International Monetary Fund estimates show substantial and growing transaction flows, not how many ordinary people use stablecoins, how often they pay merchants with them, or whether a particular transfer is cheaper than its best local alternative. “Product-market fit” is therefore a plausible, uneven trend—not a settled verdict for every country or household.
What the growth figures do—and do not—show
Two IMF analyses point to rising activity, but measure different things. The distinction matters: a large volume of transfers is not the same as widespread consumer use.

The IMF’s April 2026 report says 2024 gross flows exceeded 10% of annual GDP in Ukraine, Vietnam and Belarus. That is a measure of gross movement, not a finding that stablecoins supplied more than 10% of national income or that consumers made that share of purchases with them.
Country attribution is also imperfect. The IMF’s analysis assigns some exchange activity using web-traffic data; exchange routing, unhosted wallets and some decentralized-finance venues can affect the estimated direction and size of bilateral corridors. Its preferred regression sample covers 18 emerging markets from January 2020 through February 2025. The estimates are useful evidence of activity, but they are not an audited census of who holds or spends stablecoins.

Where stablecoins may be useful to households and businesses
Cross-border transfers and remittances
A stablecoin can move over shared digital infrastructure rather than relying solely on a chain of correspondent institutions. That may create another settlement route and more competition in a corridor. But the recipient’s outcome depends on the entire route: buying the stablecoin, network and service charges, the exchange rate or conversion spread, and the cost and availability of cashing out or spending it locally.
In remarks dated August 7, 2026, IMF First Deputy Managing Director Dan Katz cited a 6.5% average global remittance cost. That broad average is not a stablecoin price, nor proof that a stablecoin route saves money in any particular corridor. The IMF remarks caution that potential savings vary with on- and off-ramp fees and exchange-rate differences.
Digital access to dollars
For someone facing volatile local currency or limited access to dollar instruments, a dollar-denominated stablecoin may provide digital exposure to a dollar-linked asset. This can be convenient for holding value or making a transfer, but it is not identical to holding insured bank dollars. The user depends on the issuer’s reserves and redemption arrangements, as well as access to a wallet and a local route to convert or use the balance.

Trade and business settlement
The IMF finds stablecoin flows correlate with export flows, and a World Trade Organization executive summary discusses possible roles in cross-border settlement, trade finance, remittances and business-to-business transactions. These findings make business settlement a relevant use case to watch; they do not establish that stablecoins have replaced conventional trade finance or are widely accepted by merchants. Actual usefulness depends on the counterparties, corridor, local rules and ability to convert funds.

Settlement inside crypto markets
The strongest relationship in the IMF panel analysis is between stablecoin flows and activity in unbacked crypto assets. That is consistent with stablecoins’ established role as a settlement asset across crypto markets. It is also a reason not to treat all on-chain stablecoin volume as real-economy payments: some activity serves trading and crypto-market infrastructure rather than household purchases, remittances or trade.
How to compare a stablecoin transfer with other routes
Compare the amount the recipient can actually use, not just the advertised fee or the speed of a blockchain transfer. A bank transfer, money-transfer operator, stablecoin route and local payment system can each perform differently by corridor. Check these points for the specific provider and destination:

- Total received: Start with the amount sent and calculate what arrives after purchase or deposit charges, service and network fees, conversion spreads, and cash-out costs.
- Delivery and access: Check the expected time to usable funds, whether the service operates in both countries, and whether the recipient can cash out or pay a merchant. A completed on-chain transfer does not by itself ensure local access.
- Custody and recovery: Establish who controls the wallet keys, what happens if a phone or account is lost, and what recovery or support options exist. Self-custody and a hosted wallet place different responsibilities on the user.
- Redemption: Check who can redeem the token, on what terms, and whether the route available to you is a direct redemption or a local-market conversion.
- Legal status: Verify local rules and whether the provider is licensed or otherwise authorized where required. Availability in an app does not establish that a service is lawful or protected in every jurisdiction.
Without corridor-specific fees, exchange rates and access details, no route can be called the cheapest or best in general. Compare the same amount, destination and timing across available options before deciding.

Redemption and issuer risk
Stablecoins can promise a stable value while relying on reserves and redemption mechanisms that differ by issuer and jurisdiction. The IMF warns that stablecoins perform liquidity transformation and can face runs; reserve liquidations under stress may transmit pressure to financial markets and users. A market price near one dollar does not, by itself, tell a holder what redemption rights or practical access they have.

Currency substitution
Dollar-linked tokens can meet demand for dollar exposure, but they may also encourage people and businesses to move away from local currency. The IMF notes that this can weaken monetary-policy transmission, particularly where inflation, exchange-rate volatility or limited confidence in policy already create strong demand for dollars.

Visibility and cross-border spillovers
Authorities may have limited visibility into who holds a token, why it moved, or what happened off-chain after a transfer. Unhosted wallets and fragmented rules across jurisdictions add to that challenge. Stablecoin flows can also transmit changes in global financial conditions and crypto markets across borders.
What would make product-market fit more convincing?
For a household, fit is practical: a route needs to solve a recurring problem better than the options actually available, after fees and conversion, without making access or recovery unacceptably difficult. For a business, counterparties must be able to receive, convert or use the funds under applicable rules. Flow growth supports the case that stablecoins are serving demand, but it cannot answer these user-level questions on its own.
The IMF’s evidence is consistent with several motives, not just one. Its panel analysis finds strong links to unbacked crypto activity and significant correlations with remittance and export flows. Inflows were higher where inflation and exchange-rate volatility were greater, where institutional and political stability were weaker, and where access to short-term dollar assets was limited. These are statistical associations; they do not establish the purpose of any individual transfer.

The policy challenge is to address risks without overlooking the frictions that make alternative payment and dollar-access routes attractive in the first place.
