Australia did not ban U.S.-grown beef: it had allowed it since 2019. In July 2025, Australia expanded access to certain beef from cattle born or raised in Canada or Mexico and slaughtered in the United States. Import permits, government certification and inspections still apply, and the available record does not establish that U.S. tariff pressure caused the change.
What changed in Australia’s U.S. beef rules?
The earlier rules already allowed beef from cattle grown in the United States. The 2025 expansion addressed a different supply-chain case: cattle born or raised in Canada or Mexico, then imported legally into the United States and slaughtered there. Australia’s certification requirements cover beef from cattle born and raised in either the United States or Mexico and slaughtered in the United States, subject to official veterinary inspection. The rules therefore distinguish where cattle were born and raised from where they were slaughtered; they did not make every beef product eligible. DAFF’s beef certification requirements set out the conditions for covered U.S. exports.

Dates in official accounts refer to different administrative steps. DAFF says it published its final review on 24 July 2025; a USDA Foreign Agricultural Service annual report dates U.S. chilled and frozen beef access to 23 July. DAFF’s food notice gives 28 July as the effective date for changed requirements for fresh raw chilled or frozen beef from the United States and Canada, while its importer notice is dated 29 July and says an import permit is required. The USDA report separately dates Canada’s fresh and frozen beef access to 29 July. These dates should not be treated as one interchangeable start date. Which import controls still apply?
For covered fresh raw chilled or frozen beef from the United States or Canada, DAFF requires an import permit and a recognised government certificate that meets biosecurity and food-safety requirements. The certificate requirements identify the U.S. Department of Agriculture as the national competent authority.

These are the stated controls for the covered consignments, not a blanket verdict that all beef is risk-free. DAFF’s notices specify import conditions and inspection procedures; they do not establish such a general claim. In April 2025, Donald Trump called Australia’s restrictions a ban while announcing tariffs on Australian imports. When Australia expanded access in July, the Trump administration presented the decision as a trade win. U.S. Agriculture Secretary Brooke L. Rollins called it a “major trade breakthrough that gives greater access to U.S. beef producers selling to Australia.” Trump claimed it showed U.S. beef was the “Safest and Best in the entire World”; that was political rhetoric, not evidence of comparative food safety.

Collins disputed the idea that the decision was a concession. She said the U.S. request for expanded access dated to 2020 and the assessment took about five years. Her stated rationale was that U.S. movement controls had improved traceability and Australian officials were satisfied with the supply-chain safeguards. She said, “We have not compromised on biosecurity,” and described the decision as “purely based on science and a rigorous assessment by my department.” Those are the Australian minister’s account and characterization; the underlying technical assessment is not included in the cited sources. The chronology places the policy change amid a tariff dispute, but chronology alone cannot show that tariff threats caused it. The available sources document both the political framing and the Australian government’s account of a multiyear assessment; they do not settle whether trade pressure influenced the decision.
