Neither a balance-transfer card nor a personal loan is automatically cheaper. A balance-transfer card can save money if its promotional rate, after the transfer fee, gives you enough time to pay the debt off. A personal loan can be a better fit if its full cost is lower and its fixed payment is affordable. Compare the total dollars you would pay under realistic repayment plans—not just a 0% offer or a lower monthly payment.
Is a balance transfer or personal loan better for credit card debt?
The better option depends on the exact offers you qualify for, how quickly you can repay, and whether you can avoid adding new debt. A balance-transfer card moves eligible existing debt to another card, often at a promotional APR for a limited period. A personal loan replaces some or all of the card debt with an installment loan that has a stated payment schedule and term.

A transfer card is worth considering when the transfer limit covers enough of your debt, the promotional rate materially cuts interest, and you can pay the transferred balance down before the offer ends. A personal loan may be preferable when its APR and fees are lower than the cost of keeping the debt on your cards, and the payment and term fit your budget.
Compare APR as a standard measure of borrowing cost: it accounts for interest and fees over a year. But APR alone does not determine your total cost. The offer period, repayment schedule, fees, and balance remaining when a promotion ends all matter. The Consumer Financial Protection Bureau (CFPB) explains APR and balance-transfer terms in its credit card key terms.

When a balance-transfer card may fit
- You qualify for a transfer limit large enough to move a meaningful part of your debt.
- The promotional APR meaningfully reduces interest after accounting for the transfer fee.
- Your realistic monthly payment will clear the balance before the promotion ends, or you have a workable plan for any amount left.
- You can avoid using the card for new purchases while carrying the transferred balance.
When a personal loan may fit
- The loan’s APR and fees produce a lower total repayment cost than your other available options.
- The fixed payment is affordable without relying on new borrowing.
- The term does not stretch repayment so long that total interest rises despite a lower monthly payment.
- You can keep the paid-off cards from accumulating new balances while the loan is outstanding.
Neither option is guaranteed to be available on the terms used in an online example or advertisement. An issuer decides whether to approve a transfer and how much credit to make available; a lender decides whether to approve a loan and its amount and rate. If debt-related credit problems affect your profile, you may not qualify for the low rates assumed in a comparison. Use actual offers when you have them, and compare them with the APRs and minimum payments on your current statements.
How do the two options work differently?
| What to compare | Balance-transfer card | Personal loan |
|---|---|---|
| Starting cost | Promotional APR, its duration, transfer fee, and any annual fee in the actual offer | APR plus origination and other disclosed fees |
| Payment structure | Revolving credit; you need a plan to repay the transferred amount before the promotion ends | Installment schedule with a stated payment and term |
| If repayment takes longer than planned | The remaining balance may face a higher post-promotion APR; late-payment rules can affect rates | A longer term or a teaser-rate change can increase total repayment; check the contract |
| How much debt can move | Issuer approval and the transfer limit determine the amount | Underwriting and the approved loan amount determine the amount |
| Risk of new spending | New purchases may accrue interest while the transfer balance remains | Paid-off cards can be used again, creating new debt alongside the loan |
| Best cost measure | Total fees plus interest through payoff under a realistic monthly payment | Total fees plus interest across the full loan term |
A transfer changes where the debt sits; it does not make the debt disappear. A loan can simplify several card payments into one, but simplicity is not proof of savings. The CFPB warns that a lower monthly payment may reflect a longer repayment period, which can increase total cost. Its guidance on consolidating credit card debt also cautions that fees and teaser rates can make a consolidation loan more expensive overall.
Think about whether an option covers all of the balances you want to address. If a transfer limit or approved loan amount is less than your total card debt, you will still have debt on one or more existing cards. Include those remaining balances and their payments in your plan; a new account does not replace the need to keep paying the old accounts according to their terms.

The fee is part of the transfer’s cost even when the promotional APR is 0%. Check the actual offer for the fee percentage, any minimum fee, the transfer deadline, and which balances qualify. Do not assume an advertised offer or transfer limit applies to every applicant.
As historical market context, a CFPB 2025 report’s search-result text reports an average balance-transfer fee of 4.3% and an average minimum fee of $5.51 among the largest 25 issuers in the second half of 2024. These are market averages for that period, not the terms of a current offer or a prediction of what you will be charged. The report is available at The Consumer Credit Card Market Report to Congress (2025).

