Arm and RISC-V are not equivalent products. Arm licenses processor technology and architecture rights through commercial agreements. RISC-V is an open-standard instruction set architecture (ISA) whose specification can be used without an ISA license fee or royalty, but a chip still needs a processor implementation, verification, software, tools, and system IP. Those choices can carry substantial cost.
The financially sound decision is therefore not “which ISA is cheaper?” It is “which implementation path gives this product the best total cost, schedule, risk, and control at its expected volume?”

What you are actually comparing
An ISA is the software-visible contract between compiled software and a processor. It defines instructions, registers, privilege behavior, memory ordering, and related architectural rules. It does not describe a finished CPU, cache hierarchy, pipeline, physical design, peripherals, security block, or system-on-chip.
RISC-V’s specification says the ISA should be read as an interface to many implementations rather than as one hardware artifact. Arm’s licensing model likewise offers rights to use Arm technology or to create an Arm-ISA-compliant CPU; the agreement determines what technology and rights you receive. Read the RISC-V specification introduction before treating either name as a complete chip design.

|---|---|---|
| What is being selected | Arm processor technology and/or rights under a commercial agreement; the exact grant depends on the contract. | An open-standard ISA, followed by a choice of commercial IP, an open implementation, or a proprietary implementation built in-house. |
| ISA access charge | Commercial licensing applies to the selected Arm technology or architecture rights. | RISC-V International says use of the ISA itself has no license fee or royalty. |
| Per-chip economics | Arm reports royalty arrangements based on chip selling price or a fixed amount per chip, in addition to possible license fees. | No ISA royalty is charged by RISC-V International; a commercial core, other IP, or service provider can still charge its own fees. |
| Customization route | An Architecture License Agreement (ALA) is described as a route to a customized CPU compliant with a fixed Arm architecture. | The standard permits proprietary or open implementations, including custom extensions, subject to software and ecosystem consequences. |
| Finished CPU included? | Only what the negotiated technology license specifies; an architecture license is not the same as a delivered core. | No. The ISA is not a finished CPU. Additional IP or engineering is required. |
| Public universal price | Not stated; Arm’s public materials describe structures, not a price applicable to every designer. Obtain a current quote. | Not stated for an all-in implementation; ISA access is described as royalty-free, while implementation costs vary by path. |
| Trademark condition | Use is governed by Arm’s commercial agreements and applicable brand terms. | Use of the RISC-V trademark requires a license granted to RISC-V International members for compliant implementations; that is separate from ISA access and third-party IP terms. |
The Arm licensing structures and royalty descriptions come from Arm’s licensing overview, Flexible Access page, and 2025 Form 6-K. RISC-V’s ISA and trademark explanations are in its FAQ, About page, and the specification linked above.
How Arm licensing works
Arm’s public filings describe several agreement types. The names matter because they transfer different rights and create different cost and execution profiles.
Technology Licensing Agreement (TLA)
A TLA is described as a fixed-fee arrangement for a specific design. In practical terms, the license is tied to the technology defined in the agreement rather than giving unlimited rights to every Arm product. The fee is negotiated; no universal amount is published in the cited materials.
Quick wins for a faster PC:
Clear out junk files and repair common Windows errorsFree Scan →Fix the driver behind crashes, sound loss and screen glitchesFind Drivers →Budget the TLA as an upfront program cost, then add integration, verification, physical implementation, software enablement, compliance work, and support. Confirm whether the contract covers updates, derivative products, foundries, territories, sublicensing, and production quantities.
Architecture License Agreement (ALA)
An ALA is described as a route for creating a customized CPU that complies with a fixed Arm architecture, for a fixed architecture-license fee. This can give a design team more control over microarchitecture and differentiation than adopting an unchanged processor core, but it also places more implementation responsibility on the licensee.
An ALA does not eliminate engineering costs. Plan for microarchitectural design, RTL development, verification, performance validation, physical design, security review, compiler and operating-system enablement, and long-term maintenance. Ask Arm exactly what compliance support and architectural collateral are included.

