The best motorcycle insurance depends on what you ride, where you live, how much you ride, and whether the bike is financed or heavily modified. There is no insurer that is cheapest for every rider.
Progressive is the strongest starting point for most riders because its motorcycle program covers many bike types, includes OEM parts and up to $3,000 of accessories and custom parts with comprehensive and collision, and allows higher accessory limits. But you should also quote GEICO, Dairyland, and Harley-Davidson Insurance using identical limits and deductibles. A lower quote may simply provide less protection.

These are the insurers worth quoting first for common rider profiles. Your actual premium and available coverage will vary by state, driving history, motorcycle, age, mileage, storage location, and selected limits.

Progressive: best starting point for most riders
Progressive has one of the broadest motorcycle-specific programs among the insurers commonly available to U.S. riders. It covers multiple motorcycle categories and advertises OEM parts for repairs. When you carry comprehensive and collision, its stated included limit for accessories and custom parts is up to $3,000. Additional accessory coverage may be available up to $30,000.

That makes Progressive particularly worth quoting if your motorcycle has upgraded luggage, a custom exhaust, aftermarket wheels, performance parts, custom paint, or other expensive equipment. Photograph the bike and keep receipts so you can document the value of those items.
Progressive advertises motorcycle insurance starting at $75 per year. That is a liability-only starting price, not a typical full-coverage price. A quote with comprehensive, collision, uninsured-motorist coverage, higher liability limits, and accessory protection can cost substantially more.
GEICO: a useful national-carrier comparison
GEICO offers motorcycle coverage in all 50 states. Its motorcycle policies may be convenient for existing GEICO customers, particularly when a multi-policy discount applies. GEICO also states that the first $2,000 of accessories and modifications may be included when comprehensive or collision is purchased, depending on the state and policy.
Do not compare GEICO’s $2,000 figure directly with Progressive’s $3,000 figure without checking the policy wording. Included limits, eligible equipment, deductibles, and state availability can differ.
Dairyland: another motorcycle-focused quote
Dairyland is a motorcycle insurer worth including in a comparison, especially for riders who want a company focused on powersports coverage. It may offer coverage options and pricing that differ from the larger national carriers. Because rates depend heavily on the rider and bike, Dairyland can be cheaper for one customer and more expensive for another.
Harley-Davidson Insurance: strongest brand-specific option
Harley-Davidson Insurance is not limited to Harley-Davidson motorcycles; it says it covers virtually all makes and models, including customized motorcycles and motorcycles at least 25 years old, where available. Its policies are underwritten and claims are handled by a member of the Sentry Insurance Group rather than necessarily by Harley-Davidson itself.

What motorcycle insurance should cover
Liability insurance
Liability coverage pays for bodily injury and property damage you cause to other people. It does not repair your motorcycle and generally does not pay for your own injuries.

When comparing quotes, use the same bodily-injury and property-damage limits for every company. A state-minimum quote is not meaningfully cheaper than a higher-limit quote simply because the insurer is more competitive.
Collision coverage
Collision generally pays to repair or replace your motorcycle after a crash, subject to the policy’s deductible and settlement rules. It applies to collision damage; it does not automatically cover theft, vandalism, fire, or storm damage.
Comprehensive coverage
Comprehensive coverage generally protects against noncollision losses such as theft, fire, vandalism, falling objects, and certain weather-related damage. It usually pays the covered value of the motorcycle minus the comprehensive deductible.
If your motorcycle is stored for several months, comprehensive coverage may be especially important. Removing every form of coverage can leave you uninsured if the bike is stolen or damaged while parked.

Uninsured and underinsured motorist coverage
Uninsured/underinsured motorist coverage can help pay for injuries caused by a driver who has no insurance or not enough insurance. Depending on state law and the policy, it may also provide protection for property damage.
Motorcyclists face serious injury risks even in crashes that are not their fault. Check whether the coverage applies to the rider, the motorcycle, or both, and whether it is available at limits that match your liability coverage.
Medical payments and personal injury protection
Medical-payments coverage can pay certain medical expenses after an accident. Personal injury protection, where available, may also cover lost wages or death benefits regardless of fault. Motorcycle PIP availability and requirements vary considerably by state, so ask specifically what your policy provides.
Passenger or guest liability
Do not assume that a motorcycle liability policy gives a passenger the same protection as the policyholder. Guest-passenger liability can depend on state law and the insurer’s policy form. If you regularly carry a passenger, confirm this coverage before buying.

