Belgravia Leisure took over management of Fremantle Public Golf Course on 1 June 2024. The operator then announced a $19 million transformation; by 2026, later project material described the development as a $22 million project. Construction is underway, the City says the existing nine-hole course will remain open, and LaunchPad Golf Fremantle is expected to open in May 2027.
When did Belgravia Leisure take over the course?
The City of Fremantle sought an operator through an expression-of-interest process in 2023 and identified Belgravia Leisure as its preferred applicant. Belgravia says its management transition took effect on 1 June 2024. The available announcements establish that transition date, but not the exact date the lease was executed. Belgravia Leisure’s 2024 announcement gives the handover date.
City business-plan materials described public-interest priorities for the proposed lease: affordability and accessibility, community use, parking, and management of potential night-time impacts. These were stated priorities for the arrangement, rather than proof of particular outcomes. The City’s February 2024 council materials set out those considerations.
Why is the project described as both $19 million and $22 million?
Belgravia’s July 2024 announcement called the proposed transformation a $19 million project and said the City would contribute $3.2 million in grant funding. Later, the course’s project material described LaunchPad Golf Fremantle as a $22 million development. The City’s April 2026 construction announcement also confirmed a $3.2 million contribution toward capital works at the public course.

The sources do not explain the difference between the $19 million and $22 million figures, so they should be treated as figures reported at different times, not as a reconciled final cost. The $19 million figure is from Belgravia Leisure’s July 2024 announcement; the later $22 million figure appears in Fremantle Public Golf Course project material.
What is being built?
The proposal adds a multi-level, entertainment-style driving range alongside the traditional public golf course, with public-facing amenities. Belgravia’s 2024 description specified a 40-suite range with bookable time, unlimited balls and ball-tracking technology. It also included a clubhouse, retail space, a food and beverage venue, and LaunchPad Golf. These are announced project features, not confirmation that construction is complete.

Can you still play during construction?
Yes. The City said the existing nine-hole course would remain open while construction takes place. Fremantle Public Golf Course describes itself as a public nine-hole course beside Booyeembarra Park, welcoming golfers of all skill levels. Its website lists regular hours of 6 a.m. to 6 p.m., extending to 7 p.m. in summer, as well as practice facilities and a pro shop. Check the course website for current hours and any changes before travelling.

When is LaunchPad Golf Fremantle expected to open?
The City of Fremantle’s April 2026 announcement gives May 2027 as the expected opening date for LaunchPad Golf Fremantle. This is a forecast, not a confirmed opening day; check the City or course website for updates closer to the date.

Mayor Ben Lawver said the City was focused on keeping participation and use “safe and affordable” while remaining inclusive to the public. Belgravia representative Douglas Bailey described the development as a way to make golf more accessible, social and engaging for a wider audience. Those are stated aims; detailed pricing and access arrangements for the new range have not been provided in the cited announcements.
