GPS fleet tracking software can help reduce unauthorized use, improve dispatching, document service visits, and identify fuel or maintenance problems. The cheapest monthly subscription is not necessarily the cheapest system to own: hardware, installation, cameras, ELD compliance, contract terms, and fleet size can change the total cost substantially.

There is no single best platform for every fleet. Samsara is a strong all-in-one choice; Geotab suits fleets that need customization and integrations; and Motive is a good fit for safety- and ELD-heavy trucking operations. Small businesses comparing published prices can look at Azuga and Linxup.

Its ELD connects to the vehicle engine through the OBD port. Samsara says its ELD is FMCSA-registered and third-party certified for use in the United States and Canada.

Best fit: A business that wants one vendor for location data, driver safety, compliance, maintenance, cameras, and dispatch.

Financial caution: Samsara uses quote-based pricing. Ask for separate line items for software, hardware, cameras, installation, implementation, replacement equipment, and the minimum contract term. A broad feature set can be valuable, but it may also mean paying for modules a small fleet will never use.

Geotab: best for enterprise fleets and integrations

Geotab is a strong option when a business has mixed vehicle brands, existing telematics devices, or a substantial need for custom reporting and integrations. MyGeotab can combine data from Geotab GO devices, OEM-embedded telematics, and supported third-party hardware.

Geotab also provides privacy controls. Its Restricted Data Mode can prevent MyGeotab from storing GPS coordinates and/or GPS speed. When enabled, GPS-based positions, trips, speed profiles, and related exceptions may be unavailable.

Best fit: Large or technically sophisticated fleets, especially those that need data governance, OEM connections, or a broad integration ecosystem.

Financial caution: Geotab pricing is generally quote- or reseller-based. Compare the cost of new devices against the value of reusing existing hardware. Also verify which reports and integrations are included in the selected subscription rather than assuming every MyGeotab capability is part of the base price.

Motive: best for safety and ELD-heavy operations

Motive combines real-time and historical location data with traffic and weather overlays, geofences, trip playback, driver and asset pairing, proof-of-delivery workflows, speed and idling alerts, and mobile fleet monitoring.

Its Vehicle Gateway serves as an FMCSA-registered ELD for regulated U.S. and Canadian fleets. The gateway works with the Motive Driver App and Fleet Dashboard and supplies GPS, vehicle-health, and compliance information.

A detail worth testing before rollout: Motive considers a vehicle “In Motion” when it detects movement above 5 mph. If a driver is not connected to the Driver App, driving can be recorded under an unidentified-driver profile and later require assignment or acceptance.

Best fit: Trucking and other regulated fleets where hours of service, driver identification, safety events, and coaching affect operating costs.

Financial caution: An unidentified trip can create administrative work and undermine compliance reporting. During a pilot, test shared vehicles, driver changes, offline operation, vehicle pairing, and the process for assigning an unidentified trip.

Verizon Connect: best for complex operations and asset tracking

Verizon Connect provides near-real-time location, driver-behavior monitoring, dashboards, historical replays, fuel reporting, maintenance alerts, dispatch and routing, ELD/DVIR/HOS workflows, dashcams, and tracking for powered or non-powered assets.

It is especially relevant to field-service companies, construction fleets, utilities, and businesses managing both vehicles and equipment. The online Reveal offering requires at least five tracking units. Those units can be a combination of vehicle, powered-asset, and non-powered-asset trackers.

Azuga lists its BasicFleet plan at $25 per vehicle per month. The plan includes GPS tracking, alerts and notifications, driver scores, driver rewards, reports, TrackMe, scheduled maintenance, and geofencing.

Its SafeFleet plan is listed at $30 per vehicle per month. It adds features such as SpeedSafe, distracted-driving and panic alerts, vehicle diagnostics, fuel-card integration, API integration, messaging, and enhanced vehicle data.

Best fit: Small and midsize fleets that want driver scoring, rewards, GPS tracking, and a publicly visible starting price.

Financial caution: The displayed rates do not necessarily include cameras, hardware, installation, or every integration. Confirm the exact tracker model, location-update frequency, activation costs, and contract terms before comparing Azuga with a quote-based provider.

