Before maturity, the market price can be above or below what you paid—or below or above face value. If you may need cash before the security matures, consider its maturity, the account holding it, the time needed to arrange a sale, and any broker charges.
What “safe” means when you might sell early
There are two different risks to keep separate: whether the issuer pays as promised, and what another investor will pay for the security before it matures. TreasuryDirect describes marketable Treasury securities as backed by the full faith and credit of the United States. That backing concerns interest and principal payments when due. It does not promise that an investor who sells early will recover the purchase price or receive face value.

The SEC makes the distinction explicit: “The U.S. government does not guarantee the market price or value of the bond if you sell the bond before it matures.” If you hold a security until maturity, its scheduled payment terms matter more than interim market quotations, assuming the payments are made as due. If you sell before then, you receive the prevailing market price, which can be higher or lower than your cost.

So “safe” is not a yes-or-no label for every situation. A Treasury can have U.S. government payment backing and still expose a seller to a price loss, delay in accessing proceeds, or transaction costs. Those are separate questions from whether the Treasury will make payments at maturity.

Why the sale price can be different from what you paid
Fixed-rate notes and bonds move with market yields
For fixed-rate Treasury notes and bonds, market yields and prices generally move in opposite directions. If yields available on comparable securities rise above the coupon rate on a bond you already own, buyers generally will not pay as much for that older, lower-coupon stream of payments. Its price can fall below face value. If market yields fall below its coupon rate, the existing bond’s payments may be more attractive by comparison, and its price can rise above face value.
This relationship explains why both the purchase price and the sale price matter. An investor who bought a Treasury at a premium or discount may realize a result that differs from a simple comparison with its face value. A sale can be below the original purchase cost even when the security has paid interest, or above cost if market conditions have moved favorably. The market price at the time of sale—not the government backing alone—determines the proceeds before any intermediary charge.
A SEC example shows how large the direction can matter
The SEC’s Investor Bulletin illustrates the effect with a hypothetical $1,000, 10-year Treasury bond carrying a 3% coupon. In the bulletin’s example, one year later the bond is valued at $1,082 if market rates have fallen to 2%, and at $925 if market rates have risen to 4%. These are illustrative values under the bulletin’s stated assumptions, not forecasts, typical outcomes, or estimates of the probability of a loss.

The example is useful because the original issuer and payment promise have not changed; what changes is the rate investors can obtain in the market and, consequently, the relative appeal of the existing bond. It should not be used as a prediction for a particular Treasury. The actual price depends on the security and market conditions when it is sold.
Longer maturities usually mean more rate sensitivity
A longer maturity generally leaves more time for market interest rates to change before the principal is due, so its market value is generally more exposed to rate movements than that of a similar shorter-maturity bond. The SEC’s Office of Investor Education and Advocacy puts it this way: “The longer the bond’s maturity, the greater the risk that the bond’s value could be impacted by changing interest rates prior to maturity, which may have a negative effect on the price of the bond.”
This is a general comparison, not a guarantee that every longer-maturity security will lose value or that every shorter one will hold steady. It does mean that choosing a maturity far beyond the date you may need the money can leave you more exposed to an unfavorable sale price.

How Treasury security types differ if you may need the money early
“Treasury security” covers more than one payment structure. The security type affects how cash flows are paid and how it responds to changing rates, so do not assume every Treasury has the same coupon or price behavior.

