In August 2026, commercial cattle slaughter was down 4% year over year and beef production was down 2%, while retail beef and veal prices were 5.9% higher than in August 2025. That is a squeeze from both sides for shoppers: reduced supply has not yet translated into lower grocery prices.
Why are beef prices high if fewer cattle are being processed?
Fewer animals entering slaughter generally means less beef available, which can put upward pressure on prices. The latest U.S. Department of Agriculture (USDA) figures show that pattern: slaughter and production were both below year-earlier levels in August 2026. But the path from a live animal to a grocery-store price includes several stages, so a drop in slaughter does not dictate an immediate or equal change at retail.
USDA’s Economic Research Service (ERS) described fed-cattle slaughter as historically low and lowered its beef production forecasts for 2026 and 2027. The Associated Press, citing USDA, reported that the U.S. cattle herd was estimated at 86.2 million head on January 1, 2026, the lowest level in 75 years. This herd estimate is contextual reporting by AP; the primary USDA herd report is not linked here.
Weight also matters. Commercial cattle averaged 1,441 pounds live in August 2026, 28 pounds more than a year earlier. Heavier animals partly offset the effect of fewer cattle on total beef output.

How much have slaughter and beef production fallen?
The latest monthly comparison in USDA’s September 24, 2026 Livestock Slaughter report covers August 2026, not October. It shows both the monthly and year-to-date declines:

The larger year-to-date declines show why a single month can understate the cumulative supply contraction. They also show that slaughter head count and pounds produced do not move in lockstep: fewer cattle were slaughtered, but higher average live weights helped moderate the drop in production.

Are beef prices still at record highs?
“Record high” depends on which price series is meant. USDA ERS’s August 2026 price summary reports that retail beef and veal prices fell 0.6% from July but were 5.9% above August 2025. The monthly decline means prices eased slightly; the year-over-year rise means they remained substantially higher than a year earlier. Neither figure alone establishes a new retail record.
A separate USDA price measure did reach a record: the weekly five-area slaughter-steer price was $262.85 per hundredweight for the week ending May 15, 2026, an all-time high for that series, according to the agency’s June outlook. This is a farm/market price paid for slaughter steers, not the price consumers pay per pound at a supermarket. The five-area region covers Texas/Oklahoma/New Mexico, Kansas, Nebraska, Colorado, and Iowa/Minnesota.

AP also reported that federal statistics showed record retail prices of $6.90 per pound for ground beef in May 2026 and $13.06 per pound for uncooked steak in July 2026. Those reported figures refer to specific products and months; they should not be confused with the broader ERS beef-and-veal price index.
What is happening at the farm, wholesale, and retail stages?
Prices across the beef supply chain can move in different directions at the same time. ERS’s August 2026 summary showed farm-level cattle prices 3.9% below August 2025, wholesale beef prices 3.1% above August 2025, and retail beef and veal prices 5.9% above August 2025. Wholesale prices fell month over month, as did retail prices; cattle prices had also declined from their spring highs.

These measures describe different markets and units: cattle are priced by the hundredweight, while consumers encounter retail products priced by the pound. Changes do not necessarily pass through immediately or proportionally from one stage to the next. The August figures illustrate that lag and divergence: farm prices were lower year over year, yet retail prices were higher.

USDA ERS forecast beef and veal prices to increase 9.4% in 2026, with a forecast interval of 7.4% to 11.6%. This is an annual forecast, not a promise that prices will rise every month or a prediction of the exact price a shopper will pay. ERS’s September 18 outlook also lowered beef production forecasts for 2026 and 2027 amid historically low fed-cattle slaughter.

One possible supply change is the phased reopening of a crossing for Mexican cattle. AP reported on August 24, 2026, that restoring traditional import levels would take months. Oklahoma State University agricultural economist Derrell Peel told AP, “I don’t expect to see any measurable impact on cattle prices or beef prices soon.” That is Peel’s assessment as reported by AP, not a USDA forecast.
There is no established date in the available figures for when grocery-store beef prices will fall. The near-term outlook depends on supply and on how price changes travel through the farm, wholesale, and retail markets; a decline in one stage does not guarantee an immediate decline at another.
Why lower slaughter does not prove a processing-plant capacity problem
The USDA data measure the number of cattle slaughtered and pounds of beef produced; they do not establish a national plant-capacity utilization rate or show that plant closures caused the decline. The figures support a tight-supply explanation, not a specific claim about processing capacity.
A June 30, 2026 USDA announcement of support for qualifying small- and mid-size processors said eligible businesses faced increased cattle acquisition costs amid abnormally low U.S. cattle numbers and other market conditions. The announcement also stated that four companies control nearly 85% of the beef processing market. That is useful context on industry structure, but it is not an independent analysis proving that processor concentration caused current retail prices.
