China did not launch one nationwide semiconductor subsidy under this measure. Beijing introduced a municipal package in April 2024 to encourage domestic AI-chip servers, intelligent-computing services and related infrastructure. The policy offers eligible projects support of up to 10% of qualifying domestic intelligent-computing-chip server purchases, capped at RMB10 million per project. A separate Beijing Economic-Technological Development Area program provides annual computing-power vouchers worth RMB100 million in total.
The initiative supports China’s broader effort to reduce reliance on foreign technology amid U.S. export controls. But it should be understood as a demand-side AI-computing and infrastructure policy—not proof that China has solved advanced-chip manufacturing or achieved technological independence.

What Beijing announced
On April 24, 2024, the Beijing Municipal Bureau of Economy and Information Technology and the Beijing Communications Administration issued the Computing Infrastructure Construction Implementation Plan (2024–2027).
The plan focuses on expanding intelligent-computing infrastructure, improving access to computing power for artificial-intelligence workloads, deploying domestic GPUs and strengthening the surrounding hardware-and-software ecosystem. Its stated objective is to move toward autonomous and controllable intelligent-computing hardware and software by 2027.

That geographic scope matters. The announcement concerns Beijing’s municipal policies and does not establish a single subsidy available to every Chinese semiconductor company or every chip project nationwide.
How the support works
The clearest financial incentive appears in related rules for the Beijing Economic-Technological Development Area. Eligible cloud-service companies that purchase qualifying domestic intelligent-computing-chip servers can receive:
- Up to 10% of the eligible purchase-contract amount;
- A maximum of RMB10 million per project; and
- Potential requirements to deploy the equipment and provide computing services through the local computing-power scheduling platform.
The rules are not written as a blanket cash payment to all chip designers, semiconductor manufacturers or hardware buyers. Eligibility can depend on the applicant, the type of equipment, the investment, service arrangements, platform access, accounting records and other local implementation conditions. Companies should therefore treat the headline percentage as a maximum, not an automatic reimbursement.

The development area’s AI-native industry policy took effect on March 28, 2024 and is scheduled to run through March 31, 2027, subject to policy changes.
Computing vouchers add a second incentive
The same development-area policy establishes an annual computing-power voucher pool of RMB100 million. These vouchers help companies rent qualifying AI-computing capacity rather than purchase servers outright.

| Non-domestic AI computing | Up to 30% of settlement cost |
| Domestic AI computing | Up to 40% of settlement cost |
Voucher support is capped at RMB20 million per company per year. The RMB100 million figure is the annual voucher allocation under this specific local program. It is not the total value of China’s semiconductor support, nor does it represent a national industry-wide subsidy.
Who may benefit?
The direct beneficiaries are most likely to include:
- Cloud-service companies buying domestic AI-chip servers;
- Operators deploying autonomous or controllable GPU systems;
- Companies renting qualifying computing power through local voucher programs;
- Domestic AI-chip and server suppliers;
- Systems integrators and cloud-computing providers; and
- AI developers that gain access to subsidized computing capacity.
The policy may also create indirect benefits for model developers, software companies and data-center operators. More domestic hardware in cloud platforms can give developers an incentive to port models, libraries and tools to alternative chip architectures.
Why the U.S. restrictions matter
U.S. export controls have limited China’s access to certain advanced AI processors and semiconductor-manufacturing technologies. Those restrictions increase the value of domestic alternatives, not only at the chip level but across servers, software, networking, cloud services and model-development tools.
Beijing’s official documents emphasize computing infrastructure, AI development, supply security and autonomous systems. They do not describe the subsidy simply as retaliation against the United States. A more accurate interpretation is that the program is consistent with China’s wider effort to reduce dependence on foreign technology while expanding domestic AI capacity.

Is this a semiconductor-manufacturing subsidy?
Only indirectly. The measures most directly support:
- Domestic GPU deployment;
- Purchases of domestic AI-chip servers;
- AI-computing services;
- Large-model training and inference; and
- Local hardware-and-software integration.
They do not amount to one national fund covering every part of semiconductor manufacturing, including wafer fabrication, lithography equipment, memory, packaging, materials and chip design. A company using a domestic GPU may still depend on imported manufacturing equipment, memory, networking components, packaging technology or software.
What “self-reliance” does—and does not—mean
Beijing’s 2027 objective is a policy target for greater autonomy and controllability in intelligent-computing hardware and software. It is not evidence that complete technological independence will be achieved by that date.
“Domestic” can refer to different layers of the technology stack:

- Manufacturing and process technology;
- Memory;
- Advanced packaging;
- Servers and networking;
- Operating systems and drivers;
- Compilers and development tools; and
- Cloud deployment and AI applications.
Progress in one layer does not establish independence across all the others. A domestic server purchase can strengthen local demand while leaving substantial upstream or software dependencies unresolved.
Can subsidies make domestic GPUs competitive?
Subsidies can reduce the financial risk of switching hardware and help domestic vendors secure initial customers. Computing vouchers may be even more important because they create opportunities for domestic chips to run real workloads rather than remain confined to demonstrations.
However, lower purchase or rental costs do not automatically solve several technical and commercial barriers:
- Performance per watt: Data centers must account for electricity, cooling and rack capacity, not just acquisition price.
- Memory and interconnects: Large-model workloads depend heavily on memory bandwidth and communication between processors.
- Software maturity: Developers may need to rewrite code if drivers, compilers or libraries are not compatible with established frameworks.
- Reliability at scale: Training large models requires stable operation across many accelerators.
- Manufacturing constraints: Subsidized demand cannot by itself create unrestricted access to advanced fabrication equipment or materials.
- Data-center economics: A supported facility still needs sustained, commercially valuable workloads.
The policy documents establish incentives and goals. They do not demonstrate that domestic GPUs match leading foreign products or that the supported projects will be commercially successful.

Risks and limitations
Artificial demand and overcapacity
Companies may buy eligible equipment because subsidies make the transaction attractive, even when utilization or performance is not yet economically compelling. That can produce underused computing centers, duplicated infrastructure or procurement decisions driven more by subsidy eligibility than workload requirements.

Local-government fragmentation
Beijing’s approach may influence other regions, but local programs are not automatically interchangeable. Different cities and provinces can create overlapping eligibility rules, competing computing centers and inconsistent support mechanisms.
Subsidy dependence
If customers rely on continuing reimbursement, demand may weaken when funding changes. A durable domestic ecosystem ultimately needs competitive performance, software compatibility, reliable supply and customers willing to pay without exceptional support.
Strict eligibility conditions
Not every domestic AI-chip purchase necessarily qualifies. Applicants may need to meet requirements involving the type of server, the location of deployment, platform placement, service provision, documentation, settlement costs and non-duplication of other support. Higher-level national or Beijing rules may also lead to adjustments.

How to read the headline accurately
The contemporary description that China “rolled out a subsidy scheme to boost the domestic semiconductor industry and counter U.S. restrictions” captures the strategic backdrop but overstates the policy’s scope.
A precise description is:
Beijing introduced targeted subsidies and computing vouchers to encourage domestic AI-chip purchases and use, reinforcing China’s effort to build a more autonomous computing stack amid U.S. export controls.
That wording identifies the location, the technology being supported and the difference between an AI-infrastructure incentive and a comprehensive semiconductor-manufacturing program.
