Microsoft recognized a Bethesda Game Studios union in the United States on July 19, 2024. The Communications Workers of America (CWA) said the unit covered 241 developers across several job groups, including artists, engineers, programmers and designers. “Wall-to-wall” describes that broad occupational scope; it is not a separate legal certification category.
What happened at Bethesda Game Studios?
CWA announced that a majority of the 241 developers in the described U.S. unit had indicated support for union representation, and Microsoft recognized the union. CWA said workers could indicate support by signing an authorization card or through an online portal; the 241 figure is the size of the group, not a claim that all 241 individually signed cards. CWA’s July 19, 2024 announcement listed artists, engineers, programmers and designers among the represented roles.
CWA said the workers would be represented by CWA Locals 2108 in Maryland and 6215 in Texas. It called the group the first “wall-to-wall” union at a Microsoft video-game studio. The phrase means the unit spans multiple occupational groups rather than being limited to one category, such as quality assurance.
Was the Montreal group part of the same recognition?
No. The U.S. recognition and the Montreal workers’ effort were separate processes. CWA’s July 2024 announcement said employees at Bethesda Game Studios’ Montreal location had filed for recognition with Quebec’s Labor Relations Board to be represented by CWA Canada. That filing should not be confused with Microsoft’s recognition of the U.S. unit.

What did Microsoft’s neutrality agreement do?
In May 2024, CWA said Microsoft had extended its labor-neutrality agreement to eligible ZeniMax employees. CWA described the agreement as providing a neutral company approach when covered workers express interest in union membership, the ability for workers to communicate with colleagues and union representatives, a streamlined choice process with confidentiality options, and dispute resolution. The agreement established an organizing framework; it did not itself unionize Bethesda workers. See CWA’s description of the extension.
What happened after recognition?
At the union’s launch, Senior System Designer and CWA member Mandi Parker said workers were “thrilled to get down to brass tacks and win a fair contract.” That was an expression of the union’s goal, not evidence that a contract had already been reached. In a July 25, 2024 organizing update, CWA said more than 1,750 Microsoft video-game workers had CWA representation; that broader figure covered Microsoft gaming workers generally, not just Bethesda. Layoffs and union demands in 2026
In July 2026, Windows Central reported that OneBGS, the Bethesda union, planned a July 15 “Save Our Devs” march in response to Microsoft/Xbox layoffs. The outlet quoted the union as seeking effects bargaining, preferential transfers into open positions, stronger severance, extended health-care coverage and recall rights. Those were requests attributed to the union; the report does not establish that Microsoft granted them. Windows Central’s report.
Reported Canadian complaint
PC Gamer reported that OneBGS said it had filed another complaint concerning Canadian terminations and published the union’s account of events. This is a union allegation reported by the outlet, not a finding by a court or labor board. PC Gamer’s report.

Microsoft’s later organizational announcement
In a September 22, 2026 message to Xbox employees, Microsoft said Bethesda would expand its remit to include Obsidian, which would continue its existing projects and a new Fallout project made in collaboration with Bethesda Game Studios. The message provides organizational context; it does not report a change to OneBGS’s recognition or bargaining status. Microsoft’s Xbox Wire message.

The available reporting does not establish that OneBGS has a final collective agreement or that the reported complaints have reached a final outcome. The union’s recognition, its requests in response to layoffs, and its account of the Canadian complaint are distinct matters; the latter two should not be treated as decisions by an authority.
