There is no single best payroll provider for every employer. For many small U.S. businesses, Gusto is the easiest all-around choice; Patriot Payroll is a strong budget option; QuickBooks Payroll fits businesses already using QuickBooks; ADP RUN and Paychex Flex are better suited to employers wanting more support and room to grow. Rippling combines payroll with HR and IT, Square Payroll is especially useful for Square-based hourly businesses, Justworks adds PEO-style services, and Deel is designed primarily for international workers.
This guide focuses on U.S. small and midsize employers. Prices below were checked in August 2026 and can change. A payroll product may process domestic employees, pay contractors, employ workers through an employer-of-record arrangement, or provide PEO services—but those are different products and should not be compared as though they were interchangeable.

Best overall for many small businesses: Gusto
Gusto is a strong default for a small U.S. employer that values easy setup, employee self-service, direct deposit, benefits, and automated payroll-tax support. Its plans can handle payroll, pay stubs, onboarding information, time-off workflows, and year-end forms, while higher tiers add broader HR and multi-state capabilities.
#1 Best Overall
- Unlimited number of companies and employees
- NACHA files for Direct Deposit
- Optional integratd E-File for Federal W2's and 1099-NEC's
- Create checks for Employees or 1099-NEC contractors.
- Generate and populate tax forms such as W-2, W-3, 1099-NEC, 940, 941 and 941-B. Optional federal E-File and some supported State E-File
Gusto’s published pricing is:
- Simple: $49 per month plus $6 per person.
- Plus: $80 per month plus $12 per person.
- Premium: $180 per month plus $22 per person.
Gusto is not automatically the best choice for every employer. A very small, one-state business may pay more than necessary, while a company with unusual wage rules, multiple entities, extensive local-tax requirements, or international employees may need a more specialized platform. Lower-tier plans may also have narrower multi-state and HR capabilities.
Best budget option: Patriot Payroll
Patriot separates inexpensive payroll software from a higher-priced Full Service plan. Its published starting signals are $17 per month plus $4 per worker for Basic Payroll and $37 per month plus $5 per worker for Full Service Payroll.
The important distinction is tax responsibility: Full Service adds federal, state, and local tax filing and deposits. Basic Payroll may be appropriate when the employer or accountant will handle those obligations. Patriot is worth shortlisting for small employers, nonprofits, and some specialized cases such as clergy payroll, but it is U.S.-only and less suited to international work or complex enterprise HR.
Best for QuickBooks users: QuickBooks Payroll
QuickBooks Payroll is the logical fit when payroll and bookkeeping already live in QuickBooks. The integration can reduce duplicate employee, wage, and journal-entry work, and the product includes employee-facing payroll functions and 1099 workflows.
Pricing requires careful comparison. The official pricing page displays bundle and promotional offers, while secondary coverage reports approximately $50 per month plus $6.50 per employee. A bundle may require a QuickBooks accounting subscription, so do not compare its payroll price directly with a payroll-only plan without including the accounting cost.
Best for growing employers: ADP RUN and Paychex Flex
ADP RUN
ADP RUN is designed for small businesses that may want payroll support, HR tools, benefits, compliance resources, and a path toward broader workforce-management products. It can make more sense than a basic app when the employer has several states, changing employee needs, or limited internal payroll expertise.
Paychex Flex
Paychex Flex similarly combines payroll with mobile administration, HR services, benefits, and human support. Both providers generally quote pricing based on workforce size and selected services. Ask for a written, itemized quote covering implementation, tax registration, tax notices, year-end forms, support, additional states, and cancellation—not just a verbal starting price.
Recommended Free Tools
ADP or Paychex may be excessive for a one-state employer with a few salaried workers and uncomplicated payroll. Their advantage is breadth and support, not necessarily the lowest price or simplest interface.

- You can now print to blank check stock. Customization of the check layout is "not" possible at this time. Check the Help file for additional details.
- Electronic form filing for W-2, 1099-NEC and 1099-MISC is available through a third party service (there is a nominal fee for this service).
- Tax forms for 2022
- Includes tax tables for 2023
- Support for new 1099-NEC form
Best for HR and IT automation: Rippling
Rippling combines payroll with HR records, onboarding, benefits, applications, devices, access controls, and workflow automation. That unified employee record can be valuable when a company wants to provision software and equipment as part of hiring and automatically trigger related workflows.
Rippling is quote-based and modular. The same flexibility can increase total cost and configuration effort. It is usually a poor first choice for an employer that only needs accurate domestic payroll and tax filing.
Best for Square users and hourly businesses: Square Payroll
Square Payroll is particularly relevant to restaurants, retailers, salons, and service businesses already using Square for payments, point of sale, or timekeeping. Square says payroll data can sync with QuickBooks Online, and its ecosystem includes benefits and retirement options.