Per-chip royalties
Arm’s filing describes royalties assessed as a share of a chip’s selling price or as a fixed fee per chip. The applicable basis, rate, minimums, reporting rules, and product definition are contractual. A percentage-of-price royalty can rise with average selling price; a fixed per-unit royalty scales directly with volume. Model both the first production year and the full product life.
For a simple model, calculate royalty cash as:
annual royalty = qualifying units × (royalty percentage × royalty base, or fixed royalty per unit)
Do not assume every chip in a company’s portfolio is covered in the same way. Establish which dies, modules, derivatives, evaluation units, and customer-built products are included.
Flexible Access and evaluation
Arm’s Flexible Access materials describe a program that can provide access to selected IP under its stated terms. Treat it as a commercial program, not as evidence that all Arm technology is available at no cost. Verify the eligible cores and tools, any evaluation limits, production conversion terms, support scope, and royalties before using it in a financial model.
What “royalty-free RISC-V” does and does not mean
RISC-V International states that the ISA itself may be used without a license fee or royalty. That is a meaningful difference from an ISA license tied to commercial terms, but it covers only the standard. It does not deliver a verified CPU, cache, interrupt controller, security subsystem, physical-design database, software stack, or customer support.

- Commercial processor IP: Pay a vendor for a core, verification collateral, software support, maintenance, and possibly per-unit royalties.
- Open implementation: Start from a publicly available core, then fund engineering to assess its license, adapt it, verify it, secure it, and maintain it. “Open” does not mean risk-free or cost-free.
- Proprietary implementation: Design a core internally. This avoids paying a third party for the CPU itself but requires experienced architects, RTL engineers, verification specialists, physical-design resources, software engineers, and sustained maintenance.
- Hybrid design: Use a RISC-V CPU with separately licensed interconnect, memory controllers, security blocks, accelerators, peripherals, and development tools.
RISC-V International also says designers are free to develop proprietary or open implementations for commercial or other exploitation. That freedom changes who controls the roadmap and can reduce dependence on a single CPU supplier, but it does not transfer schedule or quality responsibility to the ISA steward.
Build a total-cost model instead of comparing headline fees
A useful model separates one-time costs, recurring costs, and risk-adjusted costs. Put every assumption in a spreadsheet and show low, expected, and high cases for volume and schedule.
One-time or program costs
- License or architecture fee, where applicable.
- Processor-core or system-IP acquisition charges.
- Architecture, RTL, integration, and physical-design labor.
- Functional verification, formal verification, emulation, and silicon bring-up.
- Safety, security, regulatory, and customer-specific qualification.
- Compiler, debugger, operating-system, firmware, and middleware porting.
- Design-tool capacity, prototyping, masks, and engineering samples.
- Contract review, compliance work, and documentation required for shipment.
Recurring costs
- Per-chip Arm royalty or a commercial RISC-V core royalty, if the selected agreement has one.
- Annual maintenance, support, tool subscriptions, and security updates.
- Additional verification for revisions, derivatives, and new process nodes.
- Software maintenance, vulnerability response, and long-term board-support work.
- Compliance, trademark, reporting, and audit obligations required by contracts.
Risk-adjusted costs
Schedule slips, respins, missed customer windows, and shortages of specialized engineers can cost more than the nominal license. Estimate the financial effect of a delayed launch, then assign a probability to each major failure mode. A simple expected-cost line is:
risk-adjusted cost = direct cost + probability of event × financial impact of event
Use separate events for an unavailable IP block, failed verification, software migration delay, a silicon respin, and a contract restriction that prevents a planned derivative. This does not produce a precise forecast; it makes hidden assumptions visible for board or investment approval.
How volume changes the answer
At low volume, a large upfront engineering program can dominate the economics. A commercial core with tested collateral may be financially sensible even when its per-unit charge is higher, because it can reduce staffing and schedule exposure.

At high volume, recurring royalties become more important. Divide every fixed cost by expected lifetime units, then add the per-unit charges. A royalty that appears small on one chip can become a major line item across millions of units. Conversely, an internally developed core may amortize well at high volume but remain uneconomic if shipments are uncertain.

Customization and differentiation
An ALA can support a customized Arm-ISA-compliant CPU. RISC-V’s standard also permits proprietary extensions and implementations. The economic question is whether the workload benefits enough from custom instructions, a specialized pipeline, security features, or tightly coupled accelerators to repay the extra design and software work.
Custom instructions have a downstream cost: compilers, assemblers, debuggers, profilers, operating-system code, libraries, test suites, and documentation must recognize them. If the feature is not used by enough software, it can become permanent verification and maintenance debt.
Schedule and execution risk
A commercial core may provide tested RTL, verification collateral, reference software, and a support channel, depending on the agreement. An open or internal RISC-V implementation may provide greater control but requires the team to establish its own quality gates. Neither architecture guarantees a schedule; evaluate the specific core, team, process node, and software target.

