Beyond the Minimum: Why Investing in Good Car Insurance Makes Sense

State-required car insurance is a starting point, not a one-size-fits-all solution. Understand the coverages, deductibles, and tradeoffs before choosing a policy.

In the United States, state-required car insurance is a legal floor, not a guarantee that you can cover the cost of a serious crash. The right protection depends on your state’s rules, your household finances, your vehicle, and whether you could afford a large bill or replace your car after a loss. Stronger coverage can reduce those risks, but there is no single package every driver needs.

Why state minimum car insurance may not be enough

Most states require drivers to carry some liability insurance, and some also require personal injury protection (PIP) or medical payments coverage. Requirements vary, so check the rules where your vehicle is registered and insured. The National Association of Insurance Commissioners (NAIC) describes the purpose of minimum liability coverage as helping pay for damage or injuries caused in an accident: NAIC’s auto insurance guide.

Liability pays for covered injuries or property damage you cause to others, up to your policy limits. If a covered claim is larger than those limits, you may be responsible for the remaining amount. A serious injury or a costly collision can create losses that exceed a legal minimum, so consider your potential exposure and what your finances could withstand rather than treating the state minimum as a recommended amount.

Recent claim averages offer context, not a personal forecast. The Insurance Information Institute (III), reporting Insurance Services Office (ISO) figures for 2024, lists average auto liability claims of $28,278 for bodily injury and $6,770 for property damage. Those averages are neither maximum losses nor a promise about the cost of a particular crash. See III’s auto insurance facts and statistics.

What each type of coverage protects

Coverage What it generally addresses What to check
Bodily injury liability Covered injuries to other people when you are at fault. Per-person and per-accident limits, state minimums, and your ability to absorb a claim above the limits.
Property damage liability Covered damage you cause to someone else’s property. The per-accident limit and the potential cost to repair or replace damaged property.
Uninsured/underinsured motorist (UM/UIM) Certain losses involving an at-fault driver who has no insurance or too little insurance; coverage may also address hit-and-run losses under some policies. State requirements, policy definitions and limits, and whether the coverage is available or may be rejected.
PIP or medical payments Medical expenses; PIP may also cover lost wages or related costs, depending on state law and policy terms. Whether it is required, which expenses it covers, and how it coordinates with other insurance.
Collision Damage to your insured car from a collision. Your car’s value, likely repair costs, deductible, and any lender or lessor requirement.
Comprehensive Many non-collision losses, such as theft, fire, weather, vandalism, or flood. Your car’s value, local risks, deductible, and any lender or lessor requirement.

UM/UIM coverage can matter because not every driver carries insurance or enough of it. The Insurance Research Council estimated that 15.4% of motorists—about one in seven—were uninsured in 2023, as reported by the NAIC on its page updated July 30, 2025. What “full coverage” means—and what it does not

“Full coverage” is a common shorthand, not one standardized policy or guarantee that every loss is covered. A policy described that way may combine liability with collision and comprehensive, but its limits, deductibles, UM/UIM, and PIP or medical-payments selections can differ. Ask for the actual coverages and limits rather than relying on the label.

Liability coverage protects against covered claims by others; it does not pay to repair your own car. Collision and comprehensive address different kinds of damage to your vehicle. Under state law they are generally optional, but a lender or lessor may require them while you finance or lease a car.

When collision and comprehensive may be worth paying for

For a financed or leased vehicle, first review your contract: the lender or lessor may require physical-damage coverage. If you own the car outright, weigh the premium against the vehicle’s value, expected repair costs, your deductible, and whether you could manage without the car or afford to replace it after a major loss. Neither an older vehicle nor a newer one automatically determines the right choice.

ISO’s 2024 averages reported by III were $5,489 for collision claims and $2,306 for comprehensive claims. These are average claim amounts, not coverage limits or estimates of what your own vehicle would cost to repair. They help illustrate that the two coverages address separate kinds of loss, not whether either one is worthwhile for your particular car.

Choose a deductible you can actually pay

A deductible is the amount you pay toward a covered physical-damage claim before the insurer pays its share. A higher deductible may lower your premium, but it also means you need more cash available after a loss. Compare the premium difference with the amount you could comfortably pay on short notice; a deductible that strains your budget may defeat the purpose of buying the coverage.

How to decide how much auto coverage you need

  1. Check your state’s current requirements. Use your state insurance department’s information and confirm the rules for the state where the vehicle is registered and insured. Minimums and required coverage types vary.
  2. Review obligations on the vehicle. Check your loan or lease agreement for required collision or comprehensive coverage.
  3. Assess potential liability. Consider whether you could handle a claim above minimum limits and compare the policy’s per-person, per-accident, and property-damage limits with your circumstances.
  4. Consider losses that could affect you. Review UM/UIM, PIP or medical payments, and the risks of damage to your own vehicle. Availability and terms vary by state and policy.
  5. Set a realistic deductible. Choose an amount you could pay after a covered loss without putting essential expenses at risk.
  6. Get comparable quotes. Request the same liability limits, PIP and UM/UIM selections, collision and comprehensive choices, and deductibles from each insurer. The NAIC’s guide to comparing online auto insurance quotes explains why matching coverage matters.

Compare the premium alongside the potential uncovered loss, the car’s value and repair costs, and your ability to pay the deductible. An average premium does not tell you what an equivalent policy should cost for your driver profile. For example, III reports a 2023 average expenditure of $1,281.92 based on NAIC data; that is an average expenditure measure, not an individual quote or an apples-to-apples price for one standard policy. III’s cited standardized full-coverage estimate uses $100,000/$300,000 personal liability, $25,000 medical payments, $100,000 property damage, $25,000/$50,000 UM/UIM, and a $500 collision and comprehensive deductible. State law, driver classification, vehicle, and chosen limits affect the price. See the figures and definitions reported by III.