A platform can be convenient because it integrates with Square while still being a poor fit for unusual multi-state or HR requirements.
Best payroll-plus-PEO service: Justworks
Justworks offers a Payroll plan and separate PEO-style services. Its published Payroll plan is $50 per month plus $8 per employee; PEO pricing is structured differently.
A PEO is not simply a premium payroll app. It may combine payroll, HR administration, compliance assistance, workers’ compensation, and access to benefits through a co-employment arrangement. That can provide infrastructure a small employer could not obtain alone, but it may cost more, affect benefits choices, and reduce the employer’s control over some HR administration. Compare the PEO agreement, benefits terms, fees, insurance arrangements, and exit process.
Best for international workers: Deel
Deel is more relevant when a business pays workers across countries or needs international contractor and employer-of-record support. A contractor platform pays a contractor; an employer-of-record service employs a worker legally in the relevant country; global payroll consolidation is a different service again.

Reported U.S. pricing of about $29 per employee per month is only a comparison signal. Country coverage, local benefits, currency conversion, statutory leave, employment-law requirements, and the worker’s classification can change the price. A U.S.-only employer should generally avoid paying for international infrastructure it does not need.

What payroll software actually does
Payroll software can calculate gross and net pay, withhold deductions, issue direct deposits or checks, produce pay stubs and reports, and prepare W-2s and 1099s. Depending on the plan, it may also calculate, deposit, and file federal, state, and local payroll taxes; report new hires; manage garnishments; track PTO; administer benefits; and integrate with accounting, timekeeping, scheduling, or POS systems.
There are four materially different service levels:
- Self-service payroll: You enter data, approve payroll, and may handle tax payments and filings.
- Full-service payroll: The provider calculates, deposits, and files specified taxes after receiving accurate and timely information.
- Payroll bureau or accountant: A person or firm processes payroll, often with more judgment and direct involvement.
- PEO: A broader HR and employment-services arrangement that may involve co-employment.
An employer of record is different again: it can employ workers legally in another country or jurisdiction while your business directs their work.

Never assume that “full service” covers every payroll obligation. Confirm whether the plan includes:
- Federal tax calculations, deposits, Form 941, Form 940, and year-end forms.
- State and local tax calculations, registrations, deposits, and filings.
- New-hire reporting.
- W-2 and 1099 preparation, delivery, and corrections.
- Garnishment and child-support calculations, remittance, and agency notices.
- Tax-notice response and amended returns.
- Multi-state setup and local-jurisdiction support.
- A tax-payment or filing guarantee, including its exclusions.
Automation does not eliminate the employer’s responsibility for correct employee details, work locations, wages, withholding elections, classifications, approvals, and bank funding. The IRS employment-tax guidance and recordkeeping requirements remain relevant even when a provider submits forms.

