A backpack can qualify as an airline personal item if its packed exterior dimensions meet the rules for every airline on your itinerary and it fits beneath the seat. There is no universal under-seat size: airline limits differ, and available space can vary by aircraft. Choose by measured dimensions and the strictest carrier on your trip—not by the bag’s advertised liter capacity.
Can a backpack fit under the seat as a personal item?
Yes. Several airlines explicitly allow backpacks or small backpacks as personal items, but the item still has to meet the carrier’s size rules and fit under the seat. The Federal Aviation Administration notes that some aircraft have limited overhead bin space and that a personal item will need to fit under the seat in front of you. “Under-seat backpack” describes where the bag is intended to go, not a standard luggage category with one accepted size. Check the current policy for each operating airline, along with any allowance shown for your fare, route, or flight.
Compare airline limits before choosing a bag

The examples are not directly interchangeable: published dimensions differ, and SAS also publishes a capacity figure. Do not assume that a bag accepted by one airline will be accepted by another.
How to check whether a backpack is likely to qualify
- List every operating airline. Check each flight, including connections on another carrier and separate-ticket segments. For a multi-airline trip, using the smallest applicable allowance as your planning target is a practical way to reduce the chance of a mismatch; it is not a universal airline rule.
- Find the allowance for your ticket. Use the airline’s current baggage page and the allowance shown in your booking. Confirm whether the personal item is included in your fare and whether route- or aircraft-specific exceptions apply.
- Measure the packed backpack externally. Measure its height, width, and depth after packing. Include bulging pockets and anything attached to the outside; compare those measurements with the airline’s published dimensions.
- Check capacity only when useful. A liter rating tells you the bag’s stated volume, not whether its packed shape will fit. Even where an airline publishes a capacity, such as SAS’s 18 L figure, use the stated external dimensions as well.
- Allow for the actual under-seat space. A bag that meets a published size limit still needs to fit beneath the seat on the aircraft. Avoid relying on crew discretion or packing so tightly that the bag cannot be stowed without obstructing the aisle.
What to look for in an under-seat travel backpack
- Compact external dimensions: Compare the manufacturer’s measurements with the tightest allowance on your itinerary, then check your own packed bag because filled pockets can change its profile.
- A shape you can pack without bulges: Exterior pockets and attached items count toward the space the bag occupies. Pack the bag as you plan to travel before measuring it.
- Capacity suited to your trip: Choose space for the essentials you actually need. Liters alone do not establish airline compliance.
- Soft-sided construction, if useful: A compact soft-sided bag may be easier to position in a sizer, but softness does not guarantee acceptance or overcome a size limit.
- Clear product measurements: Before buying, look for current manufacturer dimensions and compare them with the relevant airline rules. A product label such as “personal item” or “underseat” is not a substitute for that check.
Why there is no guaranteed one-size-fits-all choice
The official examples above range from Avianca’s 45 × 35 × 20 cm allowance to ITA Airways’ 30 × 40 × 15 cm personal-accessory dimensions, with different wording and conditions. The FAA also cautions that under-seat space can be relevant on aircraft with limited overhead-bin space. The cited sources do not establish a universal seat-clearance measurement, so no backpack can be promised to fit every airline and aircraft based on these rules alone.

These policies support choosing a small personal-item backpack by itinerary rather than selecting a model from a universal “best” ranking. The available information does not establish a tested model winner or comparative product performance. If comparing specific bags, verify each model’s current dimensions and measure it packed before relying on it for a particular flight.