For a simple illustration, if an offer charges a percentage fee, multiply the amount you plan to transfer by that percentage to estimate the fee. Confirm whether the issuer adds the fee to the transferred balance and whether a minimum fee applies; use the offer’s terms in your payoff calculation. A fee reduces the savings from a promotional rate, especially if you repay quickly or transfer only a small balance.
For instance, to estimate the pace needed to clear a transfer before the promotion expires, start with the amount that must be repaid under the offer, including any fee added to the balance. Divide that figure by the number of months remaining in the promotional period to get a rough monthly target. This is a planning estimate, not the card’s required minimum payment or a precise interest calculation. If the offer charges interest, if the fee is handled differently, or if you cannot consistently pay that amount, account for those terms rather than assuming the transfer will be cleared on schedule.

- List your existing card debt. For each card, record the balance, APR, and minimum payment from the latest statement.
- Read the full transfer offer. Record the transfer fee and minimum, promotional APR and end date, post-promotion APR, transfer deadline, transfer limit, and any annual fee. Use the terms you are actually offered, not an advertised headline rate.
- Record the full loan terms. Note the APR, origination and other fees, fixed payment, term, any variable or teaser-rate provisions, and the lender’s stated total repayment amount.
- Test the transfer payoff pace. Work out whether a realistic monthly payment can clear the transferred balance before the promotional period ends. Include the fee in the balance or cost calculation as the offer requires.
- Compare total dollars paid. Estimate fees and interest through payoff for the transfer, and total fees and interest across the loan term. Include any card debt that cannot be transferred or covered by the loan.
- Stress-test a slower payoff. Recalculate what happens if you pay less than planned or take longer. For a transfer, account for the post-promotion APR on any remaining amount. For a loan, use the contract terms and full repayment schedule.
- Choose a spending plan, too. If you use a transfer card, avoid new purchases while carrying the transferred balance unless you understand the interest and grace-period rules. If you use a loan, decide how you will prevent the paid-off cards from building new balances. Keep making at least the required minimum payments on time.
The most useful comparison is the amount you expect to pay in total under each realistic plan, not the smallest monthly payment. A lower payment can make a budget easier to manage, but if it comes from extending repayment, the debt may cost more overall.
Make the comparison on the same basis: include the cost of all debt you are refinancing, the fees charged to move or originate it, and the interest expected over the payoff schedule. APR is useful because it incorporates interest and fees as a standard annual measure, but a card’s temporary promotional APR and a loan’s longer term make total dollars especially important. If one option leaves a balance behind, do not treat the portion that moved as the whole result.
What can make a balance transfer cost more than expected?
The balance is not paid off before the promotion ends
A promotional APR usually lasts for a limited time, and the rate may rise afterward. Check the offer and card agreement for the exact end date and post-promotion APR, then model the remaining balance at that rate. The CFPB’s consolidation guidance explains that promotional terms are temporary and rates can change after the offer period.

A late payment affects the rate
Under CFPB guidance, a card company can increase the rate on transferred balances if a payment is more than 60 days late. Read the agreement for applicable conditions and consequences, and set a payment reminder or autopay for at least the minimum if that works for your cash flow. Do not assume a promotional rate is protected regardless of payment history.
New purchases accrue interest
A 0% promotional rate on transferred debt does not necessarily apply to purchases. The CFPB says, “For most credit cards, if you carry a balance month to month, any purchases you make will accrue interest from the date of the transaction.” The purchase grace period may not apply while you carry a balance; paying the entire balance, including the transfer, may be necessary to preserve it. See the CFPB’s explanation of interest on purchases after a low-rate balance transfer.
That means a transfer card can be a poor everyday spending card while the transferred balance remains, even if its promotional rate looks attractive. Check how the offer treats purchases and how the account applies its grace period. If you need to use a card for purchases, understand the applicable APR and interest rules before relying on the promotional balance-transfer rate to keep all borrowing costs low.
Interest calculations and payments are misunderstood
Many issuers calculate interest daily using the average daily balance, and statements show balance categories and their applicable APRs. When you pay more than the minimum, the amount above the minimum generally goes first to the highest-rate balance; issuers allocate the minimum under their rules. Check your statement and card agreement to understand how payments are applied. The CFPB describes this in its guide to how card interest is calculated.
What can make a personal loan cost more than expected?
A low payment comes from a longer term
A longer repayment term can lower the required monthly payment while increasing the total interest you pay. Compare the lender’s total repayment figure and the full payment schedule, not just the monthly amount. The CFPB puts it plainly: “Although your monthly payment might be lower, it may be because you’re paying over a longer time.”

