U.S. Treasury Secretary Scott Bessent said Iran loaded zero crude oil onto tankers in September 2026. The figure is his claim, reproduced in a Moneycontrol report—not an independently verified loading total in the sources available here. Treasury sanctions announcements describe enforcement actions but do not establish how much crude Iran loaded that month.
Did Iran really load no oil onto tankers last month?
The clearest date-specific account is Moneycontrol’s October 6, 2026 report. It says Bessent posted on October 5 that “Iran loaded zero crude oil onto tankers last month,” in a statement about what he called the results of “Operation Economic Outcast.” In that wording, “last month” refers to September 2026.
Moneycontrol reproduced a longer statement attributed to Bessent: “Operation Economic Outcast is delivering results: the rial has plunged to record lows, Iran loaded zero crude oil onto tankers last month, and even Iran’s top security official has admitted the country is facing one of the most difficult periods in its history. The Iranian regime allows its own people to suffer while it pours resources into terrorism. Operation Economic Outcast will not stop until the Iranian regime understands that the Trump Administration will never allow the regime to fund terrorism and develop a nuclear weapon.” This is a political statement by the Treasury secretary, not a published statistical series.
Benzinga published a separate report on October 2, 2026, attributing a zero-loading statement to Bessent and dating it to Thursday. It quoted him as saying, “Iran loaded ZERO crude oil onto tankers in September,” and reported that he provided no additional details. The reports differ in publication date and wording; they should not be treated as one identical post.

What did Bessent mean by zero crude loadings?
The claim is specifically about crude oil loaded onto tankers during September. It is not, by itself, a verified count of all Iranian oil exports or refined petroleum products. Nor does a September loading necessarily mean a delivery or sale also occurred in September.
The sources cited here do not include a primary vessel-tracking dataset or an independent estimate of September 2026 loadings. They therefore corroborate that Bessent made the claim, but do not independently establish that the actual number of crude loadings was zero.

What Treasury’s sanctions records do—and do not—show
July action against a shipping network
On July 14, 2026, the U.S. Treasury said it was taking action against more than 50 individuals, entities, and vessels connected to Mohammad Hossein Shamkhani’s shipping network. Treasury characterized the network as a major force behind Iran’s oil exports. The announcement documents an enforcement action and the department’s assessment of the network; it does not report September loading totals. Treasury’s July 14 release also quoted Bessent saying, “The Iranian regime survives on deception, and the Shamkhani network is one of its most profitable engines.”
Licenses and changing authorizations
OFAC explains that the Iran sanctions program draws on multiple legal authorities, and that general licenses authorize the activities they describe for U.S. persons without an individual application. OFAC’s Iran sanctions program page is a starting point for the program’s framework, not evidence of tanker activity.

Treasury’s July 7, 2026 notice says General License X was revoked and replaced by X1, described as a revocation and wind-down of an earlier authorization concerning production, delivery, and sale of Iranian-origin crude oil and petroleum products. The notice does not establish that all oil movements stopped, and it does not provide September shipment data. The notice and license information should be read with their dates and scope; legal permissions can change.

Testing the zero-loading claim would require independent, dated estimates or vessel and terminal evidence covering the relevant September period. A useful assessment would state how it identifies loadings, distinguishes crude from other petroleum products, and handles ship-to-ship transfers. An estimate of exports delivered or sold is not automatically comparable to a count of crude loaded onto tankers.