Linxup: best for straightforward small-business deployment

Use the monthly subscription as one input, not as the total cost of ownership. A more realistic calculation includes subscriptions, hardware, installation, implementation, cameras, ELDs, sensors, taxes, and fees.

Then compare the result with measurable savings: reduced unauthorized mileage, fewer missed appointments, lower idle time, improved vehicle utilization, fewer theft losses, and avoided compliance penalties. Do not count vague “visibility” as savings unless someone has a documented process for acting on the data.

How to choose a fleet tracking system

  1. Define the operating problem. Decide whether the primary goal is theft recovery, dispatch, fuel control, maintenance, safety, ELD compliance, customer proof of service, or equipment visibility.
  2. Count every tracked unit. Include trucks, vans, trailers, generators, heavy equipment, and other assets. A platform with a five-unit minimum may be economical for a mixed fleet but impractical for a two-van business.
  3. Confirm ELD requirements. A GPS tracker can show where a vehicle traveled without meeting HOS or ELD rules. Check the exact device and software against the FMCSA registered-device list.
  4. Check hardware compatibility. Ask about OBD, J1939/J1708, J-Bus, 9-pin, wired, battery-powered, reefer, temperature, and door sensors for the actual vehicles and assets.
  5. Test driver identification. Use shared vehicles and driver changes during the trial. Review how the system handles an unassigned driver, a disconnected app, and an offline trip.
  6. Measure the tracking interval. Get the normal reporting frequency while moving, stopped, underground, outside cellular coverage, and with the ignition off. “Real-time” is not a sufficiently precise specification.
  7. Confirm cellular compatibility. Choose new hardware with 4G LTE or newer connectivity and check carrier coverage in the fleet’s operating regions; do not assume legacy 3G hardware will remain supported.
  8. Review privacy and retention policies. Establish whether tracking continues during personal use, who can see location history, how long records are retained, and how employees are notified.
  9. Verify integrations. Confirm that accounting, dispatch, maintenance, fuel-card, payroll, TMS, API, and customer-notification integrations are available in the quoted tier.
  10. Read the exit terms. Ask about early termination, device returns, replacement hardware, warranty, activation, installation, data export, and the cost of removing equipment.

Common failure modes that affect the budget

  • 3G-only hardware stops reporting. The account may still be active while an obsolete tracker has lost network support. New installations should use 4G LTE or newer connectivity and should be checked against carrier coverage in the fleet’s operating regions.
  • GPS and ELD are treated as the same product. Buying the cheaper location-tracking subscription does not automatically satisfy HOS requirements.
  • Unidentified trips accumulate. Drivers who are not connected to the app or vehicle may produce trips that managers must later review and assign.
  • Cellular gaps delay live visibility. A device may store some information locally, but the portal cannot display live data without a connection. Ask each vendor how long it stores data offline and how synchronization works.
  • GPS drift triggers false geofence alerts. Vehicles near a property boundary can appear to enter or leave. Larger geofences, dwell-time rules, and arrival verification are more reliable than one GPS point.
  • Privacy settings hide expected records. In Geotab, Restricted Data Mode can intentionally remove positions, trips, speed profiles, and GPS-based exceptions. Check configuration before replacing hardware.
  • “Free” hardware requires a long contract. Linxup’s listed free tracker offer is tied to a three-year contract, while month-to-month hardware has a charge. Compare the total commitment, not just the upfront price.

What to ask for in a quote

Request an itemized quote that states the number and type of trackers, monthly fee per unit, one-time hardware cost, installation, activation, implementation, cameras, ELDs, sensors, taxes, minimum term, renewal terms, cancellation fee, replacement policy, and data-export options.

Also request a written service description for the exact hardware: reporting interval, offline-storage period, battery backup, cellular network, supported vehicle ports, and expected behavior when ignition or cellular service is unavailable. Those details determine whether the system will work in garages, rural areas, construction sites, and mixed-use vehicles—not merely during a sales demonstration.

What is the cheapest GPS fleet tracking software?

Azuga and Linxup both publish GPS-tracking prices of $25 per vehicle per month. That is not necessarily the lowest total cost because hardware, installation, cameras, ELDs, integrations, taxes, and contract terms may be additional.

Does GPS fleet tracking satisfy ELD requirements?
