Call of Duty: Black Ops 6 topped the U.S. console and PC full-game grossing chart for 2024. That does not mean it sold the most copies worldwide: the U.S. list ranks revenue, while a separate European report ranks units and puts Hogwarts Legacy first. The results differ because they cover different regions, platforms, and sales measures.
U.S. top-grossing console and PC games of 2024
The joint ESA, Circana, and Sensor Tower release published January 23, 2025 ranks the top console and PC full games in the United States by grossing—not by copies sold. Its list includes games released before 2024, so it measures how titles performed during the year, not just the sales of new releases.
- Call of Duty: Black Ops 6
- EA Sports College Football 25
- Helldivers II
- Dragon Ball: Sparking! Zero
- NBA 2K25
- Madden NFL 25
- Call of Duty: Modern Warfare III (2023)
- EA Sports FC 25
- Elden Ring
- EA Sports MVP Bundle
There are two important scope details: NBA 2K25’s October–December digital sales are excluded, and mobile games are shown in a separate chart rather than included here. In that separate U.S. mobile top-grossing chart, MONOPOLY GO! ranked first.
European best-selling games by units
For a units-based view, Video Games Europe’s Essential Facts About Video Games in 2024 report gives a GSD top ten across platforms. Hogwarts Legacy leads this European ranking. The report provides ranks but no unit totals alongside the titles.

#1 Best Overall
- Hogwarts Legacy
- EA Sports FC 24
- EA Sports FC 25
- Grand Theft Auto V
- The Crew 2
- Mario Kart 8 Deluxe
- F1 24
- Red Dead Redemption 2
- Call of Duty: Black Ops 6
- Dragon Ball: Sparking! Zero
GSD’s figures combine retail and network sales, but the report says they omit Nintendo digital sales, publisher-operated platform sales—including Blizzard, Uplay, and Origins in its examples—and bundled units. The list is useful as a defined European dataset, not a complete count of every copy sold across the region.
Why the two rankings have different number-one games
“Best-selling” can mean revenue or units, and the answer changes with the market and coverage. The U.S. chart identifies the leading console and PC full-game title by grossing; it does not establish which game sold the most copies. The European GSD chart ranks units across platforms, subject to its stated exclusions. Neither is a worldwide ranking, and the sources do not provide a comparable global total across console, PC, and mobile.
| Ranking | Geography | Measure | Coverage and limits |
|---|---|---|---|
| ESA/Circana/Sensor Tower | United States | Grossing | Console and PC full games; mobile is a separate chart. NBA 2K25’s October–December digital sales are excluded. |
| Video Games Europe / GSD | Europe | Units | All-platform list combining retail and network sales; excludes Nintendo digital sales, certain publisher-operated platform sales, and bundled units. |
Both rankings include older catalog titles: Call of Duty: Modern Warfare III (2023) and Elden Ring appear in the U.S. top ten, while Grand Theft Auto V and Red Dead Redemption 2 appear in Europe’s. Their presence reflects performance during 2024, not a restriction to games launched that year.
What 2024 spending figures say about the market
The same U.S. release reported $58.7 billion in consumer video-game spending for 2024, down from $59.3 billion in 2023. That broad total includes physical and digital full games, downloadable content and microtransactions, subscriptions across platforms, hardware, and accessories; it is not a software-sales-only figure. The release also reported $50.6 billion in U.S. game-content spending, up from $49.8 billion in 2023.
Mobile was a major part of content spending: U.S. mobile game content spending reached $26 billion in 2024 before app-store fees, or approximately half of game-content spending, according to the release. Circana Executive Director of Video Games Mat Piscatella said, “Fueled by growth in mobile spending, total video game content spending reached $50.6 billion in 2024, growing 2% over 2023.”
For longer-term context, the release says U.S. consumer video-game spending in 2024 was 106% higher than the $28.4 billion reported for 2014. This broad spending comparison should not be confused with the console and PC full-game chart above: the total covers substantially more than individual game purchases.

For the United States, Call of Duty: Black Ops 6 was number one among console and PC full games by grossing. For the European GSD all-platform unit-sales list, Hogwarts Legacy was number one. If the question is specifically which game sold the most copies worldwide, these sources do not establish an answer: they report different regional rankings, use different measures, and do not provide a consistent global tally.
