The Metro Outer Development Assessment Panel approved the proposed Banksia Grove Village redevelopment in April 2025, according to PerthNow. The application describes an estimated $22 million, three-stage project at 1001 Joondalup Drive, but the available reports do not establish that construction has begun, when it might finish or which businesses will occupy the proposed spaces.
What the approved redevelopment proposes
The application report describes a pedestrian-focused promenade and plaza intended to add retail, food and community amenities to Banksia Grove Village, which serves Banksia Grove, Carramar and Tapping, about 27 kilometres north of Perth CBD, according to PerthNow.
- Six tenancies intended for alfresco dining and specialty retail, including a café described in PerthNow’s account of the approved plan.
- A tavern and drive-through liquor store.
- Three fast-food outlets and a swim school.
- Additional parking, shade structures, landscaping, a children’s playground in the north-eastern corner and other public-realm improvements.
- A new access and egress point from Ghost Gum Boulevard.
PerthNow reported that the plan adds 81 car spaces, taking the centre’s total to 498. These are figures for the approved proposal, not confirmation that the spaces have been built.
What approval means—and what it does not
PerthNow reported on 19 April 2025 that the Metro Outer Development Assessment Panel had approved the application the previous week. The proposal was prepared by Element Advisory with i2C Architects for ISPT Pty Ltd and WallacePM; the applicant chose assessment by the Metro-Outer Development Assessment Panel. The application’s estimated project cost is $22 million.

The planning report says the redevelopment is envisioned in three distinct stages, with delivery responsive to market demand. That is a staging concept, not a dated construction schedule. The reports available here do not establish a construction start date, completion date or committed tenants or operators.
Community submissions and reported concerns
PerthNow reported 367 submissions during consultation: 329 supported the proposal, 28 objected and 10 provided comments. Reported concerns included potential antisocial behaviour and crime associated with the tavern, traffic increases, whether parking would be sufficient and whether the site should be used for other purposes. The figures describe submissions, not a poll of all local residents.

Reported tavern conditions and access details
PerthNow said a tavern operational management plan must be approved by the City of Wanneroo before a building permit can issue. As reported, the plan must address noise, rubbish disposal, deliveries, security, complaint management and patron control. The article reported default tavern hours of 10 a.m. to midnight unless otherwise agreed with the City. These are approval details as reported by PerthNow; the determination notice is the primary record for the precise legal conditions.

The approval report also described a new northern access point from Ghost Gum Boulevard. It said the panel acknowledged limited pedestrian access from the east and recommended a connection from the corner of Ghost Gum Boulevard and Joondalup Drive.

Approval is not evidence that works are underway or that opening is imminent. The cited planning report and PerthNow article do not identify signed tenants, confirm construction progress, provide a completion date or say whether later amendments or permits have changed the proposal. Anyone looking for current delivery details will need a later project update or relevant City of Wanneroo records.
