artificial intelligence and Microsoft’s business development in China came up. Those details were not included in the Foreign Ministry’s public readout, so they should be treated as Reuters’s sourcing rather than as officially confirmed topics. Why did the meeting draw attention?

The meeting came amid strained U.S.-China relations and shortly before Secretary of State Antony Blinken’s scheduled visit to China, as the Associated Press noted at the time. That context does not make Gates an official U.S. representative: the available accounts describe a meeting involving Gates and Xi, not a diplomatic mission or government negotiation.

The meeting was also connected in news coverage to philanthropic health work. The Associated Press reported a Gates Foundation pledge of $50 million to support the Global Health Drug Discovery Institute, which it described as jointly founded by the foundation, Tsinghua University and Beijing’s municipal government. Reuters reported that both the foundation and Beijing’s municipal government pledged $50 million each.
