The best Medicare Supplement provider is rarely a single national brand. Because same-letter Medigap policies usually have the same standardized benefits, the right choice is the local carrier that offers your chosen plan at a competitive premium with terms you have carefully verified.
There is no single best Medicare Supplement provider nationwide. In most states, a Plan G from one insurer has the same standardized core benefits as a Plan G from another. The best choice is usually the lowest-priced, well-vetted carrier selling the exact plan letter you want in your ZIP code—after you compare how it prices policies, available discounts, underwriting rules, and complaint information.

Start with the plan letter, not the brand
Medicare Supplement Insurance, commonly called Medigap, is private insurance that works alongside Original Medicare. It helps pay the beneficiary’s share of Medicare-covered Part A and Part B costs, such as deductibles, copayments, and coinsurance. You generally need both Medicare Part A and Part B before buying a policy.
It is not Medicare Advantage. You cannot have a Medigap policy and a Medicare Advantage plan at the same time. It also is not comprehensive coverage for every health expense: Medigap generally does not cover outpatient prescription drugs, long-term care, routine dental or vision care, hearing aids, eyeglasses, or private-duty nursing. Prescription coverage is generally purchased separately through Medicare Part D.

For most states, standardized Medigap plans are A–D, F, G, and K–N. The same letter has the same basic benefits regardless of carrier. Massachusetts, Minnesota, and Wisconsin use different standardization rules, so residents of those states should use their state-specific comparison materials.
That means a carrier does not have “better Plan G coverage” simply because of its name. Once you have chosen a plan letter, the provider comparison becomes a pricing, enrollment, service, and financial-vetting decision.

These are useful carriers to check, not a national ranking or a promise that each is available or competitively priced where you live. Availability, issuing company, premiums, and policy terms vary by state and sometimes by region.

| AARP Medicare Supplement Insurance Plans, insured by UnitedHealthcare Insurance Company | AARP endorses these plans; it is not the insurance company. Confirm the current quote, plan letter, underwriting rules, and issuing insurer in your state. |
| Mutual of Omaha | For its Plan G offering, the underwriting company is United World Life Insurance Company. Check the legal insurer named on your quote and its state-specific complaint record. |
| Aetna | Medigap availability varies by state and region, and issuing subsidiaries matter. Review the state-specific outline of coverage rather than relying on a national brand description. |
| Humana | Humana uses different issuing entities by state. Benefits, premiums, exclusions, and limitations depend on the policy and state terms. |
| State Farm and HealthSpring | Both appear in current editorial provider roundups, which can make them sensible quote-check candidates. A roundup is not evidence that either is best for your ZIP code or plan letter. |
A Medicare Advantage star rating, a health-plan network, or a carrier’s dental and vision products do not establish Medigap quality. Evaluate the exact Medigap legal entity and same-letter policy available in your state.