How much does payroll software cost?
Payroll pricing usually combines a monthly base fee with a per-employee or per-worker charge. Other costs may include contractor payments, tax registration, additional states, year-end forms, expedited payroll, time tracking, benefits, HR support, workers’ compensation, retirement administration, implementation, and migration.
For five workers, the published starting signals produce these illustrative calculations:
The Tool Desk
Outbyte Driver Updater FREEScan for outdated or missing drivers - takes under a minuteDriver Scan →Outbyte PC Repair FREERepair Windows errors before they cause bigger problemsFix Now →- Patriot Basic: $17 + (5 × $4) = $37 per month, before optional services.
- Gusto Simple: $49 + (5 × $6) = $79 per month.
- Justworks Payroll: $50 + (5 × $8) = $90 per month.
- QuickBooks Payroll comparison price: $50 + (5 × $6.50) = $82.50 per month, before any required accounting subscription or promotional change.
These are examples, not quotes. They exclude wages, payroll taxes, benefits, workers’ compensation, time tracking, state-registration fees, expedited payments, and other add-ons. Per-worker-paid pricing can be especially important for seasonal staff and irregular contractors.
How to choose payroll software
- Count W-2 employees, contractors, owners, and seasonal workers.
- List every state and locality where employees perform work—not just the company’s headquarters.
- Identify hourly, salaried, tipped, commissioned, multi-rate, and bonus pay.
- Confirm the required pay frequency and any off-cycle payroll needs.
- Decide whether tax calculations, deposits, filings, registrations, and notices must be outsourced.
- List your accounting, timekeeping, POS, benefits, retirement, and HR systems.
- Separate U.S. employees, domestic contractors, international contractors, and international employees.
- Price the complete plan, including required companion software and add-ons.
- Ask who handles migration, tax notices, corrections, final filings, and cancellation.
- Run a demonstration or trial using realistic scenarios: overtime, a bonus, a new hire, a termination, a correction, and a different work state.
- Confirm tax responsibilities and guarantees in writing.
- Check whether the product can grow in employees, states, entities, integrations, and HR complexity.
Important edge cases
Remote and multi-state employees
Confirm the employee’s actual work location, state unemployment account, withholding, local taxes, reciprocity rules, registration, and filing responsibility. “Multi-state support” may still exclude registration or local-tax work.
Contractor classification
A platform can issue a 1099 payment, but processing someone as a contractor does not make the classification correct. Obtain legal or tax advice when the relationship is unclear.
Restaurants and tipped workers
Verify tip reporting, tip pooling, tip credits, overtime, job codes, time-clock integration, and state-specific wage rules. Restaurant payroll is substantially more complex than ordinary salaried payroll.

S corporations
An S-corporation owner may need payroll for reasonable compensation. The appropriate treatment depends on the facts; consult a tax professional rather than relying on a software setting.

Churches and nonprofits
Check support for clergy housing allowances, special FICA treatment, tax-exempt settings, grants, departments or classes, volunteer records, clergy compensation, and 403(b) or other benefit integrations. General-purpose payroll is not automatically suitable for every church or nonprofit.
Midyear switching
Prepare the EIN, employee addresses and salaries, year-to-date wages and taxes, deductions, prior filings, and payroll reports. Incomplete historical data can create incorrect quarter-end and year-end forms.
Tax notices and expedited payroll
Ask whether the provider handles notices and amended returns, and what exclusions apply to its guarantee. Incorrect employer data, late approval, unsupported local taxes, missing registration, insufficient funds, and bank-account changes may remain your responsibility. Same-day or instant-pay options may also carry separate transaction fees.
Do these 3 things before closing this tab:
1Scan for outdated or missing drivers - takes under a minute2Repair Windows errors before they cause bigger problems3Fix the driver behind crashes, sound loss and screen glitchesPayroll software versus a payroll service, accountant, PEO, or employer of record
| Option | Best for | Main advantage | Main limitation |
|---|---|---|---|
| Payroll software | Employers willing to manage data and approvals | Lower cost and more control | More responsibility remains with the employer |
| Full-service payroll | Employers wanting tax and filing assistance | Less administrative work | Higher cost and provider dependence |
| Accountant or bookkeeper | Businesses needing broader financial guidance | Human judgment and context | Payroll automation and availability vary |
| PEO | Employers wanting HR, benefits, compliance, and workers’ compensation infrastructure | Broad HR support | Higher cost, co-employment, and less control over some arrangements |
| Employer of record | Businesses hiring internationally | Legal employment infrastructure in another jurisdiction | Fees and less direct employment control |
Before you sign
Ask for a written answer to five questions: Which taxes are calculated, paid, filed, and registered? Who responds to notices and pays penalties? What costs extra for states, garnishments, corrections, year-end forms, and expedited payroll? How will prior payroll data be migrated? How long can you access and export records after cancellation?
For most one-state businesses with ordinary payroll, shortlist Gusto, Patriot, or QuickBooks Payroll based on ease, price, and accounting integration. Add ADP, Paychex, Rippling, or Justworks when HR complexity and support justify the cost. Choose Square when its ecosystem solves a real hourly-business problem, and choose Deel only when international work is genuinely part of the requirement.
Frequently Asked Questions
What should I ask during a payroll software demo?
Ask the provider to demonstrate a realistic payroll containing overtime, multiple pay rates, a bonus, a new hire, a termination, a tax correction, a garnishment, and an employee working in another state. Also request written answers about registrations, notices, guarantees, migration, exports, and cancellation.
How difficult is it to switch payroll providers?
The software setup may be straightforward, but midyear migration requires accurate year-to-date wages, taxes, deductions, employee information, prior filings, and EIN details. Confirm who will prepare remaining filings and year-end forms before switching.
