Arizona Gov. Katie Hobbs joined Taiwanese leaders for the opening of Taiwan’s Taipei Economic and Cultural Office in Phoenix on October 5, 2026, after China’s consulate general in Los Angeles urged her to oppose the plan. Taiwan says the office will provide consular services and support business, investment and technology cooperation in Arizona and New Mexico. Its opening is an economic and community-services development, not evidence that Arizona has established formal diplomatic relations with Taiwan.
What opened in Phoenix, and when?
The Taipei Economic and Cultural Office (TECO) in Phoenix officially opened on October 5, 2026. Arizona Gov. Katie Hobbs and Taiwanese leaders attended, alongside state, city, U.S.-Taiwan and regional economic-development representatives. The Arizona Commerce Authority said more than 40 government and industry leaders were part of the visiting delegation.
Taiwan’s Ministry of Foreign Affairs announced the planned office on July 3, 2026. The Phoenix office is Taiwan’s 14th representative office in the United States, according to the ministry’s announcement as reported by Focus Taiwan.
What services will the Taiwan office provide?
Taiwan’s foreign ministry said the office is intended to support Taiwanese businesses and overseas compatriots, make consular services more convenient for Taiwan nationals and enterprises in Arizona and New Mexico, promote bilateral investment, and advance local exchanges and industrial cooperation.

Those stated functions describe a representative office serving practical consular and economic needs. They do not make the office an embassy, and the opening should not be described as Arizona establishing formal diplomatic relations with Taiwan.
Why did Taiwan choose Phoenix?
Taiwan’s foreign ministry characterized Phoenix as an important, rapidly growing city in the U.S. Southwest with a technology cluster supported by Taiwanese semiconductor manufacturers and supply-chain companies. The office gives Taiwan a local presence in a region where Taiwanese firms have significant manufacturing and business interests.
How the office connects to Arizona’s semiconductor industry
The rationale is closely tied to TSMC’s Arizona operations. In the ministry’s July 2026 announcement, as reported by Focus Taiwan, TSMC’s first Arizona fab was said to have begun mass production in the fourth quarter of 2024. The second fab was expected to begin production in the second half of 2027, while a third was under construction at the time of that report. The second-fab timing is an expectation reported in July 2026, not a confirmed production outcome.
The Associated Press reported in October 2026 that TSMC had pledged $100 billion for expansion and put its Arizona investment total at $265 billion. Those are figures reported by AP; they should be understood as the article’s attributed account, rather than as a separate assessment here.

What did China warn Arizona about?
The Associated Press reported that China’s consulate general in Los Angeles sent Hobbs two letters after the office plan was announced, dated July 3 and August 21, 2026, asking her to oppose it. AP said the governor’s office shared the letters with the news organization. In the July letter, the consulate urged Hobbs to “refute such an attempt by the Taiwan authorities and stop any political gimmicks to harm the friendship and cooperation between China and the State of Arizona.”
At the October 5 opening, Hobbs said, “Every Arizona elected official should show the courage necessary to support the partnership between Arizona and Taiwan.” She also said, “As our economic partnership grows, we are mobilizing every available resource to support Taiwanese companies expanding here in Arizona.” Both remarks were reported by AP.

AP also reported a statement from Liu Chang, a spokesperson for China’s Embassy in the United States: “China firmly opposes official interactions of any form between China’s Taiwan region and the U.S., including its federal and state governments.” That is the embassy spokesperson’s stated position; the reported letters and statement do not by themselves establish a formal diplomatic measure.

The accounts describe competing government positions, not an independent legal determination about Taiwan’s political status or the legal effect of the letters. The concrete services announced by Taiwan and the objections reported by AP can be distinguished from the separate question of diplomatic recognition.