Which Medigap plan letter should you compare?
Do this before shopping companies. Your right plan depends on how much cost sharing you can accept, your budget, expected medical use, travel needs, eligibility date, and local quotes.
- Plan G: Often a starting point for people who want broad standardized benefits and are willing to pay the Part B deductible themselves.
- Plan N: Can trade a lower premium for more cost sharing. Read the details carefully: it can include office-visit and certain emergency-room copayments.
- High-deductible Plan G: A lower-premium option for people comfortable paying more before the policy begins paying. The 2026 deductible is $2,950.
- Plan K and Plan L: Have cost-sharing features and annual out-of-pocket limits. For 2026, those limits are $8,000 for Plan K and $4,000 for Plan L, after the Part B deductible.
- Plan F and Plan C: Generally unavailable to people who turned 65 on or after January 1, 2020. People eligible for Medicare before that date may have access, subject to availability and other rules.
No letter is best for everyone. Use Medicare’s official Medigap benefits chart to compare the exact cost-sharing design before collecting carrier quotes.
How to choose the best local provider
- Confirm that Original Medicare and Medigap are the right coverage structure. If you are enrolled in Medicare Advantage, you cannot also keep a Medigap policy.
- Check your enrollment timing. Your one-time Medigap Open Enrollment Period generally begins when you are 65 or older and first enrolled in Part B. It lasts six months. During that window, an insurer generally cannot deny you because of pre-existing conditions.
- Select one or two plan letters to price. Comparing a Plan G quote with a Plan N quote can be useful, but do not confuse different benefit designs with carrier differences.
- Use Medicare.gov’s Medigap policy finder with your actual ZIP code. It shows insurers selling policies locally and premium information. A national “average price” cannot make a purchase decision for you.
- Request official quotes for the same letter from several carriers. Benefits are standardized for the same letter in most states, while premiums can vary substantially.
- Compare the way each policy is priced. Ask whether it is community-rated, issue-age-rated, or attained-age-rated. The first-year premium alone does not reveal how a rate may develop over time.
- Compare discounts by their actual terms. Ask about household, non-smoker, electronic-funds-transfer, and other discounts; whether you qualify; whether the discount can change; and what premium applies if it ends.
- Confirm underwriting and switching rules before you cancel anything. Outside protected enrollment situations, medical underwriting may apply. You may be unable to buy the policy you want, may pay more, or may be declined.
- Vet the exact legal insurer. Use the NAIC Consumer Insurance Search and your state insurance department to review complaints, financial information, and direct premiums by state, company, and insurance type. Complaint data is a useful signal, not a stand-alone verdict.
- Read the complete Outline of Coverage and keep a record of the quote. Verify the plan letter, monthly premium, discounts, limitations, effective date, and issuing company before applying.
Ask every carrier these same questions
- What is the exact legal insurance company issuing this policy?
- What plan letter and, if applicable, deductible version am I being quoted?
- What is my monthly premium today, and what pricing method does the policy use?
- Which discounts are included, what are their terms, and can they expire or change?
- Does medical underwriting apply to me? If so, what information and outcomes should I expect?
- What is the carrier’s available rate-history information for this block of business?
- Can I review the complete state-specific Outline of Coverage before I apply?
- What is the free-look or cancellation process in my state, and should I keep existing coverage until the new policy is active?
Enrollment mistakes that can be expensive
Do not confuse the annual fall Medicare Open Enrollment period with Medigap Open Enrollment. The key federal Medigap enrollment window is generally the one-time six-month period tied to being 65 or older and first having Part B. Missing it can materially reduce your options.
Guaranteed-issue rights can protect you in limited circumstances, including certain losses or changes of other coverage. State law may create additional protections. Those rules are situation-specific, so do not assume you can freely change Medigap insurers later without underwriting.

A practical decision rule
After narrowing the choice to the same plan letter, choose the carrier that offers the strongest combination of:
- a competitive premium for your ZIP code and eligibility profile;
- a pricing method and discount structure you understand;
- an acceptable complaint and financial-information profile for the exact legal insurer;
- clear policy documents and a workable enrollment path; and
- no unnecessary loss of guaranteed-issue protection or existing coverage.
If two same-letter policies are otherwise comparable, paying more merely for a familiar national name may not buy richer standardized core benefits. Conversely, the lowest introductory quote is not automatically the best long-term choice if it relies on a fragile discount, uses a pricing structure you have not considered, or comes from a carrier you have not independently vetted.

If you encounter an article, agent, or quote service that earns referral fees or commissions, that relationship should be disclosed clearly. A neutral recommendation should still be the same: compare official quotes for the same standardized letter in your state, then validate the legal insurer and policy terms.

- It cannot mean one insurer offers richer standardized Plan G benefits than another in the same state.
- It cannot mean the cheapest first-year quote always wins.
- It cannot mean Medigap includes prescription drugs, routine dental, routine vision, or long-term care.
- It cannot mean you can buy any Medigap policy during every fall enrollment season.
- It cannot mean AARP itself is the insurer of AARP-endorsed Medicare Supplement plans.
Carrier availability and pricing can change. Before applying, refresh your local comparison using Medicare.gov, obtain current official quotes, and confirm the state-specific documents from the insurer.

Should I always choose the cheapest Medigap quote?
Not necessarily. A lower initial premium may be worthwhile, but compare the pricing method, discount terms, underwriting requirements, policy documents, and complaint information for the exact legal insurer before deciding.
When is the best time to buy Medigap?
The federal Medigap Open Enrollment Period is generally a one-time six-month window beginning when you are 65 or older and first enrolled in Part B. It is separate from annual fall Medicare Open Enrollment.
Can married couples share one Medicare Supplement policy?
No. Each spouse needs a separate Medigap policy, even when both choose the same insurer and plan letter.
The Bottom Line
Bottom line: Choose your Medigap letter first, then compare multiple official same-letter quotes in your ZIP code. The best provider is usually the competitively priced local legal insurer whose pricing method, discounts, underwriting terms, and complaint profile you have verified—not a universal brand winner.
