For producers, the practical question is how much downside to protect without giving up more upside—or taking on costs and obligations the operation cannot comfortably manage.
What is supporting cattle prices—and what is weakening them?
The supply outlook is supportive, but it is not an uncomplicated bullish signal. In its September 18, 2026 outlook, USDA’s Economic Research Service said fed-cattle slaughter remained historically low, prompting lower beef-production forecasts for 2026 and 2027. The same outlook reported that cattle prices had declined from spring highs and reduced price expectations through the next year. USDA’s July 1, 2026 cattle inventory report adds detail. The United States had 94.2 million cattle and calves, while beef cows numbered 28.5 million, down 1% from a year earlier. The estimated 2026 calf crop was 32.5 million, down 2% from 2025. At the same time, cattle on feed totaled 13.2 million, up 2% year over year. These measures describe different parts of the supply pipeline, so a smaller cow herd or calf crop should not be treated as a stand-alone price forecast. USDA NASS, July 2026 Cattle report
Recent futures performance also cautions against assuming the recovery is intact. CME Group’s September market update reported that August returns were down 5.46% for Feeder Cattle futures and 6.41% for Live Cattle futures. Those are August futures returns—not cash-price changes for every region, class of cattle, or producer. CME also noted mixed policy and supply signals: the phased reopening of the southern border to Mexican cattle and a temporary 90-day duty suspension for lean-beef imports contributed to uncertainty; an August cattle-on-feed estimate was above the prior year, while July placements were sharply below expectations. Why a tight cattle supply does not guarantee the next move
Cattle production responds slowly. CME describes a typical cattle cycle as spanning 8–12 years from peak to trough, with prices, input costs, weather, breeding decisions, and genetics influencing supply. High prices can encourage expansion, but more breeding decisions do not translate into market-ready cattle immediately, and weather or weak profitability can alter plans. The available figures do not quantify how much any single factor caused the latest price decline. Treat the market as one with supply-side support and meaningful downside or volatility risks, rather than relying on a single headline number or a guaranteed rebound narrative.

How to decide whether to protect a sale price
Start with the sale you actually expect to make, not a broad cattle-market forecast. Before choosing a risk tool, write down the following for each sale window:
- Cattle and timing: Identify the cattle class and likely sale date. Finished cattle and feeder cattle do not have identical exposure or matching futures contracts.
- Local cash value: Estimate the price available in your local market and account for the quality, weight, delivery terms, and timing that affect your cattle.
- Relevant futures month and basis: Compare the appropriate futures month with your expected local cash price. Basis—the difference between local cash and futures—can move, so consider its history for your area and sale period.
- Break-even and costs: Include feed and other relevant production costs. A protected price that still falls below the operation’s required return may not meet the business objective.
- Risk preference and capacity: Decide how much downside you need to limit, how much upside you want to retain, and whether the operation can handle premiums, margin calls, or added administration.
This framework does not produce a universal hedge ratio or guarantee a profitable sale. The right exposure depends on the operation’s cash market, timing, costs, and ability to absorb risk.

Futures and livestock insurance: different trade-offs
Futures and insurance are distinct risk-management categories, not interchangeable promises of a particular sale price. CME describes Live Cattle futures for managing finished-cattle price risk and Feeder Cattle futures for feeder-cattle exposure. Contract specifications vary by class and include delivery or settlement details; review the current official specifications before using a contract. Terrain’s July 7, 2026 outlook discusses Livestock Risk Protection (LRP) and 2026 updates as an option for cattle producers. LRP policy rules, availability, eligibility, coverage choices, and premiums depend on current program terms and the producer’s circumstances. A practical decision sequence for a producer
- Set the exposure: Specify cattle class, expected quantity, sale window, and local cash-price estimate.
- Set the business floor: Calculate relevant costs and the minimum price outcome the operation needs to manage.
- Compare protection choices: For any futures position, examine the contract class, month, basis risk, and liquidity needed. For LRP, confirm current eligibility, coverage, deadlines, and premium with USDA RMA information or an authorized agent.
- Choose deliberately: Match the amount of protection to the risk the operation wants to reduce and the upside it is willing to leave open. Do not treat a market outlook as an instruction to hedge or remain unhedged.
- Review as conditions change: Revisit the plan when sale timing, local basis, costs, futures markets, policy, or insurance terms change.
