Aura Energy has appointed John Carr as President and named Spencer Davey as its incoming CFO and Jeremy Carter as Chief Strategy Officer to move the Tiris Uranium Project in Mauritania from study toward construction. As of the company’s 1 October 2026 announcement, the bankable feasibility study (BFS) and pilot-plant work were still in progress. Aura said mine construction remained conditional on financing and a final investment decision (FID).
Who is joining Aura Energy’s Tiris leadership team?
Aura’s 1 October 2026 announcement set out three executive appointments, with Davey’s start date still in the future at the time of the announcement.

The announcement said two of the three incoming executives had worked on Tiris during 2026, identifying Carr as one but not naming the other in that sentence. It does not establish that the second executive was Carter or Davey.
Project and local operating roles
The same announcement named Mohamed El Moctar Ould Mohamed El Hacene as Mauritania Country Director and Tiris Ressources SA Director General; Mohamed Sid’Ahmed as Tiris General Manager Operations; Jan Booyse as Project Director; and William Goodall as Chief Development Officer, responsible for technology selection and the pilot programme. These are the titles in the dated announcement; Aura’s management page does not use exactly the same role labels for every manager.

Mitchell remains Executive Chair and, according to Aura, is leading project financing through to close. The company described the appointments as assembling a team to take Tiris from study toward construction.
What had happened by 1 October 2026—and what was still planned?
Aura said the BFS was on track for completion by mid-October 2026. That was a company target, not confirmation that the study had since been completed. The announcement also described pilot-plant construction as underway at a leased, walled yard in Bir Moghrein, where Aura said the facility would disturb no new ground.

The pilot modules had been built elsewhere and shipped to Mauritania. Aura expected the first packages to arrive in Nouakchott in late October, followed by installation and training into early November. Commissioning was planned for early November and testing was due to finish in early December. These were forward-looking dates stated on 1 October, not verified outcomes. Aura’s announcement cautioned that future results could differ and gave no assurance that expected results would be achieved.
Why build and run the pilot?
Aura said the pilot would run the complete process continuously on actual Tiris ore, covering each of the project’s three main ore types and a 48-tonne bulk composite sample. The company’s stated aim was to provide potential financiers and independent technical advisers with measured plant data rather than laboratory results. It expected 24 Mauritanian operators to run the plant after site training.

Pilot permissions and mine permissions are different issues
Aura said the pilot operated under a uranium authorisation received from Mauritania’s radiation-safety regulator in July 2024, while a separate environmental notice for the pilot was still expected in October 2026. The company’s project page says exploitation and environmental permits and a 30-year mining convention were in place; its December 2024 ASX technical report says final permits for uranium mining and processing were granted in July 2024. Those reported project permits do not mean that construction was committed: Aura said the mine’s move into construction depended on financing and an FID.

Aura’s project page publishes the following resource, production and economic estimates. They are company-reported figures, not achieved operating results. The page material reviewed does not supply enough modelling context to restate all assumptions behind the estimates; readers should consult the company’s study disclosures for those details.

Aura’s project page also describes a resource area of about 13,000 square kilometres and shallow mineralisation. The estimates should be read as projections with company-published assumptions, not as a guarantee of future output, costs, returns or payback.

Aura’s project page reports an initial offtake agreement with Curzon and says discussions with additional offtake partners and debt providers were continuing. It also lists strategic equity and offtake financing among possible alternatives. An initial sales arrangement and ongoing financing discussions are not evidence that construction funding has closed. In the 1 October announcement, Aura said Mitchell was leading financing and Carr made the route into construction conditional on both financing and an FID.

Aura’s 20 December 2024 ASX report says Tiris Ressources SA, the project company, is owned 85% by Aura Energy and 15% by Mauritania’s ANARPAM. It places the project in the Tiris Zemmour Region, approximately 1,400 km from Nouakchott and 680 km from Zouérat.
What the appointments mean for the project’s next phase
The appointments give Tiris named leadership across technical execution, finance, strategy, operations and local staffing as Aura works through the study and pilot stages. They are not themselves evidence of a financing close or an FID. As of 1 October 2026, the BFS and pilot milestones were company targets in progress, while the company’s own stated condition for mine construction remained financing plus a final investment decision.
