The October 17, 2024 announcement covered more than 60,000 public-service workers receiving $4.7 billion in forgiveness through Public Service Loan Forgiveness (PSLF)—not every student-loan borrower. The $4.5 billion figure in the original headline differs from the amount in President Biden’s archived statement.

Why the amount is $4.7 billion, not $4.5 billion

President Biden’s October 17, 2024 statement announced $4.7 billion in student debt cancellation for more than 60,000 public-service workers. That is the official figure for this round. A Forbes headline used $4.5 billion, but the official statement gives the amount as $4.7 billion.

Who benefits from this cancellation?

The borrowers in this announcement were people receiving forgiveness through PSLF. Biden named teachers, nurses, firefighters, and other public-service workers as examples. The announcement was a specific group of PSLF recipients, not an automatic cancellation for everyone with student debt.

Biden also said that more than one million people had received PSLF cancellation during his administration by that date. That is the cumulative total as of October 17, 2024, not the number in this individual round. His statement contrasted that total with 7,000 borrowers who had received PSLF forgiveness before his administration.

How PSLF works at a high level

PSLF is a federal program for borrowers who meet its employment, loan, and payment requirements. The administration described this round as relief for people who had spent 10 years in public service and made 10 years of payments. That description is not a complete eligibility checklist.

Employment depends on the employer

Department of Education guidance describes qualifying employment as depending on who employs the borrower, rather than the borrower’s particular job title. Teachers, nurses, and firefighters are examples in Biden’s announcement, not a list that limits eligibility to those occupations. Check the current Federal Student Aid guidance to determine whether a particular employer and work arrangement qualify.

Loan type matters

The Department guidance surfaced for this program says borrowers need Federal Direct Loans, or may consolidate other federal loans into a Direct Loan. Because loan and consolidation rules can affect eligibility and payment counts, confirm current requirements with Federal Student Aid’s PSLF information before taking action.

How this differs from broader cancellation plans

This October 2024 action was forgiveness through an existing program, PSLF. It should not be confused with broader proposals to cancel debt for borrowers generally. The Associated Press’s October 17, 2024 report distinguished the PSLF relief from broader Biden plans that had been halted by courts at the time.

The AP also reported a separate cumulative figure of $175 billion for about five million borrowers across various administration relief actions. That broader total is not the value of this October PSLF round.

What borrowers should verify before relying on PSLF

The announcement establishes who received relief in that round; it does not establish a reader’s current eligibility, payment count, processing timeline, or application status. The Department guidance and announcement figures cited here are historical context, not a determination that any particular borrower qualifies.