|---|---|---|
| Treasury bills | Mature in one year or less. Sold at face value or at a discount; face value is paid at maturity. | A bill sold before maturity still has a market price. A 4-week bill held in TreasuryDirect cannot be sold through TreasuryDirect before maturity because of that platform’s 45-day hold. |
| Treasury notes and bonds | Fixed rates are set at auction; interest is paid every six months. | For fixed-rate notes and bonds, a change in market yields can move the sale price in the opposite direction. Longer maturity generally means greater exposure to rate changes. |
| Treasury Inflation-Protected Securities (TIPS) | Treasury marketable securities with terms and cash flows that are not identical to fixed-rate notes and bonds. | Do not assume the fixed-rate note-and-bond description captures their full cash-flow structure or rate exposure. |
| Floating-rate notes | Treasury marketable securities with a floating-rate structure rather than a fixed rate. | Do not assume their rate exposure or cash flows are the same as those of fixed-rate notes and bonds. |
The Treasury materials describe the terms and payment structures above, while the SEC explains the general interest-rate price risk for bonds. The available information does not establish a loss probability or typical early-sale loss for any of these types. For a specific security, check its terms and the price a broker or dealer is willing to execute at rather than extrapolating from the hypothetical SEC example.
Can you sell before maturity? It depends partly on where you hold it
If the security is in TreasuryDirect
TreasuryDirect says a marketable security held in a TreasuryDirect account must first be transferred to the commercial book-entry system through a bank, broker, or dealer before it can be sold. A newly purchased security must remain in the account for 45 days before it can be sold or transferred. That is a TreasuryDirect procedure; it is not evidence that all brokerage accounts apply the same restriction.

The 45-day rule can matter more than the market-price question for someone who expects to need cash quickly. For example, a 4-week bill purchased and held in TreasuryDirect matures before the 45-day hold expires, so it cannot be sold through TreasuryDirect before maturity. A buyer who may need to sell sooner should consider the account route and the security’s maturity before purchasing, not only the issuer’s payment backing.
If the security is at a bank, broker, or dealer
TreasuryDirect’s guidance for securities already held at a bank, broker, or dealer is to contact that institution. The institution can explain its process and provide information about execution and charges. Do not assume that a TreasuryDirect transfer procedure applies to a security held elsewhere, or that every intermediary will quote the same price or charge the same amount.

Costs can reduce proceeds beyond a market-price decline
An early sale may involve a commission or a broker markdown. A markdown is an amount deducted from the sale price. These charges are distinct from a fall in the security’s underlying market value: one reflects the price available in the market, while the other is an intermediary cost associated with executing the sale.

Investor.gov advises asking a broker about any markdown and comparing providers because both price and markdown can differ. Before placing an order, ask what price is being quoted, whether a commission or markdown applies, and how the institution handles the sale. A quoted market price should not be treated as the net amount you will receive until you understand any deductions.
A practical check before buying a Treasury you might sell
Use these questions to evaluate whether the security’s maturity and account arrangement fit your likely cash needs. They do not predict the sale price; they help identify where an early sale could be inconvenient or costly.
- When might you need the money? Compare that date with the security’s maturity. If you may need the funds first, treat the eventual sale price as uncertain rather than assuming repayment at face value will be available on demand.
- Which kind of Treasury are you considering? Identify whether it is a bill, fixed-rate note or bond, TIPS, or floating-rate note. Bills mature in one year or less; notes and bonds have fixed rates set at auction and pay interest every six months. Other types do not share that same cash-flow structure.
- How long is the maturity relative to your potential holding period? For fixed-rate bonds, a longer maturity generally brings greater price sensitivity to rate changes before maturity. That can matter if you expect to sell well before principal is due.
- Where will you hold it? If it is in TreasuryDirect, account for the required transfer to the commercial book-entry system and the 45-day post-purchase hold before sale or transfer. If held at a bank, broker, or dealer, contact that institution about its own sale process.
- What will the sale cost? Ask whether the intermediary charges a commission or takes a markdown from the sale price. Compare the terms and quoted prices rather than considering only the security’s stated interest payments.
- Can you tolerate receiving less than your cost? If an unfavorable sale price would disrupt an important cash need, the maturity and access arrangements may not match that need. Government payment backing does not remove this possibility.
What the available evidence can—and cannot—tell you
The official investor materials establish the direction of the general relationship between fixed-rate bond prices and market yields, and TreasuryDirect explains key security terms and its account procedures. They do not provide a named statistic for the chance that an individual Treasury seller will lose money or for the typical size of an early-sale loss. No precise probability can responsibly be inferred from the SEC’s hypothetical $1,000 example.
The SEC bulletin is educational material, not a live quote for a particular security. Market prices and transaction terms vary over time and by institution. Before selling, confirm the current execution price, any commission or markdown, and the applicable account steps with the institution holding the security. This is general financial education, not individualized investment advice.