Fees or rate changes offset the apparent savings
Include origination and other fees in the cost comparison. If the loan has a teaser or variable rate, understand when and how the rate can change and what the contract requires. A headline rate alone does not establish what you will pay over the full term.
Approval terms differ from the rates you hoped to get
The rate and loan amount depend on underwriting. If debt-related credit problems affect your credit profile, you may not qualify for the low rates used in an initial estimate. Compare the actual terms offered to you with the current cost of your cards before deciding.
A loan’s fixed payment can make the schedule easier to follow, but it does not guarantee that the monthly amount fits your budget or that the loan costs less. Check whether you can make the payment for the entire term without using the paid-off cards to cover ordinary expenses. If that would leave you short, the apparent consolidation may simply shift the pressure to another account.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone. What if neither option is affordable?
If your spending is consistently higher than your income, borrowing to consolidate is unlikely to solve the underlying shortfall. The CFPB advises that a consolidation loan probably will not get you out of debt unless you reduce spending or increase income. In that situation, first look for a sustainable payment plan rather than adding another debt obligation.
- Make a budget that accounts for essential expenses, debt payments, and income.
- Contact current creditors and ask whether they can lower payments or rates, waive fees, or adjust due dates.
- Consider free nonprofit credit counseling to review your options.
A home-equity loan is another consolidation route, but it uses your home as collateral. If you cannot repay it, you risk foreclosure. It is not interchangeable with an unsecured card transfer or personal loan.

Questions to ask before you choose
- What is the total amount I expect to pay, including fees and interest?
- Can I afford the required payment every month without using the cards again?
- For a transfer, how much will remain when the promotional APR ends, and what rate will apply then?
- For a loan, how much will I repay over the full term, and can the payment or rate change?
- Does the approved transfer limit or loan amount cover enough of my current debt to make the plan worthwhile?
- What will I do to prevent new card balances while I am repaying?
Frequently Asked Questions
Should I get a personal loan to pay off credit cards?
Consider one only if the actual loan APR and fees lower your total cost, the payment fits your budget, and the term does not raise total interest by stretching repayment. Compare the lender’s total repayment amount with the cost of your current card debt and any transfer offer; a lower monthly payment by itself does not show that the loan is cheaper.
How much does a balance-transfer fee cost?
It depends on the offer. Check the percentage fee, minimum fee, and whether the fee is added to the balance. As historical context, CFPB search-result text for its 2025 market report says the average fee among the largest 25 issuers was 4.3%, with an average $5.51 minimum, in the second half of 2024. That is not a quote for a current offer.
Can I use a balance-transfer card for purchases while paying off the transfer?
You can, but do not assume purchases receive the promotional rate or a grace period. The CFPB says that for most cards, purchases accrue interest from the transaction date when you carry a balance month to month. Check the card agreement and consider avoiding new purchases on the transfer card until you understand the rules.

The remaining balance may be subject to a higher post-promotion APR. Check the actual offer and card agreement for the promotion end date and the rate that applies afterward, then include that possibility in a slower-payoff estimate.
What if I cannot qualify for enough credit or a low-rate loan?
Do not assume the advertised rate or amount will be available to you. Compare the actual terms you receive, including how much debt can move and what remains on existing cards. If neither option is affordable, the CFPB suggests budgeting, contacting creditors to ask about lower payments, waived fees, rate reductions or due-date changes, and considering free nonprofit credit counseling.
The Bottom Line
There is no universal winner. Choose the option that produces the lower total cost under terms you actually qualify for and a payment plan you can sustain. Count transfer or loan fees, include interest after a promotion or across the full loan term, and account for any debt that cannot be moved. If neither option fits your budget, contact your creditors and consider free nonprofit credit counseling rather than taking on borrowing that does not address the shortfall.
