Plans to expand Banksia Grove Village Shopping Centre received planning approval on April 10, 2025. The proposal includes new shops and hospitality venues, a swim school, a playground and 81 additional parking spaces. No construction start or opening date has been confirmed in the available reports.
What is planned for Banksia Grove Village?
The centre is at 1001 Joondalup Drive in Banksia Grove, north of Perth, and serves Banksia Grove, Carramar and Tapping. The proposal, submitted on behalf of property investment company ISPT with Element Advisory involved in the application, adds a mix of retail, hospitality and community facilities.
- Six retail and café tenancies, with alfresco dining
- A pedestrian promenade and plaza
- A tavern and a drive-through liquor store
- Three fast-food outlets
- A swim school and children’s playground
- 81 additional parking spaces, bringing the reported centre total to 498
The February 2025 announcement described delivery in three stages, intended to respond to market demand. It did not set out a construction timetable. PerthNow’s announcement coverage provides the reported scope and staging.
Has the expansion been approved?
Yes. The Metro Outer Development Assessment Panel approved application DAP/25/02846 on April 10, 2025, subject to conditions. This is planning approval; it does not establish that construction has begun or that the centre has opened. The approval is valid for four years and lapses if development is not substantially commenced within that period. The Western Australian DAP minutes and records document the decision and conditions.

Conditions for the swim school and tavern
- The swim school is limited to 50 patrons at a time, including staff.
- The tavern is limited to 750 patrons at a time, including staff.
- Tavern hours are 10 a.m. to midnight daily, unless the City of Wanneroo agrees otherwise.
- Before a building permit is issued, the tavern must have an approved operational management plan covering noise, rubbish disposal and collection, deliveries, security, complaint management and patron control.
The management-plan requirement sets operational obligations; it should not be read as proof that every concern raised during consultation has been resolved.
Why are reports giving different project costs?
The $22 million figure in the title comes from the February 2025 announcement and subsequent news coverage. The City of Wanneroo’s approved-application list records the project’s value of works as $17 million. These are figures from different sources and descriptions; the material available does not explain the difference, so they should not be treated as interchangeable estimates.

What did the community consultation show?
PerthNow reported 367 submissions: 329 in support, 28 objections and 10 comments. Reported objection concerns included possible antisocial behaviour or crime associated with the tavern, traffic, whether parking would be sufficient and alternative uses for the site. The DAP approval includes the tavern limits and management-plan condition described above, but those conditions do not establish that all objectors’ concerns have been addressed.
