Why agency policy and training matter
Conducted-energy devices are part of an agency’s use-of-force system, not simply a product choice. The National Institute of Justice describes policy in this area as evolving with research and field experience. Legality depends on where you are
Rules can differ by jurisdiction and by the way a device is carried or used. In the United States, Axon’s civilian-ownership overview says state and local restrictions vary and flags a Hawaii training requirement at purchase. That manufacturer overview is not legal advice and does not settle the law for a specific person or location.
One state example illustrates why a nationwide answer would be misleading: North Carolina General Statutes §14-269 lists stun guns among weapons restricted from concealed carry, subject to exceptions. That provision does not establish the rules in other states or resolve every question about possession, transport, or use. Check current state and local law for the place where you live and where you intend to carry the device.

How to evaluate a claim or comparison
- Identify the intended user. Confirm whether the product is for trained agency personnel or civilian consumers; do not treat those contexts as interchangeable.
- Separate specifications from outcomes. A stated range, probe count, or alert feature does not by itself establish effectiveness or safety.
- Look for applicable training and policy. For agency equipment, model-specific certification, use-of-force policy, and reporting rules are material parts of the system.
- Verify local law. Manufacturer summaries and one state’s statute cannot answer a location-specific legal question everywhere.
- Be cautious with broad safety claims. “Less lethal” does not mean risk-free, and manufacturer-reported figures are not independent findings.
How to read Axon’s published statistics
Axon’s live TASER Brand Statistics page reports that more than 18,000 law-enforcement agencies in more than 80 countries use TASER devices. The page also reports more than 5,618,407 field deployments and a 99.75% safety rate. The page does not state a publication year for these figures, and Axon presents them as its own claims; they should not be read as independently validated safety findings or as a guarantee for any particular use.
On the same page, Axon says more than 1,000 studies have confirmed safety and life-saving value and that its devices have saved more than 300,000 lives. Those, too, are manufacturer assertions. They do not amount to an independent comparison showing which device is most effective or safest for a consumer.

So, which one is best?
For a general consumer, the available evidence does not support naming a best stun gun or recommending an agency-grade TASER for purchase. For a law-enforcement agency, the relevant comparison is not a universal consumer ranking: it is whether a particular model fits the agency’s intended use, training and certification capacity, policy, and jurisdictional requirements.
