There is no objectively best Layer 1 blockchain for every person or application. The right choice depends on what you need: a particular smart-contract environment, a fee model you can work with, a scaling approach, or a network structure suited to your application. Ethereum, Cardano, Polkadot and Avalanche offer distinct design tradeoffs; the available evidence does not support ranking them by current adoption, performance, decentralization or investment potential.
What is a Layer 1 blockchain?
A Layer 1 (L1) is a foundational blockchain that records transactions and state under its own consensus rules. It may also provide an environment for executing smart contracts. The European Banking Authority’s overview gives Ethereum, BNB Chain, Polkadot, Avalanche, Cardano and Solana as examples of L1 networks.
Layer 1 and Layer 2 (L2) are not interchangeable labels. Ethereum documentation describes rollups as systems that batch user transactions and anchor data or results to Ethereum mainnet. Rollup designs differ, so a network’s fee, security and technical tradeoffs should not be inferred from the word “L2” alone.
How to compare Layer 1 crypto projects
Start with the job you need the network to do, then compare the design choices that affect that job. A network’s architecture can explain how it is intended to work; by itself, it does not establish how widely it is used, how decentralized it is, how secure it is in practice or whether its token is a good investment.

- Security and consensus: Identify how the network reaches agreement and what participation requires. Do not treat a consensus label as a complete measure of security.
- Execution environment: Check whether the network’s smart-contract and transaction model fits the application you intend to use or build.
- Fees: Compare how a transaction’s cost is determined and how demand may affect it. A formula or fee design is not proof that the network is always cheaper.
- Scaling: Establish whether capacity comes from the base chain, connected chains or a combination, and what that means for users and applications.
- Governance and interoperability: Understand who can change network rules and how the network coordinates with other chains, if that matters to your use case.
- Application fit: Verify that the specific wallets, applications, assets and development tools you need are supported on the exact network you plan to use.
How four notable Layer 1 networks differ
This is a comparison of documented design properties, not a performance league table. It does not establish a universal winner or a current ranking by fees, usage or investment quality.

Ethereum: distinguish using the network from validating it
Ethereum documentation says proof of stake replaced proof of work in 2022. Validators stake ETH and perform block proposal and validation tasks. An individual solo validator requires a 32 ETH deposit and three software components; this is a validator requirement, not a minimum balance needed to use Ethereum.

For ordinary users, the more relevant choice may be where a transaction takes place. Ethereum mainnet fees can rise when demand is high, and transactions can become slower. Rollups batch transactions and anchor data or results to mainnet, which can reduce user fees and congestion. The exact costs and security details vary by rollup, so do not assume a fixed fee or throughput from the L1/L2 label.
Which Layer 1 has the lowest fees?
The available design information does not establish a current, comparable lowest-fee network. Cardano’s documented formula and Polkadot’s fee components explain how costs are calculated; they do not show what a matched set of transactions would cost across chains at the same time. Ethereum’s documentation notes that demand affects mainnet fees.

For a useful comparison, identify the exact transaction and network first, then check the fee shown by the relevant wallet or application when you are ready to transact. Separate base-chain fees from any application, bridge or L2 charges, and remember that the displayed cost can change with network conditions.
Which blockchain should you use or build on?
- Write down the use case. Specify the transactions, smart-contract functions and user experience the application needs.
- Choose the relevant design criteria. Decide whether execution environment, fee behavior, scaling, shared security, customization or interoperability matters most.
- Check the exact network and application. Confirm that the assets, wallets, tooling and services required are available on that chain or L2, rather than assuming support from a familiar brand name.
- Compare costs and operational requirements for that use. A validator’s stake and software setup are different from the requirements for someone sending a transaction or using an application.
- Recheck live conditions before acting. Fees, supported services and market conditions can change. A design comparison is not a substitute for current network data.
Does “best Layer 1” mean best crypto investment?
No. A protocol’s design does not establish the future return, fair value or risk of its token. The documented comparisons here concern network architecture and fee logic, not investment outcomes. Treat a decision to use a blockchain separately from a decision to buy or hold its crypto asset, and assess financial risk independently.
