Arizona filed a consumer-protection lawsuit against Temu and its parent company, PDD Holdings, alleging that the shopping app accessed sensitive phone data without users’ knowledge or consent and that the businesses engaged in deceptive sales practices. Those claims are allegations in a pending case—not findings that Temu stole data. Temu denied the allegations, and PDD Holdings says it disputes wrongdoing.
What is the Arizona lawsuit against Temu?
Arizona Attorney General Kris Mayes announced the case on December 2, 2025. The complaint is dated December 1 and, according to the Attorney General’s Office, was filed that day in Maricopa County Superior Court. It names PDD Holdings Inc. (formerly Pinduoduo Inc.) and Whaleco Inc., doing business as Temu. The state alleges violations of the Arizona Consumer Fraud Act.

Mayes said the state alleges Temu “has repeatedly and willfully violated the Arizona Consumer Fraud Act and put the privacy of Arizonans, including minors, at extreme risk.” That statement describes the state’s position, not a court’s conclusion. The Arizona Attorney General’s announcement and the complaint set out the allegations.
What data does Arizona say Temu accessed?
The state alleges that Temu’s app collected precise location information and accessed phone microphones and cameras, as well as private activity in other installed apps, without users’ knowledge or consent. The complaint also alleges that the app concealed its processes from security review and could change its code after installation.

These are claims made by the state in its complaint and announcement. The cited materials do not independently establish that the app carried out the alleged conduct, and the allegations have not been presented here as verified technical findings.

- Engaged in conduct the complaint describes as involving forced-labor-related violations.
Each item is an allegation, not an established finding. The state asks the court for an injunction, civil penalties, restitution, disgorgement, and other relief; the available sources do not show that a court has awarded any of it.
What does Temu say about the claims?
The Associated Press reported that Temu denied the allegations. In a statement to the AP, the company said: “We help consumers and families access quality products at affordable prices.” The AP also reported that Temu said it works to keep costs down and maintain a reliable supply. PDD Holdings’ 2026 annual report, filed with the SEC, says the company disputes wrongdoing and is defending itself.

Has the case been decided?
The sources available for this article do not establish the lawsuit’s current docket status or outcome. The SEC filing confirms that PDD Holdings reported Arizona’s December 2025 complaint and its own position, but it does not establish later court events. It would be inaccurate to say the case has been dismissed, settled, or decided based on these sources.
What should Temu users do?
The AP reported that Mayes urged Arizonans to delete their Temu accounts, uninstall the app, and scan their devices for malware. That is the Attorney General’s reported recommendation; it is not an independent finding that a particular device is infected, nor a guarantee that scanning will resolve a problem. Readers concerned about their accounts can review their own payment activity and account settings and contact their bank or card issuer if they see transactions they do not recognize.

How large is Temu’s U.S. operation, according to Arizona?
The Attorney General’s Office said in its 2025 announcement that Temu was the most-downloaded shopping app in the United States on iOS and Android in 2023, that it handled tens of millions of U.S. shipments each year, and that it had more than 80,000 China-based sellers. These are figures published by the state, not independently validated figures in the cited materials.