Software and tools
Compare the exact workload rather than making a blanket claim that one ecosystem is more mature. List the required compiler version, language features, operating systems, hypervisors, real-time behavior, debugging probes, profilers, safety packages, cryptography libraries, and third-party applications. Price the porting effort and the cost of maintaining two software targets if a product family spans both architectures.
System IP and integration
The CPU is only one part of a chip. Interconnect, memory controllers, interrupt and timer blocks, security roots, debug logic, peripherals, accelerators, and physical-interface IP may have separate licenses and royalties. A nominally royalty-free ISA can still sit in a system with substantial third-party IP costs.
Supplier, governance, and continuity
Review ownership of modifications, rights to create derivatives, confidentiality, indemnity, export controls, audit rights, support response times, vulnerability disclosure, and what happens if a supplier discontinues a core. With an internal implementation, replace supplier risk with hiring, retention, and institutional-knowledge risk.

Trademark and compliance
RISC-V trademark use is a separate issue from ISA access. If packaging, documentation, or marketing will use the RISC-V name or logo, confirm membership and the license requirements for compliant implementations with RISC-V International. Do not treat trademark permission as a fee for the ISA, and do not assume that a compliant core automatically grants branding rights.
A step-by-step selection process
- Define the product boundary. Record the process node, performance and power targets, safety or security obligations, operating systems, required peripherals, expected launch date, geographic markets, and whether derivatives are planned.
- Specify the software contract. List instruction-set extensions, privilege modes, virtualization, debug, compiler versions, binary compatibility, real-time deadlines, and application dependencies. Mark each requirement as mandatory or negotiable.
- Choose implementation candidates. For Arm, identify the exact licensed core or architecture-rights path. For RISC-V, identify a named commercial core, an open implementation, or an internal design. Do not compare “Arm” with an unspecified “RISC-V.”
- Request comparable commercial terms. Ask for upfront fees, per-unit royalties, annual support, minimums, derivative rights, production limits, evaluation terms, foundry and node coverage, and what verification and software collateral is included.
- Estimate internal effort. Use loaded labor rates and calendar time for architecture, RTL, verification, physical design, software, security, compliance, and support. Include hiring or contractor premiums for scarce skills.
- Model three volume cases. Separate fixed costs from per-unit costs and show cumulative cash by quarter, not just lifetime average cost.
- Score nonfinancial risks. Rate schedule, IP availability, software migration, security maintenance, supplier dependence, and derivative flexibility. Document the evidence for every score.
- Run a technical proof point. Measure the real workload on the exact candidate implementation or a faithful evaluation platform. Do not infer performance, power, or software effort from the ISA name alone.
- Review contract and trademark obligations. Have legal and procurement teams confirm production rights, reporting, indemnities, export conditions, and any RISC-V branding requirements.
- Set a decision trigger. Define which quote, schedule slip, volume change, or software result would cause the team to switch implementation paths before tape-out.
Common mistakes and how to avoid them
- Calling RISC-V a free processor. It is an open ISA; the core and the rest of the chip still require IP or engineering.
- Comparing an Arm royalty with a RISC-V zero. Compare all fixed, recurring, and risk-adjusted costs for the same product and volume.
- Assuming an architecture license is a ready-made CPU. An ALA can enable customization, but design and verification remain the licensee’s responsibility unless the contract says otherwise.
- Using a single volume forecast. A royalty-heavy option and an engineering-heavy option can change ranking when shipments move.
- Ignoring software migration. Compiler, debugger, operating-system, firmware, and application changes can dominate the schedule.
- Leaving system IP out of the budget. Memory, security, interconnect, peripherals, and accelerators have their own terms and integration work.
- Confusing trademark permission with ISA licensing. Confirm RISC-V branding rules separately from the technical implementation license.
- Quoting an internet price as universal. The cited official sources publish structures, not a current, like-for-like price for every chip designer.
What the public evidence can—and cannot—answer
Public official material establishes the distinction between Arm’s commercial licensing and RISC-V’s open ISA, and it identifies the main Arm agreement structures and the possibility of per-chip royalties. It also establishes that RISC-V implementations can be proprietary or open and may require additional paid IP.
It does not establish a universal Arm license fee, a universal royalty rate, or an all-in cost advantage for one architecture. It also does not provide a benchmark that would justify a blanket performance, maturity, or software-ecosystem ranking. Those questions require a defined product, workload, implementation, schedule, and negotiated terms.
Bottom line for a chip business case
Choose Arm when the specific licensed technology, support package, software requirements, and schedule justify its commercial terms. Choose a RISC-V path when ISA-level openness and implementation control are valuable and the organization is prepared to fund or procure the missing core, system IP, verification, software, and support.
The defensible finance decision is a project-specific total-cost model backed by current quotes and internal estimates. Treat “royalty-free ISA” as one input—not as the cost of a finished chip—and treat an Arm headline license as one contract component—not as the total cost of ownership.