A standard motorcycle policy may not fully cover aftermarket exhausts, custom paint, chrome, upgraded seats, luggage, sidecars, performance parts, or other modifications. Some policies exclude them, limit them to a small amount, or settle them after depreciation.
Ask each insurer:
- What accessory and custom-parts limit is included?
- Does that limit apply per motorcycle or per claim?
- Are accessories covered only when comprehensive and collision are purchased?
- Are modifications settled at actual cash value, replacement cost, or another basis?
- Do you need to list expensive equipment individually?
Keep an inventory with photographs, serial numbers, receipts, and installation records. A $3,000 included limit will not fully protect a motorcycle carrying $12,000 in aftermarket equipment unless you purchase additional coverage.

Understand how a total loss is settled
The settlement basis can matter more than a small premium difference.

| Agreed value | You and the insurer agree on the motorcycle’s value when the policy is written, subject to the policy terms and deductible. |
Harley-Davidson Insurance states that its replacement-cost eligibility can include a new motorcycle that has not previously been owned, titled, or registered, is a current model or one year old, and was purchased within the previous 30 days. The endorsement drops off after one year. These conditions are state-specific and should be confirmed in the policy, not assumed from an advertisement.

Roadside assistance may cover towing, a flat tire, battery service, fuel delivery, or a lockout. The useful details are the limits: towing mileage, number of service calls, covered breakdowns, and whether you must use an approved provider.
Harley-Davidson Insurance advertises 24-hour roadside assistance and trip-interruption benefits for eligible breakdowns or covered losses. Other insurers may offer similar options, but the limits and qualifying events differ. If you take long trips, compare these provisions rather than selecting the cheapest roadside add-on.
How to compare motorcycle insurance quotes
- List every motorcycle and rider. Include the correct model, engine size, year, usage, annual mileage, garaging address, ownership status, and every household rider.
- Use matching liability limits. Enter the same bodily-injury and property-damage limits with every insurer.
- Match deductibles. Compare the same comprehensive and collision deductibles. A higher deductible can make a quote look cheaper while leaving you with a larger claim bill.
- Add the same optional coverage. Use identical uninsured/underinsured motorist and medical-payments or PIP limits, accessory limits, passenger-liability treatment, roadside-assistance limits, and rental-reimbursement and trip-interruption limits.
- Ask how the motorcycle is valued. Confirm whether a total loss is settled at actual cash value, replacement cost, or agreed value.
- Disclose modifications. List expensive aftermarket equipment and ask whether it must be scheduled separately.
- Check storage and seasonal rules. Ask whether the insurer offers lay-up or comprehensive-only coverage and whether changing coverages affects lender requirements or registration rules.
- Review exclusions before buying. Check passenger use, racing or track use, business use, international travel, theft-prevention requirements, and permitted operators.
Quote at least Progressive, GEICO, Dairyland, and Harley-Davidson Insurance when they are available in your state. Confirm that discounts, payment plans, coverage availability, and policy terms are actually offered where you live.

- “Full coverage covers everything.” Full coverage is not a standardized policy. The phrase usually means liability plus comprehensive and collision, but it may omit or limit accessories, passenger liability, medical payments, uninsured-motorist coverage, replacement cost, and roadside assistance.
- “The $75 advertised price is what most riders pay.” Progressive’s advertised starting price is for liability-only coverage. It is not a representative full-coverage premium.
- “My car insurance covers my motorcycle.” A standard auto policy does not automatically cover a motorcycle unless motorcycle coverage is specifically provided.
- “Comprehensive pays for crash damage.” Collision generally covers crash damage; comprehensive generally covers noncollision losses.
- “All policies cover custom parts automatically.” Aftermarket equipment may be excluded, limited, or depreciated.
- “Canceling in winter is always cheapest.” Cancellation can remove theft, fire, and vandalism protection. Seasonal or lay-up treatment may be safer, but availability varies.
- “Harley-Davidson Insurance is only for Harley motorcycles.” It says it covers virtually all makes and models, including customized motorcycles and motorcycles at least 25 years old, subject to state availability.

Is motorcycle insurance required?
Most states require at least liability insurance for street-legal motorcycles, but requirements differ. A lender can require comprehensive and collision even when state law does not. Check both your state’s rules and your financing agreement.
