The best burial insurance is the policy that fits your state, health, budget and coverage needs—not a universal top-ranked plan. Burial insurance, also called final expense insurance, is life insurance intended to help with funeral and other end-of-life costs. Its death benefit is generally paid to the beneficiaries you name, who can use it for expenses of their choosing.
What burial insurance is—and what it covers
Burial insurance is a marketing term for a relatively small life insurance policy. NerdWallet reports typical coverage limits of $1,000 to $50,000, though available amounts and eligibility depend on the insurer, policy form, applicant and state. That range is not a promise that any particular applicant can buy any listed amount. NerdWallet’s burial insurance comparison describes its reported range and provider findings.
Because it is life insurance, the benefit is ordinarily paid to the named beneficiary rather than restricted to funeral bills. The beneficiary can use the money for funeral costs, outstanding bills or other needs, subject to the policy’s terms. It is not automatically a prepaid funeral contract, and the insurer generally does not direct how beneficiaries spend the proceeds. The National Association of Insurance Commissioners (NAIC) explains that life policies pay money to named beneficiaries in its life insurance consumer guidance.
Burial insurance vs. final expense insurance
“Burial insurance” and “final expense insurance” are commonly used for this kind of small life insurance coverage. The label alone does not establish the policy’s guarantees, payout restrictions or eligibility rules. Check the actual policy form and contract rather than relying on the product name.

Which insurers are worth comparing?
Published rankings differ because publishers use different criteria, and a company-level rating is not the same as an evaluation of a specific policy. How to compare final expense policies
Compare the contract and the cost together. A low initial premium or easy application may not suit you if the benefit is restricted at first, the coverage amount is inadequate or the policy is unavailable where you live.
- State licensing and availability: Check that the insurer and agent are licensed in your state and that the policy form is offered there. The NAIC directs consumers to their state insurance department for information about licensed companies and agents.
- Benefit and timing: Ask what death benefit is guaranteed, when the full benefit begins, and what the beneficiary receives if death occurs before then. Read any graded-benefit, waiting-period or exclusion wording in the proposed contract.
- Premium and payment terms: Compare monthly and annual premiums, how long payments are required, and whether the premium can change. Make sure the amount fits your budget over the period you expect to keep the coverage.
- Eligibility: Check the policy’s issue-age limits, state restrictions, health questions and any medical-exam requirement.
- Riders and exclusions: Identify which riders are included or cost extra, what exclusions apply and what happens if you stop paying or cancel.
- Coverage you already have: Review existing life insurance and other funds available for final expenses before buying. The NAIC cautions against dropping an existing policy before replacement coverage is in place.

Choose between simplified issue and guaranteed issue
Application and benefit restrictions vary by insurer and policy. In the products MoneyGeek reviewed, simplified-issue coverage asks health questions but generally does not require a medical exam. Guaranteed-issue coverage may skip both health questions and an exam, but can cost more and may limit the benefit during an initial period. Those descriptions are not universal rules; the proposed contract controls.

This route may suit applicants willing to answer health questions in exchange for a policy that does not require a medical exam. Health answers can affect eligibility or the offer, so review the application carefully and answer accurately.

Guaranteed issue
MoneyGeek reports a two-year waiting period for the guaranteed-issue products in its comparison. For those products, death during that period results in a refund of premiums paid rather than the full benefit. Other policies or state forms may differ. Before applying, ask the insurer to show exactly how the benefit works during any graded period, including the amount payable and any applicable exceptions.

NAIC distinguishes term life insurance, which covers a specified period and generally has lower premiums early on, from cash-value insurance such as whole life, which can remain in force for life and may build cash value. The final expense products in the cited comparisons are presented as permanent whole-life coverage, but the product label does not establish a particular policy’s guarantees. Verify the policy form, duration, premium terms and any cash-value provisions in the contract.

If you already have sufficient life insurance or another practical way to meet your final-expense needs, a separate policy may be unnecessary. Compare the additional premium with the benefit and terms rather than buying solely because a policy is marketed as burial insurance.
