A luggage lock protects a different thing
A TSA-compatible luggage lock is for baggage, not for reinforcing an accommodation door. ABUS describes its 146TSA as a three-digit combination luggage lock for travel to or within the United States; the company says screening authorities can open and relock it with a TSA key without damaging the lock. Victorinox likewise describes TSA-compatible luggage locks as permitting authorized inspection without damage. These are luggage-lock descriptions, not evidence about room-door security.
