Neither asphalt nor concrete is automatically cheaper or more durable over its full life. The better choice depends on the installed pavement structure, site conditions, traffic, and the cost and timing of upkeep or replacement. For a useful comparison, get local bids for the same work and weigh installation plus expected future costs over the period you expect to own or use the pavement.
Compare lifetime cost, not just the installation bid
A low initial quote does not necessarily mean a lower cost over time. The Federal Highway Administration (FHWA) describes life-cycle cost analysis (LCCA) as a way to compare the differential costs of alternatives over a defined project life. Its analysis can account for future maintenance, resurfacing, and rehabilitation, not just construction.
For a driveway, use a practical version of that framework: compare the initial installation cost with likely maintenance and repairs, and with resurfacing or replacement where applicable, over your expected ownership horizon. The calculation depends on local quotes and realistic maintenance assumptions; the available sources do not establish a current national price per square foot or a typical residential driveway lifespan.
For roads, an agency’s analysis may also account for traffic-control and road-user costs. FHWA’s LCCA guidance and LCCA supplement explain the broader comparison approach and the importance of documenting cost assumptions.

What the available lifespan figures do—and do not—say
An archived FHWA pavement reference lists representative service-life ranges of 12–20 years for new asphalt concrete pavement and 15–25 years for new portland cement concrete pavement. The page says actual life varies with location, traffic, pavement thickness, and existing pavement condition.
These are general pavement estimates, not guarantees for a residential driveway or predictions for a particular road. They also do not establish that concrete will outlast asphalt in every project. The reference is archived, and its appendix cites a maintenance survey from 1985; use the figures as context rather than as a current residential forecast. How maintenance differs
Asphalt
Residential guidance from the Pennsylvania Association of Concrete and Aggregates (PACA), a regional concrete trade association, identifies regular sealing as an asphalt maintenance consideration. Sealing does not eliminate the need to assess cracks or other deterioration. FHWA’s pavement preservation guide discusses preservation practices, including crack sealing, in transportation-pavement contexts; it is not a household maintenance schedule. Follow product directions and choose a treatment suited to the surface’s condition.
Concrete
PACA’s residential guidance describes ordinary concrete flatwork as requiring little routine maintenance. That does not mean it is maintenance-free: cracks and joints can need attention, and the appropriate response depends on their condition and the pavement design. PACA’s comparisons are trade guidance, not a project-specific engineering assessment. See its residential concrete guidance.

How loads and pavement behavior affect the choice
PACA describes concrete as rigid and capable of carrying heavy loads evenly, while asphalt is flexible and can rut under heavy traffic. Those are general material characteristics, not a substitute for designing a pavement for its actual use. Vehicle loads, traffic, subgrade, drainage, thickness, and construction quality all matter. If the driveway will carry unusual loads or frequent heavy vehicles, ask a qualified professional to assess the site and design rather than choosing by material label alone.
Compare bids on the same scope
A fair asphalt-versus-concrete comparison starts with equivalent proposals. Ask contractors to specify the work and assumptions, then compare the same items side by side:

- Footprint and removal: Confirm the same area and whether demolition, hauling, or disposal of existing pavement is included.
- Base preparation: Compare the proposed base work and any assumptions about the existing subgrade.
- Thickness and design: Request the proposed pavement thickness and design basis for your vehicles and expected use.
- Drainage and access: Check how water will drain and whether site access or other constraints affect the scope.
- Finish and details: Identify the finish, and for concrete, how joints are planned; ask how cracks or repairs may look.
- Future upkeep: Ask for expected maintenance frequency, scope, and cost, along with the repair or resurfacing assumptions behind any longevity estimate.
This checklist applies FHWA’s life-cycle comparison principle to homeowner bids; it is not a bidding form prescribed by FHWA. Comparing specifications and assumptions matters because the base, drainage, installation, and maintenance plan influence performance alongside the surface material.

For a driveway, obtain local quotes for both materials when practical, with matching removal, base, thickness, drainage, access, and finish. Compare the resulting initial costs with itemized upkeep and repair expectations over the period you expect to own the property. For a road project, use an appropriate agency LCCA that accounts for project-specific costs and assumptions.
